10 Speakers Peter Achterstraat was appointed the Auditor-General of New South Wales on 25 September Before joining the Office, he was the Chief Commissioner State Revenue for New South Wales from July Peter spent 20 years in the Australian Tax Office where he had a variety of roles, and was appointed Deputy Commissioner of Taxation with the Australian Taxation Office in Peter holds an honours degree in Economics as well as degrees in Law and Commerce from the Australian National University. Peter is a Barrister of the Supreme Court of New South Wales and is a Fellow of the Institute of Chartered Accountants in Australia, a Fellow of the CPA Australia, a Fellow of the Chartered Secretaries Australia and a Fellow of the Institute of Public Administration Australia. Emmanuel Alfieris is the Head of Commonwealth Bank s Government Banking Group. This market leading group delivers advice and banking services for State, Federal and Local Governments. The Group has extensive experience and is ranked as the leading relationship bank to Government with the 2011 Peter Lee Survey noting that 81% of Government entities had a banking relationship with the Commonwealth Bank. Cheryl Batagol is Chairman of EPA Victoria, joining the organisation in September Born on a dairy farm in South Gippsland, Cheryl started her career in 1968, working in a family waste collection company, which also marked the start of a long career in the waste management industry where she worked for over thirty years in both private and public companies, retiring in 2000 from Brambles Australia Ltd s Cleanaway division. Prior to her appointment as EPA Victoria s Chairman, Cheryl was the Chairman of Melbourne Water for five

11 years. Cheryl has also served on the Boards of the Victorian Catchment Management Council, City West Water and Southern Rural Water. She has been a board member of EcoRecycle Victoria. Cheryl has also served the Victorian community on many other government, industry association and not-for-profit boards as well as on community and schools boards and committees. Kate Baxter is Institute Director for TAFE Western a TAFE Institute covering 50% of the land mass of NSW. The Institute provides education and training to some of the most remote and disadvantaged communities in the state. As Institute Director Kate is responsible for student enrolments each year across a broad range of course areas. The Institute is committed to being a vital part of western NSW by delivering education and training that changes people s lives and enhances the capacity of the region. Glenys Beauchamp PSC was appointed Secretary, Department of Regional Australia, Regional Development and Local Government on 21 December Prior to this appointment she was a Deputy Secretary in the Department of the Prime Minister and Cabinet oversighting the rollout of the infrastructure components of the Government s Stimulus Plan. Glenys has also served as Deputy Secretary in the Department of Families, Housing, Community Services and Indigenous Affairs. In this role, she was awarded the Public Service Medal for co-ordinating Australian Government support for the 2009 Victorian bushfires. Kristin Boesenberg is a Business Solutions Consultant in the Telstra Experience Centre in Sydney. The centre hosts over 25,000 visitors a year. Kristin conducts briefings on technology and innovation to hundreds of customers each year across all verticals including Government. Kristin has a passion for technology and has worked in Germany for the European headquarters of Toshiba, as well as in Australia for IT vendors, distributors and resellers. Kristin has a degree in Psychology and is a Stand Up comedian is his spare time.

12 Stephen Brady is the Deputy Director General, Strategic Initiatives and Performance in the NSW Department of Premier and Cabinet (DPC). He is responsible for the performance framework that supports the delivery of the Government s key objectives as outlined in NSW 2021, improving the regulatory performance of NSW and addressing long term policy challenges. Stephen joined DPC in February 2012 from NSW Treasury. Prior to joining NSW Treasury he had 15 years experience in investment banking and corporate management. Kathryn Campbell joined the Department of Human Services as Secretary on 7 March Previously, Kathryn was the Deputy Secretary, Tertiary, Youth and International at the Department of Education, Employment and Workplace Relations. In this role, Kathryn focused on implementing the government s skills package and tertiary sector regulatory reform. Prior to this appointment, Kathryn was a Deputy Secretary in the Department of Finance and Deregulation (Finance) from Andrew Cappie-Wood is Head of the ACT Public Service and Director-General of the Chief Minister and Treasury Directorate. In this capacity he leads the Directorate and Public Service in advising and serving the Chief Minister and government of the ACT. Prior to joining the ACT Public Service in June 2007, he spent ten years as Director-General of several NSW Government departments, including the Department of Education & Training and the Department of Housing. He also established the NSW Department of Ageing, Disability and Homecare. Dr Rory Gallagher is currently on a one year secondment to the New South Wales Department for Premier and Cabinet from the UK's Behavioural Insights Team (commonly known as the nudge unit ). The Behavioural Insights Team was established by British Prime Minister David Cameron in 2010 and is responsible for finding innovative ways of encouraging, enabling and supporting people to make better choices for themselves. The Team s aim is to use insights from the growing body of academic research in the fields of behavioural economics and psychology to achieve social change

13 without the need for government regulation. Since the Team was established, it has worked with almost every UK department, across a very wide range of policy areas. Rory led the team's work on consumer empowerment, fraud, error and debt and with job centres. Rory is currently working with the Department for Premier and Cabinet's Strategic Initiatives Branch to apply behavioural insights across the New South Wales public service. Ian Hamm is Director, Indigenous Economic Development for Department of Business and Innovation. Ian is a Yorta Yorta man who has been actively involved in the Victorian Indigenous community in a personal and professional capacity for many years. He has had a wide level of exposure to policy development and program management through his work with the Federal Government (Office of Aboriginal and Torres Strait Islander Health), the Victorian Government (Department of Justice; Department of Planning and Community Development) and in his current role as the Director of Indigenous Economic Development, Department of Business and Innovation for the Victorian Government. Graeme Head was appointed as the inaugural NSW Public Service Commissioner in October 2011 following a distinguished career in senior roles with the Australian and New South Wales Public Service. Graeme most recently served as Deputy Secretary with the Department of Health and Ageing and as Chief Executive of the Health Reform Transition Office in Prior to joining the Commonwealth Government, Graeme had around 30 years experience in a variety of public sector roles in New South Wales, with more than 18 years in executive roles.

14 Clare Huxley is employed as the eplanning Manager, NSW Department of Planning and Infrastructure. Clare specialises in eplanning solutions and services. Clare s projects have received awards for innovation, community focused outcomes, and capacity building. In 2012 Clare received a Young Leader Award from the NSW Institute of Public Administration Australia for her work delivering the Electronic Housing Code project. Clare was elected as a Young Councillor for IPAA NSW in Maria Katsonis is the Special Adviser, Strategy and Innovation in the Department of Premier and Cabinet, leading projects that examine issues that shape and influence the Victorian public sector. These included the development and implementation of Victoria s Gov 2.0 Action Plan. Previously Maria was Executive Director of Public Policy and Organisation Reviews at the State Services Authority where she led reviews at the request of the Premier, Ministers and Secretaries. Andrew Kefford is Commissioner for Public Administration, Chief Minister and Cabinet Directorate of the ACT Government. He was previously Head of Secretariat to Dr Allan Hawke AC s review of ACT Public Sector and Director of Cabinet and Intergovernmental Relations, Chief Minister s Department He has also worked as Senior Adviser (Government), Office of Prime Minister and Cabinet Secretariat (PM&C) and Department of Finance. Deirdre Lemerle is Professor of Agricultural Innovation and Director of the EH Graham centre for Agricultural Innovation. The Graham Centre is an alliance between Charles Sturt University and the Department of Primary Industries which aims to increase sustainable productivity for mixed farming systems. Professor Lemerle is a recipient of the Council of Australian Weed Science Societies Medal for Excellence in Weed Science and the Charles Sturt University Vice- Chancellor s Award for Research Excellence.

15 Andrew Metcalfe AO, Incoming Secretary of the Commonwealth Department of Agriculture, Fisheries and Forestry, will make his first major address in his new role. Andrew joined the public service as an administrative trainee in Over his 35 year career, he has had stints in the Departments of Prime Minister and Cabinet and Immigration and Citizenship. Mr Metcalfe is currently the President of the Institute of Public Administration Australia, ACT Division and was awarded a National IPAA Fellowship in Tony Nippard is currently Executive Director, Knowledge Management and Governance, Victorian State Services Authority. Prior to that, Tony has had extensive experience as a senior executive in various roles primarily in the areas of health and human services. He is a Fellow of the Australasian College Health Services Management, a Fellow of Institute of Chartered Secretaries and a Graduate of the Australian Institute of Company Directors. Tony has been a Director of not-for-profit entities since Sheri Norton has been the Director of Corporate and Community Services at Yass Valley Council since She has a broad range of both corporate and operational management experience across all sectors and has worked for some of Australia s largest public companies including Westfield, Macquarie Bank and Coles Myer as well as not-for-profit organisations, Youth Off the Streets and the Benevolent Society. Sheri moved into the NSW public sector in the late 1990s as General Manager, Finance and Business Services for Waste Service NSW. From there she established and managed the VSA Shared Corporate Services arrangement between Tourism NSW, Centennial Parklands and the Royal Botanic Gardens before moving on to the University of NSW as Director of Commercial Services in Paul Orton is Director, Policy and Advocacy at NSW Business Chamber. Paul leads teams responsible for developing, representing and communicating to all levels of government NSW Business Chamber s public policy positions aimed at maximising business competitiveness. Having initiated a thought leadership program at NSW Business Chamber, in 2012 Paul commissioned Prof. Gary

16 Sturgess to write the Diversity and Contestability in the Public Sector Economy Report. In the two years leading up to the 2011 NSW election the Chamber s key initiative was the 10 Big Ideas to Grow NSW campaign which was spearheaded by Paul and the Policy and Advocacy team. Neil Quarmby is the General Manager of Regulatory Services in Comcare. Neil s career extends across a range of intelligence and operations fields. He served in the Australian Defence Force for over 20 years and on retirement from the Army, Neil served as a senior analyst and manager of a national strategic crime assessment agency in the Attorney General s Department. He then developed and managed a strategic intelligence capability in the Australian Crime Commission. Neil went on to be the head of a national operation into organised criminal penetration of the air transport sector and in 2005, he took up a position creating and managing an integrated compliance risk and intelligence system in Medicare Australia. Adrian Renouf joined Ernst & Young in In June 2010 he was appointed Lead Client Service Partner, NSW Government and Public Sector. He is responsible for the development and leadership of NSW government and public sector practice within Ernst & Young, as well as being a Partner within Ernst & Young's Sydney Supply Chain and Operations practice, specialising in strategic procurement, asset management, corporate and shared services, operational performance improvement and corporate strategy. Donna Rygate was appointed as the Chief Executive of the NSW Office of Communities in June The Office of Communities is the umbrella organisation for a range of functions including Sport & Recreation, Venues NSW, Sydney Olympic Park Authority, Youth, Veterans Affairs, Volunteering the Commission for Children & Young People, the Children s Guardian and Aboriginal Affairs. Donna has an Economics degree with Honours in Government and Public Administration, and a Masters degree in Planning. She has worked in policy, communications, governance and operational roles in the NSW public sector for over 20 years.

17 Jo Sedgers is Director Learning and Development, TAFE Western Institute. Jo has worked in the vocational education and training sector for 30 years and is passionate about delivering education and training to people living in rural and remote areas. TAFE Western covers in excess of 50% of NSW including the state s most isolated areas. The project, TAFE Western Connect, is a regional strategy to increase access to education and training in remote locations through a unique blended delivery approach. Martin Stewart-Weeks has over 20 years experience in organisational management and consulting in the corporate and public sectors and with a wide range of not-for-profit organisations. He has held senior policy, management and advisory positions for Ministers and government agencies at the federal and state government level in Australia. In his consulting work over the past 18 years, Martin has specialised in strategy, policy analysis, facilitation and market and social research. Gary Sturgess AM is the NSW Premier's ANZSOG Chair of Public Service Delivery at the University of NSW. He recently returned from 10 years in the UK, where he was head of a research institute founded by the international public service company, Serco Group plc. In the early 1990s, he was Director-General of the Cabinet Office in the Greiner government, and among other initiatives, was the architect of the Independent Commission Against Corruption. Jane Treadwell is the CEO of the Australian Centre for Excellence in Public Sector Design, having joined the Centre in July She has worked at international levels with the World Bank as a Senior Consultant in Government Transformation over the last 5 years, and prior to that had a lengthy career working in a range of senior roles and portfolios in Federal and State Governments. They included areas as diverse as public sector reform, correctional services, public health, community services and as a government and agency CIO.

18 Mark Webb is Executive Director, Innovation & Services Group, NSW Public Service Commission. The Innovation & Services Group has responsibility for pursuing the innovation goal of the NSW 2021 plan, to develop a more innovative public sector workforce. The Group is also responsible for managing the corporate functions of the Commission and maintains a workforce information warehouse, providing data analysis capacity across the Commission to support our commitment to evidence based policy development. Prior to this role, Mark has worked in a variety of State and Federal government agencies and private sector organisations. Peter Williams is Chief Edge Officer at the Centre of the Edge, Deloitte. Peter, Chairman of Deloitte's Innovation Council since 2004, is a recognised thought leader and practitioner in innovation with a particular focus on digital innovation. Originally a chartered accountant, Peter started working with internet technologies in 1993 while in the UK. On his return to Australia in 1996 Peter founded Deloitte's ebusiness Consulting group. He also was CEO of the Eclipse Group, a Deloitte subsidary and one of Australia's largest web and mobile development firms. In addition Peter then founded Deloitte Digital, a business pioneering the delivery of professional services online.
