1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR OCTOBER 2013

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN OCTOBER 2013 There were a total of 76 arrests made within the City of North College Hill in OCTOBER of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 36 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of OCTOBER 2013, 31 were residents of North College Hill and 45 were nonresidents. Page 3 of 20

5 VEHICLE CRASHES REPORTED IN OCTOBER 2013 There were a total of 31 auto accidents within the City of North College Hill in OCTOBER of these crashes involved injuries. 23 of the auto accidents were on the public roadways. 8 of the auto accidents were on private property. Page 5 of 20

6 TRAFFIC CITATIONS ISSUED IN OCTOBER 2013 The North College Hill Mayor s Court had year-todate receipts totaling $132, as of OCTOBER There were a total of 70 traffic citations issued within the City of North College Hill in OCTOBER of the citations were for moving offenses (Speeding, Fail to stop at a Stop Sign, etc.) 3 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 20

7 11 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 24 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 20

8 VEHICLES TOWED OR IMPOUNDED IN OCTOBER 2013 There were a total of 10 vehicles either towed or impounded within the City of North College Hill in OCTOBER Page 8 of 20

9 FALSE ALARMS RECEIVED IN OCTOBER 2013 There were a total of 33 false alarms received that required a response by the North College Hill Police Department in OCTOBER of these false alarms were to businesses. 22 of these false alarms were to residences. 298 Total false alarms have been received in Page 9 of 20

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Burglary ( ) PO Brown was dispatched to respond to Bobolink Dr. to see complainant for a report of a burglary to his home that occurred between 1700 hours and 2300 hours on 10/28/13. The complainant advised that the only item taken was a safe that sat atop a dresser in the spare bedroom. The safe contained around $400 to $500 in US currency, some vehicle documents and an old Black Smith & Wesson.38 caliber Revolver and a few.38 Special bullets. No information was available for the gun per the complainant. The complainant stated that when he returned home, he found that the door on the south side of the house had been slightly ajar. He believes that the perpetrators gained access to his house through that door, however there was no forced entry into the house. The complainant advised only the safe was taken. Criminal Damaging ( ) On 1718 hours, officers were dispatched to Beast Werkz on Shollenberger Ave. for a property damage report. Upon arrival, officers were advised that approximately six (6) vehicles had been "keyed" by Page 10 of 20

11 unknown person(s). It is unknown what type of "tool" was used to cause the damage. It was also noted that the driver side of each vehicle sustained the most damage. The complainant believes that juveniles may be responsible for the damage because there are always kids in that area during the time the offense was alleged to have occurred. Aggravated Robbery ( ) On 10/13/2013 at 1800, Officers were dispatched to the intersection of West Galbraith Road and Savannah Ave for a street robbery. Officers responded to the area and were updated the suspect vehicle a white Dodge Charger, was last observed south on Savannah Ave. PO Maus responded south on Savannah Ave and observed a white Dodge Charger traveling north on Savannah Avenue from Dallas Ave. PO Maus turned on the white Dodge Charger and the vehicle sped up. The white Dodge Charger turned west onto Goodman Avenue. PO Maus observed the vehicle crash into the front yard of 1808 Goodman Ave. The occupants of the white Dodge Charger bailed out of the vehicle. PO Maus observed a light skinned male black run south on Goodman Ave. and ordered the suspect to the ground. While PO Maus attempted to secure the suspect, a male white exited the white Dodge Charger from the rear driver side door. PO Maus ordered this subject to the ground at gunpoint. PO Maus observed another light skinned male black exit the passenger front door and flee north on Goodman Ave. towards the rear yards and turn east towards Savannah Ave. The suspect had an unknown white wrap around his hand and forearm, which appeared to be medical wrap or a soft cast. Officers from surrounding agencies, along with canine unit (9C41), responded to area and set up a perimeter. The canine tracked north from 1808 Goodman Ave. to the rear yards. The track continued north to the rear alley, east in the alley towards Savannah Ave., east through the alley towards Greismer Ave., where a citizen at Greismer and Goodman observed the suspect. The citizen stated he observed the suspect with torn jeans, money, purple and brown striped shirt and an Page 11 of 20

12 unknown hand wrapped up in white cloth. The canine tracked north on Greismer, crossed W. Galbraith Rd., passing the North College Hill Police Department on Trojan Wy., where the track was lost. Theft ( ) While on routine patrol, Sgt. Petrocelli observed a silver Chevy Sillverado on Devonwood Dr. As he drove towards the truck, it's lights came on and the vehicle drove away. He observed a silver haired male white driver as he drove past. Sgt. Petrocelli ran the attached license plate and the vehicle came back to Mount Healthy Address. He continued on in his routine patrol. Several minutes later Sgt. Petrocelli was patrolling on Goodman Ave. and he observed what appeared to be the same truck, now parked on Goodman Ave., in the lane of travel with the lights out. As he drove towards the truck, Sgt. Petrocelli observed a subject placing an unknown item into the back seat of his truck. The lights then came on and the truck continued on past him. It was in fact the same truck as before. Sgt. Petrocelli initiated a traffic stop on the truck. As he approached the driver's window, he observed several yard signs on the front seat and one in the back seat of the truck. He asked the driver what he doing and he stated that he was having a yard sale and was taking signs so that he could use them for his own yard sale. The subject was cited into mayor's court for theft. Breaking & Entering ( ) Officers were dispatched to respond to Tom's Drive Thru, for a B&E in progress. Witnesses, who were standing in front of Junior's Tavern, called 911 after hearing 3 loud crashing noises coming from Tom's Drive Thru. They ran west on W. Galbraith Rd., to see what was happening. According to the two witnesses, just after hearing the crashing noises and getting close to Tom's, they observed a male black, wearing all black, running from the single glass door in the middle of the building, towards Gilbert Ave. The witnesses stated the male black then ran north on Gilbert Ave. about a half a block and got into the passenger Page 12 of 20

13 side of a black or dark blue Saturn looking vehicle. The vehicle then went north on Gilbert Ave. to Bising Ave. and then east on Bising Ave. and out of sight. One of the witnesses said that the male black was also carrying something while running from the building, but could not identify what the item was. Approximately 3-4 minutes after the witnesses called for Police, the HCCC advised that the alarm company (ADT) had called in the alarm. Immediately after the call was received, PO Brown, MTHL and SPTP units were looking in the area for a vehicle matching the description of the suspect vehicle. Nothing was found. PO Brown responded back to Tom's Drive Thru to make entry with Sgt. Petrocelli. Upon entry, they set off the alarm. PO Brown looked at the door and any other possible places that could've been touched and did not observe and prints left behind. He did locate a small claw hammer lying on the floor, behind the counter on the liquor side of the store. The hammer did not appear to have been used to break the glass in the door, but was collected due to the hammer being in an odd place. It was also unknown if the hammer belongs to the liquor store. Nothing in the store appeared out of place or damaged, therefore, they were unable to determine what, if anything was taken. As PO Brown was behind the counter, the store's phone began ringing and he observed that it was the store's alarm company (ADT). He answered the phone and identified himself and requested contact with any key holder be contacted and have them respond. To no avail, no contact was made by the alarm company or Sgt. Petrocelli. We were able to temporarily, somewhat, resecure the damaged door until it can be properly repaired. Attempted Robbery On 2227 hours, PO Kodish was dispatched to the Donato's Pizza (8484 Winton Rd.) to see a pizza delivery driver in regards to an attempted robbery that occurred in the parking lot on W. Galbraith Rd. Upon arrival, he was met by the victim, who is employed as a pizza delivery driver for the Donato's in question. The victim stated that he responded to W. Galbraith Rd. to make a pizza delivery. After delivering the pizza, the victim stated Page 13 of 20

14 that he was walking back to his vehicle when he observed a male black, in his 20s, walking a small black colored dog through the parking lot. The subject was observed wearing blue jeans and a red, black and white striped shirt with vertical lines. When the victim reached his vehicle, he stated that the male black approached him and asked what pizza place he worked for. The victim stated that he told the subject he worked for "Marco's Pizza" and that he had just finished making his delivery. He told the subject another pizza company because he stated that the subject was acting really weird and that he felt something was up by the subject's line of questioning. The victim stated that the subject looked at him and said "Hey, give me your money!" The victim replied, "I just have a couple of dollars and I don't want to give you my money." The male subject stepped closer to victim and demanded the money once again. The victim stated that he told the subject no continuously and when the subject took another step towards him, he reared back and kicked the subject in his groin. The subject immediately fell to the ground in pain, which allowed the victim to retreat to his vehicle and leave the scene without further incident. He then drove back to Donato's where he called police. The parking lot of the North Creek Apartment Complex and other surrounding areas were searched but the suspect was not located. Domestic Violence ( ) Officers were dispatched to Simpson Ave. in reference to a domestic violence in progress in a black Honda Pilot. Upon arrival Sgt. Petrocelli located the Honda Pilot, it was parked on Simpson Ave. in the north bound lane of travel. There was an adult female in the driver's seat, an empty front passenger seat, and five children in the rear bench seats. The female stated that her live in boyfriend and father of one of her children, had assaulted her. She states that the incident began at her residence located on Simpson Ave. She states that they got into a verbal Page 14 of 20

15 argument over the location of her keys. She states that she tired of the argument, and decided to take the spare keys and depart and take her children to school and day care. She states that she loaded the children in the car, and was preparing to drive away when her boyfriend jumped into the car as well. She states that he was agitated, and continued to verbally argue with her. She states that as they proceeded to drive north on Simpson Ave., he assaulted her while she was driving. She states that he leaned over towards her attempted to strangle her. She states that she braked the car and came to a stop and was able to fend him off. She states that when the car came to a stop, she jumped out of the car. She states that the paper delivery man, who happens to be her brother in law, drove by at this time and stopped. She states the delivery man then ordered the boyfriend out of the car and the boyfriend exited the car and walked away. As we were talking to the victim, the suspect returned to the scene. He stated that as they were driving that she leaned over and punched him in the eye, and scratched his arm. The victim had no visible injuries. The suspect had no visible facial injuries, though he had a dark bruise and scratches on his left inner forearm. The suspect was placed under arrest for domestic violence, transported to the PD processed and transported to the HCJC. Burglary ( ) Victim left his apartment to go out for breakfast around 07:50 am. When he returned around 8:45 am, he noticed his RCA 55 inch flat screen television missing from his living room. Examining the rest of the apartment he noticed his Sony 55 inch flat screen television was also missing from his bedroom. Further inventory revealed his cell phone was missing as well. He stated it was not GPS capable so we could not track the phone. He also advised that he had handled the doors of the apartment several times after he called for police so attempts at forensic processing would prove useless. Victim stated he was reasonably sure he locked all his doors (front door and patio door before he left for breakfast. He also stated he failed to set his alarm before leaving. Page 15 of 20

16 He was advised if he was able to track down model and serial numbers of the items missing to contact the police department with that information. Theft ( ) On 1654 hours, PO Kodish was dispatched to the Family Dollar (1591 Goodman Ave) for a theft report. Upon arrival, he was met by the manager on duty, who advised that a male black had entered the store removed a one hundred dollar bill ($100.00) from behind the cashier counter. It was reported that the money in question had been placed in a "drop box" behind the cashier counter. It appears that the money had not been inserted into the slot completely, which caused half of the bill to be displayed or visible. The suspect was viewed on the surveillance camera walking into the store around 1323 hours. He was wearing a yellow & green horizontal striped shirt with blue jeans shorts and dark colored open toed sandals. He approaches a checkout counter and asks one of the cashier's if they had a lighter he could use to light his cigarette. After lighting the cigarette, the suspect is observed leaving the store, via the front door. Approximately six (6) minutes later, the suspect is observed reentering the store, where he walks up to a counter that is directly across from the previous one he had just left. The suspect is observed on surveillance cameras bending over the counter and grabbing the $ bill that was left hanging partially out of the drop box. After taking the money, the suspect turns around and walks out the front door where he was last seen walking west bound from the store towards 5/3 Bank. The manager stated that she only became aware of the incident after counting down her employee's drawer, where she noticed it was $ short. She stated that she reviewed the camera footage and that was when she saw the suspect commit the theft offense. PO Kodish obtained several images of the suspect from the camera system and they were attached to this offense report. Page 16 of 20

17 Assault ( ) The complainant responded to the North College Hill PD to report that his son was assaulted while he was walking home from school yesterday. He stated another student followed his son from the school and when this subject struck his son. They then began to fight and his son was also kicked in the side. The suspect's sister was reportedly encouraging her brother to fight the complainant's son. There was another student who was walking with the suspect, but it was unknown at the time of the report whether he was actually involved in the assault. The fight was stopped by a female, who reportedly works at Tom's Drive Thru. The victim did not appear to be injured as a result of the incident. The complainant stated he did not wish to file charges, but just wanted no further incidents to occur. I responded to North College Hill Middle School and spoke with the Assistant Principal. She spoke with all of the students involved and it was found the suspect was the only one who actually assaulted the victim. The sister was also found to have encouraged her brother to fight the victim. The other student was found to have no involvement other that trying to break up the fight. Page 17 of 20
