2 ETIWAN DISTRICT - CCC 2 Webelos Woods is a Boy Scout level camping event, where Webelos Scouts are invited to spend the weekend in a Boy Scout led environment. The purpose of the Webelos Woods camping weekend is to showcase the Boy Scout tenants of a boy-led troop and the patrol method of scouting. Since this is a Boy Scout Campout and per National BSA guidelines, Cub Scouts (Tiger, Wolf, and Bears) and siblings cannot attend or participate in the Boy Scout Program. All family members, friends, etc., are invited and welcome to participate in the Arrow of Light ceremonies on Saturday evening. The Registration process for this event opens September 15, 2015 with on-line reservations. A completed BSA Medical Form (Part A) and Talent Release (Part B) must be turned in for EVERYONE attending Webelos Woods (these are available at A completed Medical Form means (Part A) names and emergency contact info, current health conditions, immunization record, current medications listed; and (Part B) signatures. A copy (both sides) of your health insurance card is also needed. Incomplete Health forms will not be accepted. Since this will be a combined Fourth- and Fifth-grade event, registration is limited to 150 attendees - registration may fill quickly and will be on the first come/ first served basis! All Campers must be registered. Being based as a Boy Scout event, the Adult Den Leaders of the Webelos Dens will be designated as the Patrol Leader for each den. As in Boy Scouts, all information will flow from the Camp Director as Scoutmaster to the Camp Staff as Senior Patrol Leaders, to the Patrol Leaders (Adult Den Leaders), to the Patrol members (Webelos Scouts and adult). This is a two way street with information and questions flowing thru this chain of command. Campers making an online reservation will be guaranteed a spot and will streamline the registration process. THE ABSOLUTE DEADLINE TO REGISTER ON-LINE IS NOVEMBER 1, ON-SITE REGISTRATION WILL BE ACCEPTED. YOU MUST RSVP IF REGISTERING ON SITE. Refunds, through COASTAL CAROLINA COUNCIL, will be given only if capacity was full when the registration was submitted, or if it is an immediate family emergency. THIS IS A RAIN OR SHINE EVENT. A Patrol Leader Conference (PLC) will be held Friday night at 9:00pm where a program packet and final event instructions will be given. Each Den must also check out with the Headquarters Staff before departure in order to receive Den patches, ribbons, or other awards.

REGISTRATION Participation in the November 2015 Etiwan District Webelos Woods is open both to 1 st and 2 nd year Webelos scouts, registered Scouters, and parents/adult partners. BSA policy shall be followed as for Adult supervision. Two deep leadership is required during the entire event. Each Webelos Scout shall be under the supervision of a parent-approved adult. No siblings or friends will be allowed to participate in the program events. It is the responsibility of each Patrol Leader (Adult Den Leader) to ensure as part of the registration process a completed BSA Medical Form Part A&B for each camper in his or her Den is available at check-in. No Camper will be allowed into the Camp without a completed health form (exception will be made for those attending the Saturday night campfire. The fee schedule for this event is as follows: Webelos Scouts attending Webelos Woods 2015 Webelo and Boy Scout Leaders and Boy Scouts coordinating Events $15.00 each $10.00 each NO ON LINE REGISTRATIONS WILL BE ACCEPTED AFTER November 1, Reservations can be made at camp, but we ask that you at least RSVP and notify us of your interest. 4 ETIWAN DISTRICT - CCC 4 Registration Steps Individual Den/Unit Basis: 1. Adult Den Leader notifies campers of Health Form and Camp Fee requirements. 2. Den Leader completes online Reservation Process at: web site. (Note that an address will be required for registration confirmations and last minute camping news.) 3. Online Reservations close November 1, Online reservations ARE requested. Registration will be allowed during checkin if you miss the deadline. No Scout will be turned away or denied a chance to attend. 4. Den Leader collects completed BSA Health Forms from all campers. Individual pages of a health form should be stapled together. Folders or binders of Den s campers Health Forms will be accepted and are recommended. 5. Den Leaders or Unit Leaders collect the appropriate camping fees from campers. It is requested that one payment per Den per Registration turn-in be used if possible. The preferred methods of payment are in order as follows: 1) pay online at time of unit registration 2) pay by check at the Council office after completing online registration 3) pay by check at time of check-in at camp A Webelos Scout and his Den must register at the same time. 6. Registrations can be edited up until registration closes on November 1 st.

5 ETIWAN DISTRICT - CCC 5 RULES AND REGULATIONS A. MEMBERSHIP Scouts eligible for this year's Webelos Woods MUST be registered members of a Webelos Den and meet the requirements of Webelos Den membership as established by the Boy Scouts of America. B. PARKING Boy Scouts and other volunteers will be assisting with parking. PLEASE follow their directions. Their goal is to get the 70+ vehicles parked as safely and quickly as possible. Please be patient with the volunteers. They will be patient with you. No vehicles will be allowed into the campsite areas after 9:30pm Friday night until after the All Faiths Service (9:00am) on Sunday morning. All campers arriving after 9:30 Friday night will have to walk their camping supplies from the parking lot to their campsite. Campers leaving on Saturday or Sunday morning before the end of the All Faiths Service will have to walk their camping supplies from their campsite to the parking lot. We strongly suggest carpooling to reduce number of cars at Webelos Woods. C. BSA MEDICAL FORMS Part A & B Complete and signed forms for each Camper attending. Must be turned in at registration. No campers will be allowed into camp without a completed form. The current form can be found at D. CAMPSITES 1. Final Campsite locations will be assigned after registration closes. 2. Packs will be assigned to the same campsites. Multiple Dens within a Pack must agree amongst themselves how to share the available space. Den number or name should identify each Den area where possible. 3. Campsites will have approximately 200 square feet per Scout and adult partner registered. If large cabin tents are used, they should be used for multiple Scout or partner pairs. No adult should sleep in a tent with any boy other than his or her own son. Den members pitching camp outside the assigned area for their unit will be asked to move. Individual equipment transportation to campsites will be achieved per the Parking Section requirements. NO Vehicles will be permitted to drive into the campsites on Saturday. The camp roads and campsite are not organized for parking of trailers, Packs/Troops wishing to park trailers adjacent to or in campsites must receive permission from the Camp Director. Individuals and light equipment can

6 ETIWAN DISTRICT - CCC 6 hike into campsites to minimize vehicle trips. Each Pack should coordinate among members to get their dens into camp efficiently. It is against BSA policy for ANYONE to ride in the back of an open top pickup truck or in a trailer. There is to be no transporting of people in the backs of pickups or in trailers. While driving on camp roads care must be taken to avoid pedestrians. Lights and emergency flashers shall be on at all times while driving in camp. Once all gear is unloaded, all vehicles must leave the campsite and park in the designated parking areas only. E. LEADERSHIP Webelos will be under the supervision of their Patrol Leader (Adult Den Leader) and other adults in attendance at all times. The welfare of all Webelos Scouts is the joint responsibility of the Den Leader and the accompanying adults. F. ALCOHOLIC BEVERAGES AND TOBACCO PRODUCTS Alcoholic beverages are not permitted at Scouting functions. Anyone found possessing or consuming alcoholic beverages will be required to leave the site immediately. No Smoking is allowed in campsites. All tobacco users must do so in the Parking Lot or other designated areas. G. NON-SCOUTING EQUIPMENT Guns, Sheath Knives and other similar gear are not acceptable for this Scouting activity and are prohibited. Any equipment in this category will be held by the WEBELOS WOODS Staff and returned to the Den Leader upon checkout. H. KNIVES AND AXES Knives may not be carried by Webelos at WEBELOS WOODS, even though they may have earned their Whittlin' Chip. Axes are not approved for use by Webelos. Axes should not be used except in the camping area axe yard and may be used only by adults and Boy Scouts having earned their Totin' Chips. Webelos may use knives for meal preparation or similar activities under adult supervision. I. CAMPFIRES Fire pits are permitted. All pits must be properly covered upon checkout. Fires should be attended AT ALL TIMES, and should be extinguished before

7 ETIWAN DISTRICT - CCC 7 departing the campsite for events or the evening activities. You may need to bring your own firewood - there may be none available at the camp. No large bonfires, please keep fire contained and flames less than 2 feet above the ground. Depending on the weather, a fire ban may be active during the camping weekend. Fire Bans are issued by the County Fire Marshal and the Camp Staff cannot override that decision. If a fire ban is in force during the weekend, no open fires will be allowed. You may also bring your on fire pit or barrel. J. COOKING FIRES Cooking fires built of charcoal should be contained within the campsite fire ring or within an elevated container. Metal garbage can lids, barrel bottoms, fire pits should be used to contain the charcoal fires.. NO LIQUID CHARCOAL STARTERS ARE TO BE USED! BSA POLICY PROHIBITS USE OF LIQUID FUELS!! During a Fire Ban, fires of charcoal are generally allowed within the fire ring for cooking only. LP fueled stoves are acceptable. Specific requirements for cooking during a fire ban will be discussed during the Patrol Leader Conference on Friday evening. K. LANTERNS AND STOVES Propane-fueled lanterns and stoves may be used under adult supervision. Liquid Fueled equipment using fuels such as Coleman fuel, kerosene, or white gas are not recommended. If used, they must be maintained by an Adult, not Scouts There should NEVER be any open flames in a tent. Tent light should be provided where necessary by flashlight or battery-powered lanterns. L. CAMPSITE SECURITY Seek permission to enter another Pack s/ Troop s campsite before entering. Under no circumstances should any Scout enter into another Scouts or families tent. If your Den/Pack has built an open fire, it SHOULD NOT BE LEFT UNATTENDED. At least one adult is to be in the campsite whenever a fire is burning. Do not leave your campsite without first extinguishing ALL fires. M. GARBAGE AND TRASH PACK IT IN / PACK IT OUT All garbage and trash is to be accumulated in trash bags to be removed at the end of WEBELOS WOODS. No refuse is to be buried or left at Boone Hall Plantation. No trash holes should be dug at Boone Hall Plantation. There are no dumpsters available. PACK IT IN, PACK IT OUT N. VEHICLES All vehicles should stay ON THE ROADS at all times. No vehicles are to be

8 ETIWAN DISTRICT - CCC 8 parked in the Campsite area at any time. Equipment should be unloaded and loaded in the shortest possible time to allow everyone an opportunity to approach their campsite. No vehicles will be allowed into the campsite areas between 9:30 Friday night and until after the All Faiths Service on Sunday morning. O. DITCHING OF TENTS No ditching (trenching) of tents will be allowed in camp. P. DAMAGES Any damage to Sewee Campground Property, equipment, or other items will be the financial responsibility of the Den / Troop. Q. TREES Attendees are not to cut down or cut branches from any live trees. There are many young trees that have been planted in recent years so that others who follow us will have shade and protection. Please be careful of these saplings and young trees and do everything you can to protect them. ANY SCOUTS FOUND DAMAGING OR DEFACING ANY TREES WILL BE ASKED TO LEAVE THIS EVENT. R. FLASHLIGHTS AT EVENT CAMPFIRE Scouts are encouraged not to bring flashlights to the Webelos Woods campfire on Saturday night. Adults may bring flashlights to aid in navigating to and from the campfire. Any adults / scouts remaining in their campsites during the Camp Fire ceremonies should remain quiet and keep their lanterns down low so as not to interfere / disrupt these special events. S. CHECK-OUT ALL DENS/TROOPS MUST CHECK OUT WITH THE WEBELOS WOODS DIRECTOR / INSPECTORS BEFORE DEPARTING. Checkout will include a campsite inspection to verify that all litter has been removed and that the site has not been damaged.

9 ETIWAN DISTRICT - CCC 9 III. GENERAL INFORMATION A. CHECK-IN CHECK-IN WILL BEGIN AT 5:00 P.M. ON FRIDAY, November 6, Please do not arrive any earlier as the staff and volunteers who have other jobs and need time to get to camp. B. FIRE PROTECTION C. WATER Each Den will provide its own fire protection cans (one water, and one sand can per tent, plus one for cooking fire and dining fly is suggested). Each Den should provide containers for transporting and containing water. Remember, each Den will need water for the fire cans. Each Webelos Scout and Adult should bring a personal water bottle, canteen, metal cup, etc. for use during the program sessions D. COOKING Each Den must furnish its own food, ice, and cook stove, propane, firewood, or charcoal. Meals will be prepared in your campsite. The camp kitchen will not be open for this event. E. PACK/DEN / TROOP FLAGS Each Pack/Den/ Troop should bring its own Stars and Stripes and Pack/Den flag to post in the Pack/Den campsite. However, there will be no Pack/Den flag competition. F. PACK/DEN SPIRIT Each Pack/Den should have a Pack/Den Yell and the Pack/Den is welcome to demonstrate it during the events portion of Saturday. G. UNIFORM All Webelos Scouts and Adult Leaders should have a Class A shirt; either the khaki or dark blue version (Scouts only). This uniform shirt should be worn while traveling to and from Webelos Woods and at Scouts Own Service Sunday. During the activity sessions on Saturday a Class B Cub Scout or Webelos T-shirt may be worn. H. DEN EQUIPMENT

10 ETIWAN DISTRICT - CCC 10 Minimum should include: Tents for all attendees, water containers, First Aid kit (Required),toilet paper, cooking gear, lanterns, dining fly, firewood, folding table, trash bags, Camp Duty Roster. The duty roster, First Aid kit, must be posted and be readily available in each campsite. See list at end of manual. I. PERSONAL EQUIPMENT Each attendee will be responsible for packing and bring his own personal gear including uniform, blanket/sleeping bag, ground cloth, poncho or rainsuit, flashlight, eating utensils, toiletries, and Webelos Handbook. It is several miles to the nearest store, but available if needed. Remember that November weather in the Charleston area is quite unpredictable so ensure that your Den is properly prepared for warm, cool, and wet weather. See list at end of manual. J. INSECTS AND POISONOUS PLANTS As always, be prepared to defend yourselves against mosquitoes, chiggers, and ticks. You should also come prepared to treat fire ant bites and poison ivy. K. MEAL SUGGESTIONS Meals on Friday night should be simple to prepare or should be prepared in advance and brought from home. The Saturday morning meal should be suitable to get the Scouts through a long and tiring day. Saturday lunch should be a light meal requiring minimal preparation, as the lunch period is limited. Saturday evening's meal will be a good opportunity for the Scouts to display their expertise with some type of meal prepared as individuals or as a Patrol. Sunday morning should be an easy clean-up meal using foods that don't need continuous refrigeration, as it is often difficult to keep food cold this long in an ice chest. L. CAMP SITE INSPECTIONS Each Den camping area will be inspected during daylight hours on Saturday. The purpose of the inspection and grading of the campsites is to provide the Den with a listing of those things expected in a Boy Scout campsite on which additional work is required. To recognize the achievements of the Webelos involved, any Dens achieving a score of 100 points will be given an award at the Saturday night campfire. The Den Campsite evaluation form is attached.

11 ETIWAN DISTRICT - CCC 11 M. PATROL LEADER MEETING The Den Leader or his/her designated representative MUST attend a Patrol Leaders Conference on Friday evening at 9:00 p.m. at the Host Camp. Questions about program materials received or the schedule of activities can be resolved at this time. Any additional information on activities will also be presented at this meeting. N. WEATHER All Dens must be fully prepared for the weather conditions typical for this time of the year. It will rain, shine, be sunny, and cold all in the same weekend. Please bring enough clothing to be as comfortable as possible. If severe weather occurs during Webelos Woods 3 blasts on an air horn will indicate that ONE adult leader from each Pack should meet at the Host Camp Troop 502 for instructions. In some cases some or all of the activities may be suspended for safety reasons during periods of severe weather. P. CHECKOUT Final Checkout of all Dens is to be completed by 9:00 a.m. on Sunday, November 8, Dens not wishing to stay Saturday night may check out with the WEBELOS WOODS Director prior to sunset on Saturday.

12 ETIWAN DISTRICT - CCC 12 IV. ACTIVITIES To begin their competition, they will need to attend the Opening Ceremony on Saturday morning at 9:00 AM. WEBELOS WOODS EVENTS Each event will be allotted 30 minutes time with ten minutes to move from one event to the other. Breaks will be given at set intervals. Lunch will be in your camp, so be sure to plan accordingly. TROOP / PACK CHALLENGE: RUBE GOLDBERG MACHINE TO IMPROVE CAMP LIFE. ONLY REQUIREMENT: IT MUST HAVE A MINIMUM OF TEN STEPS OR SEPARATE ACTIONS AND IT MUST IMPROVE THE LIFE OF LIVING IN THE CAMPSITE FOR YOUR TROOP OR PACK. AWARDS: MOST STEPS, BEST IDEA, ACTUALLY WORKED. PATROL / DEN CHALLENGE: WATER ROCKET (SODA BOTTLE) DESIGN YOUR OWN ROCKET AND LAUNCH AWARDS: BEST DESIGN, HIGHEST LAUNCH, TOTAL BLOW UP! TREBUCHET COMPETITION (CATAPAULT PROVIDED)

13 ETIWAN DISTRICT - CCC 13 Fire Building OUTDOORSMAN PATROL INSTRUCTIONS: FIRE BUILDING COMPETITION Welcome to Fire Building! Here you will demonstrate your skill in building a proper and effective fire. 1. You and your Patrol will be provided kindling, tinder and a battery and steel wool. 2. You and your Patrol will build a proper fire from the materials provided and burn through a string at a height of 24 inches above the base of the fire building area. 3. This event is scored on Skill and Time. Proper fire building technique is required to obtain a good Skill score. Just piling up a wad of tinder and lighting it and burning through the string will result in a very low Skill score. 4. Only the bottom of the fire may be light with the battery and steel wool. 5. ONLY the kindling wood provided may used. 6. NO pocket knives or tools of any kind may be used and NO fire starter may be used. 7. NO Patrol member may hold or light a match at any time. 8. The clock will start after you have read these instructions to your Patrol. 9. You have completed this event when you have successfully either burned through the string with your fire or when (12) minutes have passed, whichever comes first. Ask any questions that you may have prior to handing back the PATROL instructions to the Troop Competition Judge. We can t help you learn how to build a fire now, but would be happy to help you after your turn.

14 ETIWAN DISTRICT - CCC 14 Flag Ceremony CITIZENSHIP PATROL INSTRUCTIONS: FLAG CEREMONY You and your Patrol must conduct a Boy Scout flag ceremony of your choice (these can vary from pack to pack). After handing back these instructions to the competition judge, your patrol will begin their flag ceremony. The event is not timed but please try and keep your flag ceremony to approximately 10 minutes so we don t hold up other Webelos Patrols. Here are the detail requirements. 1. You must obtain the folded American flag from a competition judge. 2. You must cover all of the following ceremony fundamentals: a. Call your Patrol to attention. b. Patrol must unfold and display the flag. c. Call for the Scout Salute and lead your Patrol in the Pledge of Allegiance. d. You must call for the Scout salute to be lowered. e. Your Patrol must properly fold the flag. f. Your patrol must retire the flag back to the starting point. g. You must dismiss your Patrol. 3. You have completed this event when the flag ceremony is complete. 4. You will be graded on how well you complete all of the fundamentals and your respect for our Nations flag. Ask any questions that you may have prior to handing back the PATROL instructions to the Troop Competition Judge.

15 ETIWAN DISTRICT - CCC 15 WHAT TO BRING This is a recommended but not limited to list of equipment. CAMPING EQUIPMENT Unit Flags and Patrol Flags Tents 1 Tent for 2-3 People Webelos may share a tent with their own family member or other Webelos. They may not share tents with unrelated adults. Ground cloths (tarps) to go under and extend beyond the base of each tent. Sleeping bag for each person CLOTHING- BE PREPARED Scout Uniform Class A for Opening, Closing, Awards, Scouts Own Casual wear (pack/patrol t- shirts) for activities and competitions and other assemblies Jacket/sweatshirt Poncho/rain gear Rugged pants T- shirts Underwear and socks Sleep wear Hat or visor Toiletries (toothbrush, soap, deodorant, etc.) Sunscreen, sunglasses Insect repellent Water bottles Webelos handbook (in a Ziploc bag) Pencil, notebook Camera, film Flashlight, batteries Hats/gloves Jacket

16 ETIWAN DISTRICT - CCC 16 Guidelines for Den/Patrol Yells and Flags Den/Patrol Yells Guidelines Please make sure that all Patrol yells are done in good taste and are not offensive. (If you have a question to whether or not your yell is offensive, please contact Mr. Jenkins with your proposed yell). Yells should be fun, spirited and LOUD! A large part of your Patrol Spirit will be measured by how much energy and effort are put into your yells. The entire Patrol should participate in Patrol yells. Funny is good, so is a catchy yell! Den/Patrol Flags Guidelines Please make sure that your Patrol flags are done in good taste and are not offensive. (If you have a question to whether or not your flag is offensive, ask.) Please make sure that your patrol flag is free of any sharp or protruding components to avoid injury of your Webelos or other participants. Your patrol name and pack should be readily visible on the flag or standard There are no specific rules regarding the materials that may be used. As always, please have your Webelos make the Flag (with adult supervision of course) When constructing your Flag, please keep in mind that your boys will be carrying their Flag at all of the daytime events on Saturday. When designing the Patrol Flags, the event theme (football, Super Bowl, penguins) may also be incorporated into the design but it is not a requirement. Originality, craftsmanship, and overall Scout coolness will be used to judge all Patrol Flags.

From Mount Pleasant: Take US 17 north past Sewee Outpost, past Environmental Education Center, and the Post Office on your right, and turn right onto Doar Road. You will see a tan colored house in front of camp and a sign that reads Camp Sewee. Turn into camp and check in with Host Troop 502 to get your campsite location for set up. 20 ETIWAN DISTRICT - CCC 20 WEBELO WOODS COMPETITIONS Campsite Inspections: Each Campsite will be inspected Saturday afternoon. A total of 100 points can be earned in this competition. Overall campsite will be awarded. Event Competitions: Each event will be judged separately and three placements will be awarded for each event. Team work and points will be used for determining each placement. Spirit Award: Throughout the day the activity coordinators will be judging each unit on their enthusiasm, helpfulness and overall Scout spirit. Each unit s spirit will count toward overall score. Overall winner will be awarded. Dessert Contest: Each Unit will have its own entry to the contest and are due to Webelo Woods Chair by 8:00 PM and will be judged for originality, taste and presentation. Winner will be awarded. Overall Award: Total points will be tallied and award will be given. Point total determined as follows: Campsite Inspection 25% Spirit Award 25% Dessert Award 25% Event Competitions 25% Total 100% OVERALL WINNER DETERMINED BY HIGHEST TOTAL
