1 NORTH COLLEGE HILL POLICE DEPARTMENT MONTHLY POLICE ACTIVITY REPORT FOR JANUARY 2018

2 This monthly report is a review and summary of our activities. The summary of activities is reflective of not only the calls for service and other actions we complete, but is indicative of the effort and professionalism the members of the police department continue to put forth in our daily mission to deliver exemplary police service to our community. 3 ARRESTS MADE IN JANUARY 2018 There were a total of 52 arrests made within the City of North College Hill in JANUARY of the arrests were recite arrests (the person arrested was not physically taken into custody but issued a citation and told to appear in court). 23 of the arrests were physical arrests (the person was physically taken into custody). Of the total arrests made within the month of JANUARY 2018, 27 were residents of North College Hill and 25 were nonresidents. Page 3 of 22

5 VEHICLE CRASHES REPORTED IN JANUARY 2018 There were a total of 28 auto accidents within the City of North College Hill in JANUARY of these crashes involved injuries of the auto accidents were on public roadways. 4 - of the auto accidents were on private property. 6 - of the auto accidents were Hit/Skip related. 6 TRAFFIC CITATIONS ISSUED IN JANUARY 2018 The North College Hill Mayor s Court had year-todate receipts totaling $12, as of JANUARY There were a total of 77 traffic citations issued within the City of North College Hill in JANUARY of the citations were for moving offenses (OVI, Speeding, Fail to Obey a Stop Sign, etc.) 18 of the citations were for non-moving offenses (Expired license plates, not wearing a seatbelt, etc.) Page 6 of 22

7 10 of the citations were for parking related offenses (Parked where prohibited by signs, etc.) 15 of the citations were written warnings (the person cited was not required to pay a fine or appear in court). Page 7 of 22

8 VEHICLES TOWED OR IMPOUNDED IN JANUARY 2018 There were a total of 7 vehicles either towed or impounded within the City of North College Hill in JANUARY (These vehicles were towed or impounded at the request of the police department) Page 8 of 22

9 FALSE ALARMS RECEIVED IN JANUARY 2018 There were a total of 17 false alarms received that required a response by the North College Hill Police Department in JANUARY of these false alarms were to businesses. 10 of these false alarms were to residences. 17 Total false alarms have been received in Page 9 of 22

10 The following narratives are a small sampling of the various calls for service the North College Hill Police Department routinely receives. CALLS FOR SERVICE Burglary ( ) Officers were called to the scene for a burglary report. When PO Wilbur arrived, he made contact with the homeowner. She stated that her son was upstairs sleeping in the house when at the same time someone came in and took things out of their house. The complainant stated that a 42 inch flat screen TV Emerson brand was taken. She also stated that a PS4, PS4 controller, NBA2K18, and a cell phone I-phone 6 plus were all stolen also. PO Wilber looked around the house to try and find a point of forced entry. He could not locate one. He then went around and looked to see where the items were before they were taken. When PO Wilber went up to the son's room, he told the officers that he was sleeping in the bed when the suspect(s) took his PS4 off of his dresser. The son stated that he did not touch any of the cords that go to the PS4. PO Wilber advised the son not to touch them and to go downstairs with him. PO Wilber then DNA swabbed the PS4 cords. He also had the son give me an exclusionary sample of DNA for testing. Page 10 of 22

11 Outside the house were shoe prints from what appeared to be Ugg boots. PO Brown and PO Wilber followed the shoe prints to see where they would lead us to. The shoe prints lead up Cordova over to Catalpa Avenue and Simpson Avenue. One of the places we ended up was on Savannah Avenue. While back by the garage area of the apartment complex, Po Brown talked to a maintenance man. The maintenance man stated to PO Brown that his coworker saw 2 boys that were hanging out in the back with a female black. Carrying Concealed Weapons ( ) Officers were dispatched to Family Dollar on a report of trouble with a customer. Upon arrival, as officers entered the store PO Palmisano observed the store manager pointing to a person, who stated she observed him take store product and place the items in his pocket. The suspect stated he did not take any items, and that he was paying for items. The suspect was asked to step aside and empty out his pockets to ensure there were no items in the pockets. He began walking and turned away from officers in an evasive movement, as if to hide something. Through continue actions of evasive movement, the suspect reached in his pockets and pulled out a pair of gloves. He stated that was all he had in all of his pockets. When PO Palmisano reached down to conduct a pat down on his pocket, the suspect began pushing his hand away. When PO Palmisano advised him to stop, he began to turn away so that PO Palmisano could not pat down any of his pockets. Officer Wilber advised the suspect that because of his actions he was going to be placed in handcuffs. The suspect again became evasive, continuing to turn away from officers. While conducting a pat down of the suspect coat and backpack, PO Palmisano could feel a hard item in his backpack, that he thought felt like a long thick knife. Because of the actions of the suspect being evasive, and what he believed to be a knife in the backpack, PO Palmisano opened the backpack to retrieve the weapon. Once he opened the backpack and felt inside, PO Palmisano felt that the weapon was a gun, and the item he thought was a knife was the long Page 11 of 22

12 loaded clip (magazine) to the gun. PO Palmisano pulled the gun out of the backpack and gave it to Officer Wilber. The suspect was arrested for Carrying Concealed Weapons and Obstructing Official Business. During the incident, the suspect was uncooperative, and resisted in the efforts of allowing officers to conduct a search. Unauthorized Use of Motor Vehicle ( ) PO Henn was dispatched for a vehicle theft report. Upon arrival, he was met by the victim, who states his sister had taken his vehicle and not returned it. The victim states he had allowed his sister to use the vehicle to go to the store. The sister returned, and then a short time later, she took the vehicle again without asking. The victim stated he has attempted to contact his sister, and have her return the vehicle; however he has been unable to make contact. When asked about pursuing criminal charges against his sister, he stated that would depend on whether the vehicle is damaged. The victim was advised the vehicle will be entered as stolen, and should the vehicle be returned, he would need to contact our department to have that entry canceled. He was further advised a report would be on file with our department to document the incident as well as the procedure to follow for obtaining a copy of that report. Theft from Auto ( ) PO Henn was called for a theft from a vehicle report. Upon arrival, he was met by the victim who states an unknown person or persons entered his unlocked vehicle sometime between the listed dates and times, and removed property without his knowledge or consent. The victim states two pair of sunglasses were taken from the vehicle, total value approximately $ The victim states he found the driver side front and rear doors of his vehicle ajar today's date, as he left to take his child to school. He further stated the contents of his center console and glove box were thrown about the Page 12 of 22

13 interior of the vehicle. At the time of this report, nothing else appears to be missing, and there was no damage to the vehicle. Theft ( ) The complainant called to report that an outside A/C unit was taken from a house he owns. He stated that the unit was at the house last week, when he was at the house doing check-ups. The complainant came back today to do a final inspection of the house before a tenant moved in. While checking, he noticed the A/C unit was missing. He also stated that a kid s wagon was in the backyard next to the unit so they might have used that to wheel it away. PO Wilber noticed that a neighbor s house had security cameras so he went next door and talked to them. They said they would look at the cameras and call if they found anything. Vandalism ( ) On 1/24/18, at 0011 hours, Lt. Maus was dispatched to Ameristop for an intrusion alarm. Upon arrival, he found the right front glass door damaged by an unknown object; glass was damaged in a circular pattern as if it was struck in an attempt to be broken out. No entry was made as the door was still secured. Lt. Maus advised the Dispatcher to notify the alarm company and advise the key holder and if they respond to the scene and need Police to advise and we will respond to meet them. Felonious Assault ( ) Officers were dispatched for domestic trouble, with a person possibly armed with a knife. Officers were originally dispatched to an address which was found to be a bad address; however a female was located in the parking lot bleeding from the left arm. She was very agitated and emotional at the time and was uncooperative at first. She told us that the incident occurred at dispatched address. She was identified and stated that she was spending the night at her boyfriend's house. While at the house she stated that she got up to leave and a physical fight broke out between them. She said that during the altercation, her boyfriend grabbed a knife from inside the residence and swung it in a slicing motion, striking her twice in the left arm before she fled out the front door. 14 Lt. Maus spoke with the boyfriend, who stated that his girlfriend came over to spend the night. During the night, he said that he was awoken by the victim and they got into an argument. He said that he asked her to leave and she gathered her belonging and left the residence. The victim returned to the residence a few minutes later and was now armed with a knife and they got into an altercation/struggle over the knife. When asked about the knife, the boyfriend stated that she must have it and denied ever having a knife. She did not have a knife on her person and also denied ever having a knife. The boyfriend did not want officers to enter his residence. When he was asked how she got injured, he stated he didn't know, maybe she had stabbed/cut herself. Based on the injuries, the boyfriend was arrested for felonious assault. Breaking & Entering ( ) On 01/27/18 at 1402 hrs., Officers were dispatched for a Burglary report. Upon arrival, PO Brown was met outside, at the rear of the house by the complainants. He obtained their information at that time. The two advised that the rear door was open and the window next to the door had been broken out. PO Brown asked if they had been in the house and both stated that they have not. PO Brown called for a 2nd Officer to secure and clear the scene / house. Prior to Officer Lasonczyk's arrival, PO Brown observed a small Rumpke trash can sitting just under the window next to the door. He also observed that the door was still closed. He observed that the window approximately 8 to 10 inches to the left of the door was broken as well, possibly broken to unlock the inner door. A glass slat was also broken on the storm door, also possibly unlock it. Upon Officer Lasonczyk's arrival, we entered through the unlocked rear door that leads directly into the kitchen. PO Brown observed broken glass all over the kitchen floor. He also observed a large, rusty, iron ingot, lying on the kitchen floor near the wall opposite the broken window. There was a scrape or a chip on the ceramic tile from where the iron ingot apparently had first landed, after being used to break the window, then coming to rest near a stool and the wall. We cleared the 1st floor room by room, noticing that in some of the Page 14 of 22

15 rooms, drawers were left open. In one room, formerly used as a bedroom, PO Brown observed a file cabinet opened and a desk with all the drawers opened. Also on the floor were a wood and glass jewelry container and two small metal containers and a magnifying glass. There was also a couple of flat screen TVs that were left untouched. After clearing the 1st floor, we cleared the basement and found the all of the cabinets were open. Also observed was all the copper piping that remained intact. We also checked the door leading to the rear yard in the basement and observed that it was still locked; however, the outer screen had been tampered with. We then cleared the 2nd floor, which appeared to be set up like an apartment, having a kitchen, full bath, bedroom and living area. PO Brown observed one kitchen drawer opened. Nothing else seemed to have been disturbed. We were later advised that a small Christmas tree had been removed from a closet on the 2nd floor and placed just outside of that closet. The entire house was cleared, photos were taken of the scene and then the complainant's were asked to come inside and look to see if any items were missing without touching anything. According to the complainant's, the basement looked as it did when they were there last time. They advised that the cabinet doors were already opened. The only thing that was observed by the complainant's was the rear door in the basement had been tampered with from the outside. Moving up to the 1st floor, nothing appeared to be rummaged through in the kitchen. The living room appeared okay, other than one of the end tables cabinet door was slightly open. The bedroom appeared to be a place of interest due to the filing cabinet, desk and small jewelry boxes on the floor. The bathroom medicine cabinet mirror was pointed out that it may have been opened as well, but nothing was in it. We then went to the 2nd floor, where the complainant's pointed out the Christmas tree that was supposed to be inside the closet, but it was placed just outside the closet door. Also, one of the kitchen drawers were opened and was not like that when they were at the house the last time. PO Brown asked if anything appeared to be missing. Both said nothing appeared to be missing other than $2 or $3 dollars worth of cheap costume jewelry from the 1st floor bedroom. Page 15 of 22
