Its implementation pace has also significantly improved in Some of the main achievements by component include: Component 1: Strengthening Institutions for Conservation Area Management. Large number of trainings to ANAC staff, including at international institutions. BIOFUND has successfully channeled the operational costs funds to 8 ACs. Signature of the co-management agreement between ANAC and African Parks for the Bazaruto National Park. ANAC's capacity remain a concern and the mission believes it should be reformed. Component 2: Promotion of Tourism in CAs. The Zenguelemo Tourism Concession in the Bazaruto National Park was awarded to the community, and MozBio funding has been secured for lodge construction. In addition, the tour operator, Wide & Far, for the lodge has already been identified. Regularization of Tourism Concessions. The regularization of two private tourism concessions operators of PNAB was advanced. The ToRs for the preparation of a special land use plan (Plano Especial de Ordenamento Territorial) for the 'Coast of the Elephants' (Matutuine District, Maputo Province) was prepared and approved by government, to be launched next year. Some promotional communication material was prepared. Component 3: Improving Conservation Areas Management. Significant achievements on wildlife counting and restocking, marine environment monitoring, ecological restoration, etc. Infrastructure (management and tourism) successfully finalized in Maputo Special Reserve, Ponta do Ouro, Chimanimani Reserve and Quirimbas National Park. The rest of infrastructure has technical design processes prepared and safeguards clearance well advanced, so they should all be concluded by the end of the project. Limited progress in 'rethinking Quirimbas', Component 4: Piloting Support to Sustainable Livelihoods of Communities within and around Conservation Areas. Number of beneficiaries of community development activities exceeded goals by 30%, with sevral ongoing community projects in the targeted areas. Some service providers continue to perform poorly than expected because they lack the necessary technical capabilities or sufficient knowledge of the project implementation area. Component 5 - Project Management, Monitoring and Evaluation. Project management was improved, including in safeguards management. M&E capacity remains a concern. Based on the score of the Management Effectiveness Tracking Tool (METT), a Conservation Area is considered brought under enhanced biodiversity when it moves up one level in the METT score since the beginning of the project. Seven of Eleven monitored CAs have already moved up one level in METT score. In 2018 we believe that Bazaruto Archipelafo National Park will also be triggered as enhanced biodiversity conservation areas due to the signing of co-management agreement, strengthening of conservation and infrastructure construction. 4 The launching several sub-projects under the Component 4: Piloting Support to Sustainable Livelihoods of Communities within and around Conservation Areas, increased the already number of people benefiting from the project, from 144 in 2016 to 18,147 in Also, the expansion and consolidation of the 20% of revenues channeling process from CAs to local communities (from 11,483 beneficiaries in 2016 to 12,023 beneficiaries in 2017) and jobs creation in CAs (from 1,122 beneficiaries in 2016 to 1,549 beneficiaries in 2017) contributed to the increase in the result. The value tend to be high because majority of the sub-projects in Component 4 are to finance commercial, ecological and conservation agriculture activities developed by women. PHINDPDOTBL Number of tourism concessions regularized in the Bazaruto Archipelago National Park (Number, Custom) Value Date 29-Nov Dec Dec Nov-2019 The Zeguelemo Tourism Concession awarded the community and regularized. However, despite that no old concession were regularized there was great advance in the negotiation and getting the concessionaires on the sensitized with this objective. Moreover, the Government and we believe the new Co-Managers of the park as well are willing to support, legal and politically, the process the regularization of the remaining 7 concessions. However, the maximum value of that the index reaches is 155, an ANAC is at 1/3. So relatively ANAC has improved greatly from the 38 baseline to suppress the 58 End Target but this does not show that ANAC reached its ideal index mark for to deal with conservation challenges. However, the Bazaruto Archipelafo National Park have already been signed and we expected that the Maputo Special Reserve / Ponta do Ouro Marine Partial Reserve will also be signed earlier next year as the negotiation are well advanced. 7 Number of jobs created in tourism and conservation in targeted CAs (Number, Custom) Value , , , Date 18-Nov Dec Dec Nov-2019 The increase of number of jobs created in tourism and CAs are mainly resulted from a better assessment that ANAC were able to conduct this year. However, we expect that the infrastructure development, for instance the road construction resulting better accessibility to Maputo Special Reserve and Ponta do Ouro Marine Partial Reserve, will increase the number of jobs in tourism (accommodation, restaurants, and tourism leisure activities). Law Enforcement patrols in targeted CAs (Number, Custom) Value 5, , , , Date 18-Nov Dec Dec Nov-2019 The number of patrols have been increased steadily as the Operation Cost are being channeled more regularly to assist this activity and there is strong governmental orientation to strengthen the law enforcement country wide.
