A key part of this regioal ivestmet is the Pacific Highway upgrade program. The Pacific Highway upgrade is Australia s largest regioal ifrastructure project. It coects Sydey ad Brisbae, ad is a major cotributor to Australia s ecoomic activity. The Australia ad NSW govermets have bee joitly upgradig the Pacific Highway from Hexham to Queeslad sice 1996, ivestig $11.4 billio i this importat upgrade to date. Whe built, it will complete this program of work ad help to realise the substatial ecoomic ad commuity beefits of the overall upgrade program providig a four lae divided highway betwee Sydey ad Brisbae. Curretly 483 kilometres of the Pacific Highway betwee Hexham ad the Queeslad border are ow four lae divided road (74 per cet) ad about 135 kilometres are beig built (20 per cet). The 26 kilometre Frederickto to Eugai project opeed to traffic i May 2016, the Nambucca Heads to Uruga project opeed i July 2016 ad i September this year the 14 kilometre Kempsey to Kudabug sectio of the upgrade progressively opeed to traffic. The 23 kilometre sectio betwee Oxley Highway ad Kudabug ad 19.5 kilometres betwee Warrell Creek ad Nambucca Heads is ow ope to traffic. Of the remaiig 155 kilometres of highway beig upgraded betwee Woolgoolga ad Ballia, the 12 kilometre Halfway Creek to Gleugie sectio opeed to traffic i August this year. The 14 kilometre sectio betwee Woolgoolga ad Halfway Creek is expected to ope before the ed of the year with the fial sectios betwee Gleugie ad Ballia opeig to traffic by The highway upgrade has created job opportuities for regioal commuities o the orth coast. WOOLGOOLGA TO BALLINA PACIFIC HIGHWAY UPGRADE OVERVIEW The $4.36 billio Woolgoolga to Ballia upgrade is the fial lik i the Pacific Highway upgrade. The 155 kilometre project will provide a four lae divided road from the orther ed of the Woolgoolga Bypass to the souther ed of the Ballia Bypass. The Australia ad NSW govermets are joitly fudig the project. The upgrade is beig built usig the delivery parter model. The delivery parter selectio process resulted i Pacific Complete, comprisig Laig O Rourke ad WSP, beig chose to work with Roads ad Maritime Services to deliver the project, with the cotract awarded o 19 Jue Uder the delivery model, Pacific Complete works with Roads ad Maritime s Pacific Highway Project Office to oversee the project ad hadle multiple cotracts for professioal services ad buildig the upgrade. The delivery parter model supports collaboratio ad iovatio by brigig busiesses, workers, cosumers ad suppliers together. Pacific Complete has packaged the work ito small ad large packages, providig opportuities for work directly o the project or as subcotractors/suppliers. The project is beig delivered through a combiatio of 129 site wide ad area specific cotracts. The focus of the first year of procuremet was the award four mai detailed desig cotracts, early cotracts for foudatio treatmets ad clearig work, site compouds, geotechical field ivestigatios, ad a umber of eablig cotracts for surveyig, evirometal services ad utility relocatios. OHL ad York joit veture is deliverig this sectio of the upgrade. The secod sectio is the Halfway Creek to Gleugie project which has recetly opeed to traffic. This project ivolved upgradig 12 kilometres of highway to a four lae divided road betwee Grays Road ad Fraklis Road at Gleugie. The Richmod River to Ballia Bypass sectio of the upgrade is 19.5 kilometres log. It icludes 12.2 kilometres of highway upgrade betwee Richmod River ad Coolgardie Road ad a 5.5 kilometre sectio betwee Coolgardie Road ad Pimlico. It will joi the Devils Pulpit to Richmod River sectio to the south ad lik to the 1.8 kilometre Pimlico to Teve sectio to the orth which is beig delivered by Georgiou Group Pty Ltd. I Jue 2017 project was the first Pacific Highway upgrade to trial yellow lies, aimed at helpig motorists more easily idetify work zoes. Yellow lies have replaced white lies o a 1.2 kilometre sectio of the upgrade south of the Harwood Bridge ear Yamba. Based o the success of the trial, yellow lie markig has also recetly bee istalled o about 2.3 kilometres of the highway at Chatsworth Islad. The yellow lies highlight the differece betwee drivig alog the existig Pacific Highway ad drivig through a work zoe where chages icludig temporarily movig traffic to service roads, icreased use of cocrete barriers ad reduced speed zoes may be i place. The trial is beig moitored with photos, dashcam footage ad a survey to uderstad if the high visibility markigs ecourage motorists to slow dow i work zoes ad therefore improve safety. NSW Miister for Roads, Maritime ad Freight Melida Pavey, Member for Clarece Chris Gulaptis ad Director Pacific Highway Project Office Bob Higgis at the lauch of VSLS Woolgoolga to Ballia project vehicles are restricted to 80 kilometres a hour or less o some local roads to help maage safety ad dust. Moitorig systems have bee fitted i vehicles, allowig them to be tracked for locatio ad speed as they travel through local commuities. A umber of roads are also beig built to eable the highway upgrade to be safely delivered while keepig traffic movig through the roadwork zoes. I September 2016, BMD Group was awarded the cotract to deliver six temporary ad permaet diversio roads ext to the highway betwee Maclea ad Devils Pulpit. This key eablig work will provide temporary laes at Yamba, Harwood, Garrets Lae, Iluka, Chatsworth South ad Chatsworth North. All six diversio roads are expected to be completed by early ext year, weather permittig. Yellow lie trial south of Harwood The secod of these iitiatives was lauched i mid September, whe electroic variable speed limit sigs started operatig o a 3.5 kilometre sectio of the Pacific Highway south of Broadwater providig motorists with a improved drivig experiece through roadwork zoes. The highway speed limit is reistated out of costructio work hours to provide more cosistet ad appropriate speed zoes. Previously, this has ivolved workers maually chagig the sigs uder traffic cotrol. The ew trailer mouted variable speed limit sigs improve worker safety by alterig speed limits remotely. This improves reliability ad efficiecy, which is key for our importat freight ad logistics idustry ad reduces frustratio for other motorists. 8 CONNECTIVITY STRATEGY Roads coect huma commuities ad support the ecoomic growth of NSW. However, roads ad traffic also have the potetial to impact wildlife coectivity by creatig a barrier to movemet ad causig wildlife mortality. This ca affect idividual aimals, populatios ad/or ecological commuities. The Woolgoolga to Ballia project team has developed a faua coectivity strategy to demostrate how impacts from the project o the movemet of key threateed aimal species ad other aimal species will be mitigated ad is part of the overall biodiversity mitigatio framework. The pla was approved by the NSW Departmet of Plaig ad Eviromet ad the Australia Departmet of Eviromet ad Eergy. This approval was a critical step i esurig project timelies were maitaied for major buildig work ad istallig wildlife crossigs. There has bee ogoig cosultatio with govermet agecies ad stakeholders throughout the project s developmet phase. Extesive ecological surveys ad detailed desig have helped iform the wildlife coectivity solutios adopted. The fial strategy is the result of early three years of work by the Roads ad Maritime ad Pacific Complete teams. Key wildlife crossigs, icludig bridges, culverts, fecig, wideed media, ad aerial crossigs alog this legth of highway iclude: About 50 dedicated wildlife crossigs About 70 combied wildlife crossigs More tha 270 icidetal wildlife crossigs alog the 155 kilometre legth betwee Woolgoolga ad Ballia. The Oxleya Pygmy Perch (OPP) is a tiy edagered fish livig uder the ew ad old bridges at Tabbimoble Creek i the Maclea to Devils Pulpit sectio of the upgrade. A key outcome of the desig refiemet process was a icrease i the umber of bridges beig built for the project from about 40 to 170, with may culverts beig replaced with bridges. Major bridges The bridge over the Clarece River at Harwood will be a 1.5 kilometre log, four lae divided bridge, about 20 metres east of the existig Harwood Bridge. Over the river, there is a 30 metre avigatioal clearace i the cetre of the bridge. The ew bridge will have 36 spas supported by 35 piers - 13 i the Clarece River ad 22 o lad. The spas are made up of 144 cocrete girders, weighig about 168 toes each. At the ed of September, 34 piles were i place for the ew bridge over the Clarece River at Harwood. The bridge over Richmod River at Broadwater will be about 980 metres log ad is a elevated structure about 6.5 metres at its lowest poit ad risig to about 13 metres at the poit where it crosses the existig Pacific Highway. Over the river, each avigatioal spa is a miimum clearace of 35 metres wide ad 15 metres high. The ew bridge will have 26 spas supported by 25 piers, ie i the river ad 16 o lad, with a typical spa legth of about 38 metres with ie girders per spa for a total of 234 Super T girders. Girder istall Five barges are beig used to deliver the two logest bridges of the upgrade. The barges ad the craes they support will help to istall bridge foudatios, build bridge piers ad istall bridge superstructure segmets such as girders. The Rebecca Lily, Leoora ad Aquila are based at the ew bridge over the Clarece River at Harwood while two barges will be used for the ew bridge over the Richmod River at Broadwater. Barge Leoara BUILDING THE BRIDGES Precast Three compaies were awarded cotracts to supply the major precast cocrete bridge elemets for upgrade ad the quatities are eormous. About 8500 elemets are beig used to build bridges alog the aligmet. Usig precast cocrete compoets will eable faster, modular bridge buildig o site with most bridges able to be built about five to 15 percet faster tha traditioal cast i place buildig methods - helpig to esure the upgrade ca ope to traffic by 2020, weather permittig.
