Initial Spares ($ in Millions) Flyaway Unit Cost ($ in Dollars) Gross/Weapon System Unit Cost ($ in Dollars) Description: This line item funds modifications to the UH-1Y and AH-1W/Z. The mission of the UH-1Y utility helicopter is to provide command and control and combat assault support under day/night and adverse weather conditions and special operations support: supporting arms coordination and aeromedical evacuation. The HH-configured aircraft provide local civilian and military search and rescue support, as well as augmenting Department of Homeland Security resources. The AH-1W/Z is a tandem-seat, two-place attack helicopter. The mission of the AH-1W/Z attack helicopter is to provide rotary wing close air support, anti-armor, armed escort, armed/visual reconnaissance, anti-helicopter and point air defense and fire support coordination during day/night conditions. The armament of the AH-1W/Z includes the Sidewinder and Hellfire missile systems, a chin-mounted 20mm turret gun, and a wide variety of forward-firing and gravity-released external stores. The overall goal of the modifications budgeted in is to eliminate safety hazards, improve survivability, fulfill operational requirements, remedy obsolescence, and maintain/improve mission capability in support of the Marine Air Ground Task Force and joint operations. Joint digital interoperability will be attained through an improved aircraft network architecture; data linking, transfer and storage capability; and an aircraft network switch to control voice and data communication circuits capable of transmitting, receiving, processing and displaying digital information and video, to include Full Motion Video (FMV) and metadata. Additionally, the H-1 will continue to upgrade the applicable aircraft sensor and avionics systems and subsystems as well as weapons rocket delivery system which includes the Advance Precision Kill Weapon System. Air vehicle improvements needing critical reliability enhancements will be incorporated. These platforms will continue to fulfill the operational requirements to detect, identify, and destroy tactical-sized armored targets with precision guided munitions during the day, at night, and during adverse weather, as well as providing enhanced conventional weapons delivery by utilizing the system's laser ranging and designating system. tal Navy Page 1 of 30 P-1 Line #36 Volume 2-319

Initial Spares ($ in Millions) Gross/Weapon System Unit Cost ($ in Dollars) tal Description: This Operational, Safety and Improvement Program (OSIP) incorporates cost effective changes to H-1 avionics systems, specifically attacking the highest degraders in the H-1 Cost Wise Readiness Integrated Improvement Process and on the Critical Logistics Review lists to reduce the total cost of ownership while improving ready-based aircraft and ready- for-tasking rates. Improvements to safety of flight, maintenance, obsolescence (Diminishing Manufacturing Sources/Material Shortages), and readiness degrader items will yield a more capable and survivable H-1 force to sustain warfighter capability in support of worldwide operations. Improvements will support the tenants of Sea Power 21; specifically operational availability, enhanced capabilities, and interoperability. Systems modified and improved on H-1 aircraft will leverage common architectures and utilize existing technology to the maximum extent practicable to minimize development and procurement costs and to reduce the time to field the improved systems. Mission Systems requiring modifications and improvements in the OSIP are: Mission Computer, Digital Map, Flight Control Computer, Wiring Integration Remote Terminals, flight data recorders, maintenance data recorders, video recorders, Digital Video Recorders (DVR), data loaders, air data systems, Multi-Function Displays, Dual Function Displays, interoperable video and digital data links (Tactical Video Data Link and Full Motion Video) for Variable Message Format with an Aircraft Network Switch, Data Transfer System and Data Storage Unit. Communication and navigation system updates are required for Ultra High Frequency/Very High Frequency radio communication systems, Satellite and Over the Horizon Communication systems, Mobile User Objective System (MUOS), Wireless Inter-Communications Systems (WICS), Identification Friend or Foe system, Inertial Navigation System, Global Positioning System (GPS), Aircraft Dependent Surveillance Broadcast (ADS-B), Selective Availability Anti-Spoofing Module (SAASM), GPS non-precision approach capability and Navigation Warfare (NAVWAR) GPS signal protection efforts, radar altimeter, Blue Force Tracker, and Joint Battlefield Command - Platform (JBC-P). Safety system modifications are required for collision avoidance systems, Degraded Visual Environment, Ground Proximity Warning System, Terrain Awareness Warning System, Crash Survivable Flight Incident Recorder, Improved Vehicle Health and Monitoring System and along with Military Flight Operations Quality Assurance and Aircraft Survivability Equipment. System configuration set updates are required for avionics component upgrades and interface modifications for platform weapons and sensors. Other improvements will include Weapon Repairable Assembly modifications to improve avionics and weapons system reliability, maintainability, accuracy and interoperability. These improvements are a vital element of the H-1 Upgrades program to significantly enhance the strategy of a more ready, more capable, and more survivable H-1 force to accomplish the successful fielding of this new capability to the warfighter. The increased readiness and capabilities that will be realized support the tenants of the Marine Corps' Expeditionary Force 21, specifically operational availability, enhanced capabilities, and interoperability of sensors to provide a target location of useable accuracy. Systems improved on the H-1 Warfighter aircraft will forward fit to the H-1 Upgrades aircraft and utilize existing technology to the maximum extent practicable to minimize development and procurement costs and to reduce the time to field the improved systems. This OSIP addresses the U.S. Marine Corps' operational requirement to detect, identify, and destroy tactical-sized armored targets with the precision guided munitions during day, night, and adverse weather conditions. The Target Sight System (TSS), Navigational Thermal Imaging System (NTIS), BRITE Star Block II, and Night Targeting System Upgrade (NTSU) sensors provide a night/adverse weather Forward- Looking Infrared and laser designator for the H-1 series helicopter. This OSIP also addresses improvements to H-1 series helicopters' weapons systems in support of mission success to include missile, rockets, gun reliability and accuracy. These weapon systems include all Precision Guided Munitions, (Advanced Precision Kill Weapon System (APKWS), the Hellfire family of missiles, (JAGM)), the M197 20MM Turreted Gun System, associated aviation armament equipment, 20MM Linkless Feed System, and the crew served weapons Helicoper Armament Systems (HAS). Other sensor improvements will include weapon repair assembly modifications to improve weapons reliability, maintainability, systems stabilization, obsolescence as well as upgrades to Laser Spot Tracker (LST) and Infra-Red (IR) laser pointing devices. Safety programs that will be implemented by this OSIP include, but not limited to, spatial disorientation issues that will be addressed through aircraft upgrades to helmet mounted displays such as integration of the Helmet Display and Tracker System (HDTS), Optimized p Owl (OTO) helmet system, the Digital System Upgrade/Situational Awareness Enhancement (SAE), Degraded Visual Environment initiatives, Moving Maps, Transponder upgrades, Tactical Video Data Link (TVDL) system improvements, electronic warfare initiatives (Intrepid Tiger), and Digital Interoperability initiatives that will meet the platform 'net ready' requirements. These enhancements will allow the H-1 to be interoperable with battle management systems, and provide aircrews with near real time friendly forces and threat locations. Additional TSS/NTSU improvements will include Weapons Repairable Assembly modifications to improve reliability, maintainability, and producibility of the sensors as well as incorporation of a LST, which adds the capability to detect, acquire and track laser designator signatures. Initial Spares ($ in Millions) Gross/Weapon System Unit Cost ($ in Dollars) tal Description: This Operational, Safety and Improvement Program (OSIP) incorporates a number of cost effective changes to H-1 air vehicle requirements, specifically attacking the highest degraders in the H-1 Cost Wise Readiness Integrated Improvement Process and on the Critical Logistics Review lists in order to improve ready based aircraft and ready for tasking rates and reduce the total cost ownership. These improvements are a vital element of the H-1 program to significantly enhance the strategy of a more ready, more capable and more survivable H-1 force to accomplish the successful fielding of this new capability to the warfighter in support of the Overseas Contingency Operations. The increased readiness and capabilities that will be realized support the tenents of Sea Power 21, specifically operational availability, enhanced capabilities, and interoperability. Planned improvements under this OSIP cover airframes (structural and air vehicle systems), propulsion, survivability, reliability and maintainability, fuel systems, electrical power, drives, engines, rotors, flying qualities, flight controls, human factors, and weight and balance. This OSIP intends to utilize upgrades to existing technology to the maximum extent practicable to minimize development and procurement costs, and to reduce the time to field the improved systems. During Full Scale Development testing of the H-1 aircraft, it was determined that incorporation of redesigned components applicable to the critical load paths will significantly increase the service life of the aircraft and components to meet the life limit of 10,000 flight hours. Safety programs that will be implemented by this OSIP include, but are not limited to, safety related items, door and hatch latches/hardware, external lights, and mission grip mounts. Reliability and maintainability programs that will be implemented by this OSIP include, but are not limited to, engineering, reliability improvements covering non-recurring engineering and eventual modification of the Alternating Current/Direct Current generator, canopy door frame, gearboxes, fuselage/cabin/seats, external lights, engine mount bearings, main and tail rotor drive shaft, rotor brake, aircraft Nickel Cadmium battery, weight reduction/gross weight increase initiatives, integrated mechanical diagnostic system improvements, clearances issues, main/tail rotor improvements, materials improvements, drive system improvements, thermal improvements, corrosion/water intrusion control improvements, cold spray improvements, armor flooring survivability enhancements, rotor blade and gun turret covers, cargo hooks, and engine cowlings, airframe improvements including the improved defensive armament system (IDAS), and survivability enhancements.
