WHEREAS, the Town of Poncha Spings, Cooado, acting though its Panning Commission is empoweed pusuant to Section , et seq., C.R.S. to make and adopt a compehensive pan, and WHEREAS, the Poncha Spings Compehensive Pan has been pepaed fo the incopoated aea of the Town, and WHEREAS, the Poncha Spings Compehensive Pan compies with the equiements of Section , et seq., C.R.S., and WHEREAS, the Panning Commission conducted a pubic heaing on the Poncha Spings Compehensive Pan on Septembe 2, 998, and WHEREAS, the Panning Commission beieves it in the best inteest of the Town that the Poncha Spings Compehensive Pan be adopted, NOW, THEREFORE, BE T RESOLVED BY THE PLANNNG COMMSSON OF THE TOWN OF PONCHA SPRNGS, COLORADO: The Poncha Spings Compehensive Pan, dated August 3, 998, be and heeby is adopted. 8 NTRODUCTON The 998 Town of Poncha Spings Compehensive Pan (Pan) is the poduct of an engaged coe of peope in and aound Poncha Spings. The updated Pan succeeds a pevious compehensive panning effot competed in 984, which was foowed by the adoption of the Town of Poncha Spings Land Use Code in eay 985. The Land Use Code is aso undegoing an update to be consistent with the new Pan and to addess a vaiety of eguatoy issues. The Pan is consideed a "thee-mie aea pan" fo the puposes ofmeeting state annexation statutes (CRS ) and seving as a "maste steet pan" pe CRS Howeve, the Pan focuses on the town of Poncha Spings and its juisdiction fo guiding decisions concening natua esouces, community chaacte, and use, sevice povision and futue gowth. The Pan is intended to be a dynamic document updated peiodicay and used fequenty by esidents, and ownes, poject appicants and town officias. PLANNNG PROCESS The poject fomay began with the fist town meeting hed on Febuay 0, 998. Pubicity fo the meeting incuded a Febuay 3d, 998 Economic Summit pesentation, a pess eease and paid advetising in the Mountain Mai, pubic sevice announcements and paid advetising on adio stations KVRH and KBVC, a poject poste distibuted to aea businesses and oganizations, an atice in the Poncha Pess newsette (maied to town esidents}, and ove 400 postcads maied to popety ownes within the thee-mie panning aea. Town of Poncha Spings Compehensive Pan NTRODUCTON The pupose of the fist town meeting was to undestand esident pespectives concening the community and its futue. Afte an intoduction to the poject, paticipants boke into two goups, one compised of town esidents and the othe compised of unincopoated aea esidents. Each goup discussed ) the quaities and vaues ofponcha Spings, 2) concens about pesent conditions and town issues, and 3) ideas fo the futue of Poncha Spings and its suounding aea. Foowing the fist meeting, a specia edition of the Poncha Pess was maied aong with a community suvey to a andownes within a thee-mie adius of Poncha Spings. One hunded and fifty-five individuas, appoximatey 37% of ecipients, esponded to the suvey. The suvey indicates that esidents geneay desie to potect its quiet esidentia aeas, impove town enties, pomote quaity deveopment aong US 50 and conside key code modifications. Poject newsettes and othe pubicity mateias ae ocated in Appendix One, and suvey and questionnaie esuts ae ocated in Appendix Two. nfomation citica to the panning effot was coected, compied and categoized into a poject bibiogaphy (Appendix Thee). A second town meeting was hed May 2, 998 to pesent the technica anayses and eceive pubic comment on the conceptua pan atenatives. n addition, a second meeting with the Regiona Panning Commission was hed une 29th, 998 to pesent and discuss the pan concepts. Once efined, the thee pan atenatives wee dispayed at a community picnic hed uy 28th, 998 at the Town Pak. The picnic, attended by appoximatey 20 peope, povided the pubic an oppotunity to eview the thee pan scenaios and compete a bief questionnaie as to thei pefeences. Faowing the picnic, the pan scenaios wee dispayed at the Chaffee County Fai fom uy 29th, 998 though August 2nd, questionnaies wee eceived fom these two events. Pan Scenaio A is consideed an "enhanced tend," pojecting a ow gowth ate and a buidout popuation anging fom 500 to 750 esidents. Pan Scenaio B identifies stategies to ceate a stong community identity fo the town, with modeate popuation gowth. Pan Scenaio Cis moe aggessive, with economic deveopment fueing a age popuation ( esidents) and suppoting moe impovements. A thee atenatives seek to peseve the existing sma town chaacte of Poncha Spings, a quaity championed at the fist town meeting and within the community suvey. Appendix Fou contains the thee pan atenatives. Town of Poncha Spings Compehensive Pan 2 tems fom the thee pan atenative questionnaies that eceived both ) at east a 40% favoabe esponse and 2) ess than a 30% unfavoabe esponse, wee incopoated into a daft "pefeed" atenative. To test pefeences and gain a boade esponse, coo copies of the "Pan Diection" wee maied with a questionnaie to a town esidents in August % of the questionnaies wee etuned. Ony fou issues eceived ess than a 50% appova ating. n genea, the Pan Diection embodies many of the concepts of Pan Scenaio A with some of the detais fom Pan Scenaio B. Vey few of the concepts fom Pan Scenaio C wee pefeed by the pubic. The Pan Diection is ocated in Chapte Fou. With infomation fom the town meetings, the technica anayses, the questionnaies and the Pan Diection, the Pan began to take shape. Goas and poicies fom the 984 pan wee eviewed fo appicabiity, and new poicies wee ceated as appopiate. A set of "actions" to impement the poicies wee pepaed and pioitized by shot-tem (within 3 yeas), mid-tem (3 to 5 yeas), and ong tem (geate than 5 yeas) timefames. A fina town meeting fo the Poncha Spings Compehensive Pan hed Septembe 8, 998 at the Town Ha, was foowed by a two week "open house" fo eview of the Pan. Septembe 998 [ [ L L L

10 Based on pubic comments and a joint Panning Commission and Town Boad woksession Septembe 4, 998, a summay of modifications was pepaed to accompany the daft Pan at a joint pubic heaing concening its adoption Septembe 2, 998. Duing pepaation of the Pan, the Land Use Code was eviewed and updated to incopoate a vaiety of odinances, addess specific and use issues, and achieve consistency with the new Pan poicies. A and use attoney faciitated a seies of thee joint wokshops (May 4th, 998; une 5, 998; uy 20th, 998) with the Panning Commission and Town Boad. The updated Land Use Code is schedued fo adoption at a joint pubic heaing on Septembe 28th, 998. USE OF THE PLAN The fomat of the pan is a hybid of taditiona, poicy and chaacte-based compehensive pan styes. Majo topic aeas (Envionment and Natua Resouces, Sevices and nfastuctue, Community Chaacte and Gowth) ae pesented with desciptive text, suppoting statistica infomation, and guiding poicies. The Pan poicies shoud be used to guide esidents, and ownes, poject appicants and eected and appointed officias towad achieving the goas of the community, as expessed though the Pan Diection. The Pan Diection seves as a futue and use map as we as a gaphic oveview of many of the Pan's ecommendations. Town of Poncha Spings Compehensive Pan 3 NTRODUCTON The Pan Diection shoud be used in conjunction with the poicies to hep diect gowth and community deveopment. Whie the Pan Diection is not intended to be eguatoy, any changes to the Town's Zoning Map shoud be consistent with the Pan Diection. The fina chapte, mpementation, incudes a ist of actions fo each topic aea. Actions ae designed to impement the Pan Diection and specific poicies. Each action is oganized into a timefame fo initiation: shot-tem (one to thee yeas), mid-tem (thee to five yeas) and ong-tem (five yeas and beyond). The Town Boad shoud consut the mpementation chapte when pepaing its annua wokpogam and budget, and when eviewing its pogess at meeting identified goas and objectives. The mpementation chapte shoud be updated on an annua basis as specific actions ae achieved and new stategies ae identified. Poicies within each of the topic chaptes shoud aso be eviewed on an annua basis and evised with changing cicumstances, as appopiate. 12 NTRODUCTON Poncha Spings is ocated in the southen potion of Chaffee County, Cooado in Section 0, Township 49 Noth, Range 8 East of the Sixth Pincipa Meidian, at an eevation of7465 feet above sea eve. Situated at the nothen base of Poncha Pass, Poncha Spings is in the heat of the Uppe Akansas Vaey, famed by the Sawatch Range to the west and the Mosquito Range to the east. The South Akansas Rive and a smae tibutay, Poncha Ceek, fows though the town. A eview of the physica envionment within both the town and its suounding thee-mie aea eads to an identification of vaious constaints to deveopment ceated by existing envionmenta conditions. ENVRONMENT The aea's envionment can be descibed in summay fom by its cimate, geoogy, sois, vegetation, and widife. Cimate Poncha Spings is known fo its mid and beezy cimate, with ow humidity, ow pecipitation, abundant sunshine, and mid tempeatues. Aveage pecipitation in Poncha Spings is ess than ten inches pe yea, and the gowing season aveages 2 days. Aveage daiy high tempeatues ae in the 80's duing the summe months and in the 40's duing the winte. The fequent, pevaiing winds ae fom the southwest. n fact, a oca intepetation of the wod "Poncha" is "whee the wind ips the fesh off you bones!" Town of Poncha Spings Compehensive Pan 4 ENVRONMENT & NATURAL RESOURCES Geoogy Geoogic deposits undeying Poncha Spings consist pimaiy of unconsoidated suficia gaves and auvium deposits. Potions of the thee-mie aea ae aso undeain by pe-vocanic sedimentay ocks, specificay south of the ive aong both sides of Litte Cochetopa Ceek, southeast of town and in the notheast poion of the thee-mie aea. Ode, pecambian-age metamophic ocks, paticuay fesic and hombendic gneisses, ae found within the foothis south of Poncha Spings extending in a southeastey diection east of Poncha Ceek. A sma band of igneous ocks, consisting of Andesitic avas, beccias, tuffs, and congomeates, uns in a noth-south diection pimaiy west of Poncha Ceek. Sois The majoity of Poncha Spings ies on a gavey sandy oam known as the Dominson Seies. The Dominson soi type, vey shaow and excessivey dained, foms a wide band extending appoximatey thee-quates of a mie east, and one-haf mie west, of the town imits. The St. Emo soi seies, which is simia to the Dominson Seies, foms two bands of vaying widths extending acoss the entie thee-mie aea: one band uns just above CR 20, wheeas the othe band uns acoss the nothen potion of the thee-mie aea. Within these bands ae smae pockets of the Manhattan Seies, a we-dained, modeatey deep sandy oam ying ove sand, gave and cobbes. Pockets of Manhattan sois ae aso found aong the south side of the ive coido. The Keeda seies, aso found in the nothwesten potion of the thee-mie aea, consists of deep, we-dained, gavey sandy oams. 13 The Shine and Sawatch sois ae found aong the South Akansas Rive. Shine sois ae deep, we-dained cay oams, wheeas the Sawatch sois ae pooy dained, sandy oams. The Sawatch sois ae aso found aong many of the dainages within the thee-mie aea, as ae the Adiis sois. Adiis sois ae modeatey we-dained, dak gay-bown oams. The Chaffee soi type is a deep, pooy dained, dak bown to dak gay fine sandy oam aso geneay found on steam bottoms. The steepest potions of the thee-mie aea ae cassified as eithe Rock Land o Rough Boken Land and occu in the foothis south of the ive. Rock Land is 50 to 90 pecent ock outcops and 0 to SO pecent shaow sois. Rock Outcop is cassified as a steep o vey steep and type with bae bedock found on 90 pecent of the unit. The Badand soi cassification, found aong the idge that extends acoss the nothen edge of the thee-mie aea, has eativey steep sopes, consisting of seveey eoded, statified sediments of cay, sit and fine sand. Vegetation. A boad ange of pant types is found within Poncha Spings, with matue pantings aong Tue Avenue and the ode neighbohoods east of US 285. The matue tees incude cottonwoods, wiows, cabappes, Scotch pine, pinion pine, spuce, aspen, and chey. Shubs found in the esidentia aeas incude vibunum, dwaf Abeta spuce, iac, wiow, dogwood, and junipe. Due to the dy cimate, xeiscaping is found thoughout the deveoped potions of the town, consisting of ock cove and/o dought-toeant pants, such as speading junipe. Town of Poncha Spings Compehensive Pan 5 ENVRONMENT & NATURAL RESOURCES Pinyon/junipe o pondeosa pine/dougas fi associations cove most of the soping and south of town. Patches of aspen, apine shub o spuce/fi associations ae found at the highest eevations. Wetand/ipaian vegetation and iigated meadows ae found aong the South Akansas and noth of the ive within the dainages and ow-ying potions of the thee-mie aea. Dyand cops and sagebush angeand occupy a age potion of the vaey foo noth of the ive. The dominant vegetation on the idgeine noth of US 50 is pinyon/junipe. Widife The Poncha Spings aea is abundant in widife species due to its poximity to sevea mountain anges and the South Akansas Rive coido. Species found at the highe eevations incude the state endangeed westen boea toad, Abet's squie, bue gouse, band-taied pigeon, mountain ion, ponghon, and snowshoe hae. The peegine facon (a fedeay endangeed species), paiie facons and Meiam's tukey aso co-exist in the thee-mie aea. Back bea ae occasionay found coming down out of the Poncha Pass aea, paticuay aong Poncha and Litte Cochetopa ceeks. Duing the winte, mue dee and ek feed in the open and suounding the town. Appoximatey 50 ek have winte habitat noth of CR 40 and west of US 285, with a smae hed of appoximatey ek that winte in Section 35 nea the aipot. Dee ae vey pevaent duing the winte thoughout the ivebottoms, especiay in the hayfieds and ua esidentia aeas south of the ive. Goden and bad eages, bobcats, ed-taied hawks, Coopes hawk, Canadian geese, beave, and ducks aso inhabit the ipaian coido. Septembe 998 [ [

14 . NATURAL RESOURCES The Poncha Spings vicinity is bessed with abundant natua esouces. Access to minea, enegy, wate, foesty and agicutua esouces infuence deveopment pattens and ae an impotant deteminant of futue and use activities. Minea Resouces The majoity of mining within the thee-mie aea is fo aggegate, due to the numeous auvia deposits, except fo the fome fuoite mine ocated south of town nea the hot spings. The fuoite mine was in opeation between 934 and 954. Since most of the thee-mie aea is undeain by auvia deposits, thee is no shotage of aggegate mateia. Cuent aggegate opeations incude one in Section 6 south of town and one in Section 32 nea the aipot. Thee ae numeous teminated gave pits, incuding one each in Section 4 and Section 0 noth of town, and one in Section east of town. Enegy Resouces A 980 study evauated the feasibiity of geothema enegy poduction in fou sites thoughout Chaffee County. The Poncha Hot Spings site, ocated south of town on CR 5, incudes five spings with tempeatues anging fom 50 to 7 degees centigade. The Poncha Hot Spings ae cuenty owned and used by the City of Saida fo heating the Saida Hot Spings Poo. Athough numeous technica, institutiona, and envionmenta issues equie esoution, the Poncha Hot Spings is a unique egiona asset that has consideabe potentia fo expanded geothema deveopment. Town of Poncha Spings Compehensive Pan 6 ENVRONMENT & NATURAL RESOURCES Wate Resouces Suface wate esouces in the thee-mie aea incude the South Akansas Rive, Poncha Ceek, Litte Cochetopa Ceek and othe sma tibutaies, and a seies of iigation ditches constucted to suppy wate to the suounding agicutua and. Majo iigation ditches in the aea incude Cameon Ditch, Missoui Pak Ditch, Muy Ditch and Haington Ditch. The idgeine unning acoss the nothen potion of the thee-mie aea contains numeous sma dainages, as we as the age Haington Guch, that a dain into the Akansas Rive upsteam of Saida. Undeying goundwate povides dinking wate fo Poncha Spings. Foesty Resouces Accoding to the U.S. Foest Sevice, ogging coud occu south and west ofponcha Spings in the Nationa Foest, but within the thee-mie aea thee is imited havestibe timbe due to the pevaence of steep, emote foests with a high eosion potentia. Havesting on BLM o pivate ands is aso imited to fiewood o Chistmas tees. Agicutua Resouces Much of the vaey foo suounding Poncha Spings is occupied by agicutua and, pimaiy angeand, iigated pastue o iigated hay meadows. The shot gowing season imits the feasibiity of gowing cops, except hay fo catte. igated pastue and hay meadows ae concentated aong the South Akansas Rive coido, and noth of the ive in ow-ying aeas. 15 ENVRONMENTAL CONSTRANTS Many of the envionmenta conditions descibed above pose a constaint to deveopment eithe in tems of physica constaints, such as sope, o in tems of envionmenta esouce pesevation, such as widife habitat and wate quaity. Envionmenta conditions consideed to be a potentia constaint wee anayzed and cassified into one of five eves of constaint, as shown on the Envionmenta Constaints gaphic. Shavano, nothwest of town, is named afte a Ute chieftain. n 779 uan Bautista de Anza, the Goveno of New Mexico, cossed Poncha Pass in pusuit of the Comanches and became the fist ecoded Caucasian expoe of the aea. Late expoes incude Lt. Zebuon Pike in 806, Kit Cason in 832, and Capt. ohn Gunnison in 853. n 855 Co.
