3 THE POSITION, ITS OPPORTUNITIES AND CHALLENGES The Whitsunday Regional Council are seeking a highly skilled and experienced Executive Manager Roads and Drainage to provide technical and operational leadership to the organisation s Roads and Drainage teams. The position leads a team of approximately 90 staff, who operate from the Council s depots in Airlie Beach, Bowen, Proserpine and Collinsville. To be successful in this role, you must demonstrate; - Very strong experience and credibility in the leadership and management of roads and drainage construction programmes in a local government environment. - Excellent project management skills, including budgeting and financial management skills, very strong planning and project development skills and experience leading large, complex multi-site civil construction programmes. - Communication Skills that allow you to lead, communicate and relate to others. - Change Management experience, particularly in the development of teams that provide high performance and excellent customer service. It is essential that you are a Civil Engineer and have your RPEQ accreditation. Post graduate qualifications in project management and business management will be highly regarded. The role will particularly suit applicants who are energetic, driven and keen to progress their career toward the Executive leadership level. The Whitsunday Regional Council is located in one of Queensland's key tourism, agriculture and trade regions, with key assets including Airlie Beach and the Whitsunday Islands, a thriving horticultural sector, and significant trade-supporting transport infrastructure. The Council serves a community of 32000, located in the major community centres of Bowen, Proserpine, Cannonvale and Airlie Beach. Council employs approximately 350 staff and has an annual budget of $102M. Sugar Cane, Cattle Farming, Tourism

4 THE WHITSUNDAY REGION As the gateway to the Great Barrier Reef and the magnificent 74 Whitsunday Islands, the Whitsunday region has one of the fastest growing populations in Queensland. Boasting a strong and diverse economy driven by the agriculture, construction, mining and tourism industries; the Whitsunday region has the potential to become the economic powerhouse of North Queensland. The Whitsunday region encompasses a total land area of 23,862 square kilometres and includes the major townships of Airlie Beach, Bowen, Cannonvale, Collinsville and Proserpine, with numerous rural and coastal communities and residential areas scattered throughout the area. The Bruce Highway is the major transport corridor running north-south through the region, to Mackay in the south and Townsville in the north. Regional Map The Whitsunday region is home to approximately 35,500 permanent residents. Due to the strength of the local economy, the region s population is expected to grow at an annual rate of 2.3 per cent over the next 20 years, which exceeds the State average of 1.8 per cent. Renowned for its relaxed lifestyle, the region boasts beaches, rainforests and large tracts of national parkland. While the region is rural and coastal in its nature, residents and visitors alike enjoy access to contemporary facilities including museums, art galleries, cafes, hotels and restaurants, entertainment facilities and cinemas.

5 Proserpine Community The region enjoys a tropical climate of hot summers and warm winters, with average daily temperatures ranging from degrees Celsius in the winter months of June and July, and up to degrees Celsius in the summer months of December and January. The tropical wet season occurs during January to March, with the cyclone season beginning in November and typically ending in April. Vision Natural beauty, global attraction. We have it all. 7 RECRUITMENT TIMEFRAMES AND MILESTONES Advertising - 27 th April 2017 Online advertisements posted on and other relevant sites. - 5pm, Monday 15 th May 2017 Closing date for applications Initial interviews - Leading Roles will perform the initial interviews following a preliminary shortlisting process. These interviews will be conducted by Leading Roles, either face-to-face in Brisbane, via a Skype call or by telephone. - We will assess your experience and skills against council s selection criteria in these initial interviews. - The initial interviews will be held between the 15 th and 19 th May 2017 Interviews with Shortlisted Candidates - Leading Roles and Whitsunday Regional Council will develop a shortlist of suitable candidates, and will be arranging interviews with Council s interview panel in late May 2017, date to be finalised depending on applicant and Council availability. - The interview panel will consist of the CEO and Director Engineering Services of the Whitsunday Regional Council and facilitated by Mark Ogston, Director and Principal Consultant, Leading Roles. - Council may require their preferred candidates to undergo psychometric assessment to assist in understanding the candidate s working preferences and attributes.

11 PRIMARY DUTIES AND RESPONSIBILITIES Provision of technical support and advice to the Director of Engineering Services. Supervision of Engineering design and construction projects; Provision of professional advice and information to external and internal stakeholders including the general public, state government departments, consultants and industry representatives regarding Community and Environment matters. Develop, implement and monitor policies relevant to Roads and Drainage. Preparation and monitoring of delegated program budgets, providing updates to the Director and Council when required; Relieve at other locations throughout the region as required. Perform other duties as directed by the Director as required from time to time. Plan, execute and complete the program and projects relating to areas of accountability, within budgetary constraints and within established timeframes. Preparation and Presentation of well-researched, clearly structured and concise reports to the Director, Chief Executive Officer, and council. Ensure compliance with procedual matters required under the councils police framework and other relevant legislations Implement and roll out the Roads and Drainage program including the Transport infrastructure plan, integrated road network plan and the Drainage plan for the region of the Whitsundays as set out within the operational and corporate plans for council. SELECTION CRITERIA Demonstrated leadership ability in a senior management role. Proven highly developed managerial and supervisory skills including the use of contemporary techniques such as team building, quality assurance, total quality management and time management. Highly developed communication, negotiation and conflict resolution skills, including demonstrated interpersonal, oral and written ability. Demonstrated strategic management skills. An understanding of the legislative requirements pertinent to the community services and environmental management operations of Local Government. Ability to interpret legislation and sound working knowledge of statutory requirements relevant to the area. Knowledge of Local Government legislative framework.

12 Knowledge of budgeting and financial management. Undertake appropriate measures to ensure all corporate information is captured (including electronic data and s) which relates to Council business in accordance with current Council policies and procedures. Utilise Council s Safety Management System to ensure compliance with legislation and adopt Best Practice principles. People and Culture Drive a positive and proactive customer service culture within your team and demonstrate an active commitment to the culture, vision and values of council. Comply with the council s code of conduct at all times Adhere to the confidentiality agreement. Information Technology Comply with relevant organisational policy regarding the appropriate use of Council technology, systems and data Use Council technology, systems and data in ways that ensure and promote their security and integrity Report any technology, systems or data problems and any related security incidents to the IT support desk as soon as reasonably possible. Acquire and introduce only approved technology, systems or data into council s environment. Essential C Class Drivers Licence. QUALIFICATIONS/SKILLS Tertiary Qualifications in civil engineering with relevant experience in road construction and maintenance Registered Professional Engineer of Queensland
