The Festival: A Celebration of our Cultures After three days of celebration, the Aboriginal Cultural Festival 2014 came to a close on June 21, 2014, National Aboriginal Day. The festival was an awakening of the senses with performances, drumming and singing, food for the taste buds and a beautiful showcase of arts and crafters. The festival instilled accomplishment and inspiration for all involved with organizing and closing of the festival. The Aboriginal Cultural Festival 2014 was hosted in Victoria, BC on the traditional territory of Esquimalt and Songhees Nations in Victoria. The Royal BC Museum location welcomed more than 15,000 visitors in the three day period, which featured main stage performances with over thirty colourful performances, an artisan marketplace, watch carving demonstrations by artist Richard Hunt, storytelling and a totem pole walk in Thunderbird park; and enjoy traditional Aboriginal cuisine, including a West Coast clam chowder, Indian taco and fry bread. 12 Planning and Logistics Snapshot Planning of the festival and the local community The festival planning was in partnership with local Nations, communities, industry partners and businesses. There was preliminary planning with the Royal BC Museum and the Our Living Languages exhibit in February and March 2014 to connect with RBCM as an ideal location. The meetings at Songhees Wellness Centre AtBC hosted dinner meetings at the Songhees Wellness Centre and invited many partners to the table to make this an inclusive process to plan the event. The dinners were catered by the Songhees Wellness Centre in-house catering service. As a first year event, we wanted to make sure the ideas and activities were manageable given the short timeline and limited resources to implement and execute a successful festival. The areas of focus were: Performances Food vendors Logistics Artisan marketplace AtBC Information Booth Marketing & Media Storytelling Nation/other info booths Partners Reception Authentic Indigenous Workshop AtBC hosted meetings on: Initial meeting on April 7 May 5 May 22 June 10 Each of the meetings was well attended by the partners with ideas, partners working through logistics for implementation for all areas from planning to marketing of the festival. The meetings were lead through a process to discuss and update the planning committee on the current state of the logistics. The process was to engage the partners to assist with planning and bring solutions to the logistics. Aboriginal Cultural Festival 2014 Report 12

Planning and Logistics Continued Partners that attended the planning meetings: Chief Ron Sam, Songhees Nation Curtis Grad, Greater Victoria Harbour Auth. Chief Andy Thomas, Esquimalt Nation Rebecca Penz, GVHA Chief Gordon Planes, T Sou-ke Nation Florence Dick, GVHA Tracey Herbert, First Peoples Cultural Council Ed Thomas, GVHA Michelle Washington, FPCC Aimee Ippersiel, Robert Bateman Centre Jack Lohman, Royal BC Museum Deirdre Campbell, Tartan Group Erika Stenson, RBCM Brian Cant, Tartan Group Jon Roodbol, RBCM James Anderson, Tartan Group Erik Lambertson, RBCM Derek Sanderson, Island IT Vance Rosling, Tsawout Nation Julie Sanderson, Island IT Paul Nursey, Tourism Victoria Ainjil Hunt, Transformation INC. 14 Logistics of the Festival The festival was an opportunity to showcase our culture through cuisine, art, storytelling and performances of dancing and singing. Many of the audience attended all three days to not miss any of the performances. 1. Main Stage Performances central draw for the festival. The stage was in a high traffic location with over 30 performances over the three days. Each show had a captivated audience that was to capacity. Each show had approximately 400 people. Each show had a 15 minute intermission. Required some crowd control to assist with bottle necking between the stage and the artist vendor area Seating made the festival more enjoyable for the audience A good showcase of the different cultures in BC Island Nations, other Nations from BC and Metis Performers co-ordination by Le La La Dance Company 2. Artisans Marketplace the marketplace was well represented with a cross section of different Nations and mediums for showcasing more of the rich culture. 14 Artists in the Marketplace all were pleased with the event and level of business We did have a waitlist for other artisans wanting to participate Demonstration by Richard Hunt Demonstrations by BC Metis Federation Friday and Saturday were the busiest days After 6pm the traffic was slow 3. storytelling main stage area and totem pole walks. The scheduled Thunderbird Totem pole walks were a popular activity and there was always a crowd to learn more about the totem poles. Other story telling had to be incorporated to the main stage activities due to a schedule that competed with the main stage 4. Food Tent the food service was an excellent addition to the festival with the menu of fry bread, traditional clam chowder and Indian tacos. We had sales of $7,500. For the three days. The people were interested in tasting the cuisine. The food tent was a partnership with AtBC and Songhees Nation The majority of the food was prepared at the Marriott Hotel the lead Chef at Marriott was excellent to provide his knowledge and expertise with the Songhees Chefs The food was then transported to the RBCM festival location to the food tent all food safe requirements had to be met for operation Aboriginal Cultural Festival 2014 Report 14

Logistics Continued There were 4 Chefs from Songhees, 1 food runner, 1 coordinator from Kitchens of Distinction for the food tent. Plus 2 cash handlers. The busiest times were the lunch crowds Fry bread was definitely a hit Saturday was the busiest days with majority of the sales 5. information Booths Lekwungen Community Booth, First Peoples Cultural Council and AtBC each had a booth all were busy with exchanging and distributing information There was a few requests from other organization to host an information booth at the festival 6. volunteers we had over 20 volunteers throughout the festival from Songhees Nation, Victoria Visitor Centre and UVIC. They assisted in all areas from logistics, the AtBC information booth to handing out the festival flyers. 7. rbcm Location The outdoor location was an excellent location in the heart of Victoria. The venue was for the most part filled to capacity for the Main Stage performances. A bit of crowd control was required and was solved for the most part by having seats available for guests. 8. Marketing and Media the majority of the marketing resources went into building awareness through the media and ads with the Times Colonist leading up to the festival. Many of our partners assisted with digital distribution and event listing on their websites and social media channels. Other areas for consideration: Signs for the event could be strategically placed at the street level in all the access areas to RBCM. We did have the volunteers hand out information to visitors in the inner harbor and signs were placed at the corner of Belleville and Government on Day 2. More signage leading up to the event would create more awareness 9. Indigenous Artisan Workshop for Professional Practices hosted with FPCC and Songhees Nation Hosted on June 17th to build capacity for Aboriginal artists Workshop highlighted Authenticity, Funding and Grant Writing and Building a portfolio and brand 31 artists attended 10. partners Reception at the Robert Bateman Centre on June 18th. An evening to thank all our partners for their commitment, leadership and dedication. The reception included presentations from the host Nations, AtBC and government was represented by Naomi Yamamoto, Minister for Tourism and Small Business Aboriginal Cultural Festival 2014 Report 15

Measuring Success for the inaugural festival Measuring the success was reviewed through a few areas to look at what worked and where any improvements are required. 1. Who? Were the right people involved as planners, partners and participants or were some missing? We had an excellent planning committee from various interest groups committed to seeing an Aboriginal cultural festival. We do see more partners at the planning table in the future. 2. What? Could the content and activities of the festival be pitched better or changed? The content and activities of the festival was focused and centred to showcase culture through dance and music, arts and crafts and cuisine. These goals were all met at the festival the main stage was the highlight of the festival and the arts and crafts and cuisine were another layer of culture to the visitors experience. 3. When? Was the timing of the festival in line with the need of the festival, participants, partners ad community. The event was timed to coincide with National Aboriginal Day and the opening of the RBCM Our Living Languages Exhibit the festival was an excellent way to celebrate Aboriginal culture in Victoria and build more awareness for the Aboriginal people in BC. The ideal dates for a festival are Saturday and Sunday The ideal time for the festival attendees was between 11am 6pm The ideal time for food was the lunch crowd between 11:30am 3pm 4. Where? How did the location measure for place, quality and resources and time of the year for an event at the RBCM. The Royal BC Museum is an excellent central location and one of the flagship visitor attractions of Victoria. The foot traffic was excellent the venue was maximized for the space available More signage would be ideal in the area and leading up to the event RBCM logistics staff did an excellent job to make sure stage, sound, security and cleanliness were well taken care of. Set up and take down were smooth of course, we could have used more hands for set up and takedown. Aboriginal Cultural Festival 2014 Report 16

Measuring Success Continued 5. Why? Did the festival fulfill the AtBC goals and objectives? The festival was viewed as a success for fulfilling our goal and objectives through a number of ways. Marketing & Media a seed for influence, awareness, and inspiration for Aboriginal culture was planted in a very positive way for the attendees. AtBC festivals in the gateways for growing overall Aboriginal tourism in BC. Enhancing the consumer experience providing an experience that is an advantage for the overall tourism industry as a whole. Partnerships and Relationships the success of the festival was dependent on the leadership and collaboration that was committed by all our partners. Capacity building and building of more cultural capital important for AtBC to contribute to our Aboriginal communities by leaving a positive footprint and a network to continue building. AtBC Brand having a high quality festival for showcasing Aboriginal culture and AtBC. The festival is an opportunity to focus on the Arts and Performances Tourism Sector. All the AtBC Stakeholders are represented with the AtBC Information booth to promote and educate the visitors about the industry and experiences. Aboriginal Cultural Festival 2014 Report 17
