The trainer aircraft are described as follows: The T-44 is a twin-engine, multi-seat turboprop aircraft produced by Hawker Beech Aircraft used to simulate operation of multi engine aircraft, specifically the P-3; the TH-57 is a single-engine, multi-seat rotary wing aircraft used for helicopter training. The overall goal of the modification is to maintain safe and reliable operation of the trainer aircraft through the timely installation of necessary changes. tal numbers for T-44 and TH-57 aircraft are 54 and 126, respectively. Justification: The change from FY13 to FY14 was in the OSIP T-44 Avionics Obsolescence Training Equipment cost element line. It was broken out to better reflect execution. Engineering Change Orders cost element line is necessary because avionics obsolescence will be required to be replaced due to technology improvements. This will be the last device and the Government is preparing for engineering changes that will be required to support these products to Data Publications will be required in FY14 to support the logistics footprint for the life cycle of this product. This funding will support technical publication development, updates and deliverables to support these devices to ILS in FY14 is required to support the current and future logistics integrated into these devices. The following analog avionics systems require replacement: NCS-31A Area Navigation/Control System, AP-106 Autopilot, Flight Director, digital engine gauges and the RDR-130 Weather Radar. Avionics are being returned from the repair vendor Beyond Economical Repair (BER) due to non-availability of parts. Spare units are not available in the commercial market. Following these Avionics Upgrades the aircraft are designated T-44C; includes funding for changes to Ground Based Training Systems (simulators) to align trainers to T-44C aircraft configuration. IMPACT: As avionics become BER due to lack of parts, spares are being depleted. Lack of avionics will ground aircraft and severely degrade Chief of Naval Air Training's ability to meet Pilot Training Requirements. Current plans call for T-44 to fly its training mission until There are 54 T-44A in the inventory and all 54 will receive this modification. DEVELOPMENT STATUS / MAJOR DEVELOPMENT MILESTONES: The T-44 Avionics Obsolescence (Operational, Safety, and Improvement Program 05-04) non-recurring engineering occurred in FY04. Commercially available Non-Development Item kit procurement began in FY05 and installations in FY05. Beginning in FY13, kits were commercially procured via Fleet Support Team (FST) contract but installed by Naval Air Station (NAS) Jacksonville Fleet Readiness Center (FRC). This modernization effort capitalizes on technology improvements to aircraft and Ground Based Training Systems (GBTS) by increasing aircrew survivability and situational awareness while providing a fleet representative digital cockpit capable of flying in national airspace after the FY20 mandate to incorporate NextGen requirements. GBTS equipment includes full Flight Simulator Training Devices, Cockpit Procedural Trainers, Computer-based training and courseware to support cockpit modification upgrade. Obsolescence upgrades are to replace avionics purchased in 1981 through 1985, when the TH-57B and TH-57C aircraft were originally purchased. avoid Training Wing FIVE rotary wing pilot throughput disruption, Chief of Naval Air Training requires a proportional number of TH-57D configured simulators, cockpit procedure trainers, and courseware delivered coincident with the TH-57D aircraft conversion. Recent contractor delivery delays of a Federal Aviation Administration Supplemental Type Certificate approving the cockpit configuration have necessitated a schedule adjustment and realignment of funding to properly align GBTS and aircraft modification delivery timelines. It was recommended that the wiring in the wings, from pressure vessel outward (including the engines) be replaced. Current Navy long-term plans are to operate the T-44A aircraft until the year In order to safely and economically maintain aircraft availability and Pilot Training Requirements, it is necessary to replace the wiring. Note that aircraft designated T-44A are redesignated T-44C upon completion of Avionics Obsolescence (Operational, Safety, and Improvement Program ) Modifications. DEVELOPMENT STATUS/MAJOR DEVELOPMENT MILESTONES: Wing rewire will be accomplished in conjunction with Avionics Upgrade Mod (OSIP 05-04). Naval Air Station Jacksonville Fleet Readiness Center (FRC) are now able to fabricate the wiring kits. Beginning in FY13, kits were not procured via Fleet Support Team (FST) contract, but fabricated by FRC Jacksonville.
