3 CHAIR S CONFERENCE FOREWORD Stephen Oxley Chairperson NATSICCTN and NSWATN Hi All, It is with great pleasure that I welcome you all to the 2nd National Aboriginal & Torres Strait Islander Community Transport Conference. This National Conference follows up from our inaugural Conference held in Darwin in There have been some significant changes in this time including a more National focus from the National Aboriginal & Torres Strait Islander Community Transport Corporation (NATSICCTN) with the introduction of members from Victoria, the ACT, South Australia and Queensland. We are working diligently to recruit members from the remaining States. Also of significance, is the development of 2 key programs under the umbrella of the NATSICCTN. The first is the Ability Links program and the NSW Regional Aboriginal Transport Program. You will learn more about both programs in the next two days. This Conference is about learning what organisations from throughout Australia are providing to people who have transport disadvantage as part of their everyday lives. We will be providing information on transport, disability, aged care, mental health and other initiatives and opportunities that relates to transport. Please enjoy this lovely venue and activities planned and more importantly participate and learn about the innovative approaches being implemented and developed to reduce transport disadvantage to our most vulnerable people. 4 INTRODUCING THE NATSICCTN DIRECTORS AND SENIOR STAFF Stephen Oxley Chairperson NATSICCTN and NSWATN Stephen is a Worimi\Biripi man and resides in Forster. He is currently the Aboriginal Transport Development Officer of the Manning Valley and Area Community Transport Group and has held this position for the last 5 years. Pru Hampton Secretary NATSICCTN and NSWATN Pru is originally from Dubbo, NSW with close cultural connections to Wiradjuri country through her children and family. Pru is currently Hastings Macleay Community Transport s Community Engagement Coordinator supporting the local Port Macquarie and Kempsey LGA s focusing on Aboriginal and mainstream disability and transport disadvantaged. Pru is also assisting with the coordination of current NDIS Readiness events that provide accurate and direct information to local Aboriginal communities on the Mid North Coast. Harry Harun NATSICCTN SA Representative Harry is an Aboriginal man who has worked and lived in the Aboriginal community of South Australia for over 30 years. Harry is the former Chairperson of Aboriginal Community Care SA (ACCSA), and has recently taken on the role as the Community Development and Engagement Manager for ACCSA. Harry is also the Treasurer of the Aboriginal Prisoner Offender Support Service in SA. Bruce Garrett NATSICCTN ACT Representative Bruce is a Darumble/Bundjalung man living and working in Canberra and is currently the Aboriginal and Torres Strait Islander (ATSI) Community Bus Coordinator with Transport Canberra and City Services Directorate. Bruce is aware of the importance of transport for Aboriginal and Torres Strait Islanders and works closely with all stakeholders to provide services to maximise education and employment opportunities. Graham Aitken Treasurer NATSICCTN Graham was born in Oodnadatta in far north South Australia and his family are Yankunytjatjara. Graham is the Chief Executive Officer of Aboriginal Community Care SA (ACCSA). ACCSA is the largest aged care service provider for Aboriginal and Torres Strait Islander Elders in Adelaide and South Australia and provides a full continuum of aged care services from basic Commonwealth Home Support Program, Home Care Packages and Residential Care. ACCSA has a Community Visitor Scheme that provides visitors to socially isolated Elders. Services are provided in Adelaide and the APY lands in the far north of South Australia. 4

5 Raymond Marks NATSICCTN Victorian Representative Raymond is very well known in Victoria in both the Aboriginal and non-aboriginal community and has an on the ground knowledge of the disadvantage Aboriginal people and communities face in their daily lives including access to quality transport. Raymond brings to the NATSICCTN a vast array of skills and experience including diplomas in Management and Community Development and certificates in Indigenous Leadership, conservation and land management and tourism. Jim Golden Brown NATSICCTN CEO/ NSWATN EO Jim Golden-Brown, a descendent from the Yuin Nation on the South Coast of NSW and Kameygal, La Perouse, commenced as Executive Officer, NSWATN in June 2016 and appointed NATSICCTN CEO October Jim brings 30 plus years of senior and executive management experience to NATSIC and the Transport Sector, a strong knowledge of consultation, negotiation, and mediation processes with Aboriginal and non-aboriginal communities. Ann Adkins NATSICCTN QLD Representative Ann has worked for an Aged Care Facility for 20 years as a Community Services Manager, supporting our Aged living in their own homes. Ann joined Able Australia 5 years ago as Area Manager for Logan River Valley and South Coast region provides me the opportunity to work in collaboration with other organisations, bringing diverse people together, cross cultural teams that can lead to faster action and better outcomes for our communities. Noel Campbell NATSIC CTN Ability Links Manager Noel was born in Sydney and is a descendant of the Yuin people South Coast, NSW and has been working with Aboriginal communities for the past 18 years in Western NSW and Mid North Coast NSW. Noel is currently the NATSICCTN Ability Links Manager based in Port Macquarie. Peter McLeod NATSICCTN Independent Director Peter entered the Home and Community Care Sector in Prior to that, he managed and owned several businesses in the private sector involving, catering, data warehousing, advertising, freight and logistics, mailing services, third party warehousing and distribution. Peter has been involved with the NATSICCTN since its inception in 2004 and has watched it grow into the National Body it is today as a current NATSIC Board Member. 5

6 INTRODUCING THE CONFERENCE KEYNOTE SPEAKERS Shane Phillips Chairman & CEO The focus of my work and my life is to empower people - whether Indigenous or not - to take responsibility for their lives. I believe that providing people with opportunities for training and employment enables them to become self-sufficient, find the best in themselves and contribute to a better life for everyone. I was born and raised on The Block in Redfern in inner city Sydney and I value my connection with the people, the Elders and the history of this vibrant community. Creating commercial ventures that benefit the area is a challenge I really enjoy. It s great when we get governments and corporates working together to develop successful and sustainable enterprises. For me, there is real joy and satisfaction in engaging with people, guiding and advising where I can, and helping to connect the activities of everyone who s working to improve the quality of life for Indigenous Australians. I welcome all enquiries from anyone who either needs help, or who can help me to make a lasting difference. James McTavish NSW Cross Border Commissioner James McTavish was appointed NSW Cross Border Commissioner in July As the Commissioner, he advocates for businesses, organisations and residents in border communities. Mr McTavish has held appointments as Infantry Officer in the Australian Regular Army and the Murrumbidgee Region Controller for the NSW State Emergency Service. He is a graduate of the Australian Defence Force Academy, the Royal Military College Duntroon, and the Australian Command and Staff College. Mr McTavish holds a diverse range of qualifications including a Bachelor s degree in Science (Geography) from the University of New South Wales, a Bachelor s degree in Science (Animal Production) from Charles Sturt University and a Graduate Diploma in Strategic Studies (Business) from the University of New South Wales. He is also a registered woolclasser. Mr McTavish was awarded the Conspicuous Service Cross (CSC) for outstanding service as the Chief of Staff Army Recruit Training Centre (Kapooka) in the Australia Day Honours List in He was also awarded the Emergency Services Medal (ESM) for outstanding service as Murrumbidgee Region Controller, NSW State Emergency Service in the Australia Day Honours List in INTRODUCING THE MASTER OF CEREMONY Terry Chenery MC Terry Chenery is an Anaiwan man and joined Link-Up (NSW) in November 2013 as their Chief Executive Officer (CEO). Terry has had years of experience across multiple industries including roles within the NSW Police Force, NSW Ombudsman, Aboriginal Affairs, Aboriginal Justice Advisory Council, Hunter Aboriginal Children s Services and the Peak Body for the Northern Territory for Aboriginal Children in the Child Protection system. 6

10 INTRODUCING THE CONFERENCE PRESENTERS Brett Naden Accredited Driving Instructor Birrang Driver Training Brett was born in Gilgandra NSW, he is a proud Wiradjuri man. Brett was raised on the mission at Balladoran. In 2015 Brett joined Birrang as an Accredited Driving Instructor. Since joining Birrang Brett has delivered numerous Driver Learner Programs and demonstrated his compassion and commitment by achieving over and above all expectations. Brett has represented Birrang at National Conferences and facilitated many of Birrang s other projects. Marjorie Pagani CEO Angel Flight Marjorie Pagani is the Chief Executive of Angel Flight Australia. A founding volunteer pilot, Marjorie has also been the pro bono aviation lawyer for the charity since before its inception. She is a practising barrister, mediator, arbitrator, commercial pilot/aircraft owner (having run her own charter operation for many years) business owner and councillor in far North Queensland. Karen Pickering Assistant Secretary Home Support Branch, and Aged Care, Department of Health (DoH) Ageing Karen is responsible for the implementation of the Commonwealth Home Support Programme (CHSP) and the interface between CHSP policy and disability. The CHSP now provides streamlined access to entry-level age care support through over 1,600 service providers and funding of over $2.2 billion annually. Christine Vannucci Alzheimer s Australia Chris Vannucci is a Registered Nurse with 15 years experience working in aged and community care. For the past 6 years, Chris has been with Alzheimer s Australia NSW in Tweed Heads focusing on sector development and engaging with Aboriginal and Torres Strait Islander communities across Northern NSW to improve dementia awareness and promote risk reduction strategies. David Kapeen Tweed, Byron & Ballina Community Transport David Kapeen is a proud Bundjalung Man. David is an Aboriginal Transport Development Officer and has been with Tweed, Byron & Ballina Community Transport since David has worked closely with Chris Vannucci and Alzheimer s Australia over the past 6 years to improve dementia awareness and promote risk reduction strategies across the North Coast Region. David is a founding member of NATSICCTN and NSWATN. Fi Mercer Founding Director Governance Evaluator Fi is a governance specialist, disruptive innovator and successful entrepreneur, with 30 years leadership experience in the health, not for profit and business sectors. In particular, Fi has an absolute passion for working with rural and regional Boards and creating solutions for enabling them to access what they need to be effective in their governing roles. She is the founding director of the award winning, Governance Evaluator - Australia s pre-eminent cloud based platform for Board s governance evaluation and capability building requirements. Angie has also worked for save the children Fund as a play group worker for Aboriginal children when they were in hospital and worked for Homecare & Meals on Wheels. Representative of the Central West Community Transport Forum Ross Elson Transport for NSW Leonie Schumacher EO Bathurst Community Transport Leonie is the Executive Officer of Bathurst Community Transport where she has been employed for 16 years. Leonie has worked in the Home and Community Care sector for the past 23 years, commencing with Home Care NSW, then onto to Meals on Wheels. Leonie believes the challenges we face provide us with the strength and knowledge needed to improve and move forward, keeping the people always at the heart of what we do and how we do it. Representative of the Central West Community Transport Forum Ross is the Director Rural & Regional Service Delivery & Performance at Transport for NSW and has worked across a number of modes of public transport including bus, light rail, ferry, taxi and hire car. Ross has held senior positions within Government transport agencies for over 40 years and has an extensive background in policy development, procurement and delivery of public transport in all environments of NSW. In his current position with Transport for New South Wales, Ross delivers more than 700 public transport service contracts collectively valued at more than $600M across NSW, leading a team of 60 staff located in 8 key centres across the state. 11

12 Lou O Neill Branch Manager Market Commissioning, Design and Solution National Disability Insurance Agency (NDIA) Lou O Neill is the Market Commissioning, Design and Solution Branch Manager, who leads the design of implementation policy for submarkets on Specialist Disability Accommodation, general transport (including taxi subsidy scheme transitions and community transport), specialist school transport and assistive technology for the National Disability Insurance Scheme (NDIS). Lou is in her final year of Executive Masters in Public Administration and is a well-respected and valued member of the Public Service. Terry O Toole CEO TransitCare Ltd QLD Terry is a vastly experienced Corporate Executive. He was COO of a national waste management and transport operation for 6 years prior to joining TransitCare Ltd. Terry provides hands on management experience to the organisation and mentoring to the executive management team. He is an operational expert who is focused on providing TransitCare the internal capability to be NDIS compliant and to grow its reach and scale. Rick Lawford CEO LINK Community Transport Inc. Rick is the CEO of Link Community Transport in Victoria, Chair of the Victorian Community Transport Association and is a Director of the Australia Community Transport Association. Initially specialising in finance and business advisory services within a chartered accountancy practice, Rick has been a CEO within the community services sector for over 20 years. Bethany Simmonds Chairperson ACTA Bethany is the Chair of the Australian Community Transport Association, the NSW Community Transport Organisation and a member of the National Aged Care Alliance CHSP Advisory Group. She joined the transport industry in 2011 after a career in federal politics and education. Her focus is now on strengthening the not-for-profit and social enterprise sector through innovative business practices and policy development. Lyn Dickson Gilgai Aboriginal Corporation Lynn Dickson is an Aboriginal woman of the Wiradjuri nation from Cowra, Parkes and Condobolin. Until recently Lynn was the interim chair of the NSW Community Care Gathering Committee. Lynn is representing Gilgai Aboriginal Centre where until recently she was employed as a Sector Support and Development Officer. 12
