1 WARWICKSHIRE POLICE WARWICK CENTRAL SAFER NEIGHBOURHOOD TEAM (SNT) MAY 2017 CHASE MEADOW EMSCOTE - HEATHCOTE - THE FORBES ESTATE THE PACKMORES THE PERCY ESTATE - THE WOODLOES WARWICK GATES WARWICK TOWN INCIDENT OVERVIEW Incidents recorded for the Warwick Central Safer Neighbourhood Team for April 2017: INCIDENT TYPE: APRIL 2017 APRIL 2016 MARCH 2017 ANTI SOCIAL BEHAVIOUR RESIDENTIAL BURGLARY (INC GARAGES/SHEDS/OUTBUILDINGS) BUSINESS & COMMERCIAL BURGLARY CRIMINAL DAMAGE THEFT FROM MOTOR VEHICLE (TFMV) THEFT OF MOTOR VEHICLE VIOLENCE * FIGURES CORRECT AS OF WEDNESDAY 3 RD MAY 2017 CRIME OVERVIEW This section looks at the crimes of public interest that have occurred on the Warwick Central Safer Neighbourhood Team policing area, crimes such as burglary, theft, auto crime and criminal damage: Below is a very brief overview of the types of incidents that have been reported to us. BURGLARIES: The way we classify burglaries has changed nationally over the past month, and now differentiates between residential properties, and commercial premises. In the past we had Burglary Dwellings which was solely for your house that you live in, and Burglary Other which was any other buildings which included garden sheds and garages, but also businesses as well. Now the residential and commercial burglaries and recorded separately, and now recognises a distinct difference between domestic/residential burglaries, and those committed on business or commercial properties. AUTOCRIME: A similar pattern in terms of thefts from motor vehicles, that none of the vehicles reported any sign of damage or forced entry. Clearly these vehicles haven t been locked, and someone is out randomly checking car doors, and finding a degree of success, and as a result, people are losing their belongings. These incidents can easily be avoided. Step 1 remove ALL
2 valuables. Step 2 make sure your car is locked and secure and don t simply assume your key fob has worked. ANTI-SOCIAL BEHAVIOUR: A slight increase in the number of calls reporting ASB this month which coincided with the school Easter holidays. Following a spate of calls relating to large groups gathering around St Nicholas Park, the team increased its presence to offer reassurance to the regular members of the public. McDonalds and the bowling alley on Tachbrook Park drive proved a popular place for youths to hang out and cause issues for staff and customers alike. The area also continues to be a popular meeting place for young drivers and their Hot Hatches Further calls from concerned members of the public regarding homeless people begging and sleeping rough around the Town. If you witness begging in the Town please report via 101, so we can engage with them and signpost them to suitable help and support. CRIMINAL DAMAGE: Incidents of Criminal Damage down slightly this month, but the single biggest issues in terms of damage this month relates to fire and arson. The two old farmhouses at the bottom of Saumur Way have both had fires started deliberately with Warwickshire Fire & Rescue being called out three times this month. A hay barn at the rear of Budbrooke Lodge was burned to the ground and there have been a couple of small fires started on the Skate Park in St Nicholas Park. As a result we have scheduled joint patrols with Warwickshire Fire & Rescue arson reduction team (Operation ASBIT) to tackle these incidents and educate local youths. THEFTS: 13 incidents of shoplifting reported in April. Fragrance sets and jeans topping the list of the most sought after items this month. Further calls this month regarding pick-pocketing around the Town Centre. It is suggested elderly people are being targeted with offenders dipping into their bags and shopping trolleys whilst they are looking around shops in the Town, and then purchasing low value items using the contactless payment. The two beat mangers have spent time and carried out a number of plain clothed patrols around town to try and combat this. INCIDENTS & ISSUES IN YOUR LOCAL AREA. Below is a brief selection of some of the incidents that have occurred across the area, ward by ward.. **PLEASE NOTE THAT OUR SYSTEM DO NOT ACKNOWLEDGE THE WARD CHANGES THAT CAME INTO AFFECT AT THE DISTRICT COUNCIL ELECTIONS IN MAY 2015** WARWICK NORTH WARD: Sometime overnight of 23 rd into 24 th April a red 2015 VW Up was stolen from Portobello Way. 2 TFMV s, both on the Woodloes. One on Knoll Drive on 17 th April, and the other on Hicks Close on 20 th April. A gate crashed party on 22 nd April saw a large group of youths descend on a property on the Percy Estate, and resulted in a 15yo female being arrested for assaulting a Police Officer.
3 WARWICK SOUTH WARD: Further calls regarding youths gaining access and smashing up the old derelict Farm Houses at the bottom of Samur Way. A number of fires have also been started. However, the King Henry VIII trust has since Sitexed all the relevant building, so hopefully this will no longer be an issue. All six residential burglaries occurred in Warwick South, with bikes being taken from properties along the Emscote corridor, and a couple of attempted burglaries at residence along the Myton corridor. 6 TFMV s at various locations including Campriano Drive, Wren Close, Avon Street, and Dodd Avenue. WARWICK WEST WARD: 1 residential burglary this month, which saw a bike stolen from a property on Chase Meadow. A number of the reports of TFMV s were concentrated on Chase Meadow. Various calls to youths messing around on Gog Bridge and the fields adjacent to the Hampton Road, which culminated in a barn being burned to the ground on 13 th April. GOOD NEWS STORIES Our Safer Schools PCSO Dave Martin has continued marking both pupil and staff cycles at both Myton School as well as Aylesford School, and they are now all registered with A number of bikes were also registered at the Packmores Easter Open Day. A warrant was executed at an address in Warwick suspected of being used as a brothel. One female was arrested. All activities at the property have now ceased. PC Ross Kirby has completed a week s residential course, and is now a fully qualified Wildlife Crime Officer. Congratulations to PCSO Analeyse Smith who is set to leave us this month and start her training as a student Police Constable. A recent speeding exercise on the Stratford Road resulted in two motorists being issued with a fixed penalty ticket for exceeding the 30mph limit as they enter Warwick. APPEALS, NEWS & UPDATES Officers are appealing for information following an aggravated burglary in Warwick. The incident occurred at around 8pm on Wednesday 12 th April at a house in Yardley Close, Warwick. It was reported that three men entered the house and demanded money from the occupants. They have then carried out a search of the house before leaving. If anyone saw anybody acting suspiciously in the area at around 8pm last night or has any other information that could help police with their enquiries they should call 101 and ask to
4 be put through to CID at Leamington Spa quoting incident 402 of 12 April Alternatively, information can be provided anonymously to Crimestoppers on NEIGHBOURHOOD WATCH UPDATES REGISTER TO RECEIVE MESSAGES FROM OUR COMMUNITY MESSAGING SERVICE (CMS) Over the coming weeks and months we hope to deliver a small info card, which has been produced in connection with Warwickshire County Council, to every house in Warwick, to encourage every resident to sign up to a One Stop Shop in terms of Police news and updates. Community-Messaging-Service WARWICKSHIRE RETAIL CRIME INITIATIVE (RETAIL RADIO) (WRCI) The team gave a small presentation in April to members of Warwick Town Council, to outline the proposals for Retail Radio in the Town, and an expansion of the WRCI. A possible location for a UHF Repeater, along with a suitable Broadband connection has been identified, and work will start shortly on testing the signal strength at various locations around the Town Centre to hopefully ensure the best coverage for the new digital radios. A very successful scheme has long been established in Leamington Spa and Stratford upon Avon, and with thanks to financial backing from the Police & Crime Commissioner (PCC) one was commissioned in Kenilworth last year; and with a similar promise of funding from Mr Seccombe the PCC, plans are now moving forward here in Warwick. The scheme for retail members ensures that prolific offenders are identified to all members and allows for early identification of them which results in the prevention or disruption of further offending in member stores. It also serves as a direct link between the Police, local CCTV and retailers, where by all working together, we can continue to make Warwick Town a safe and crime place to come and visit and shop. If you are a retailer in the town, and would like further info, then please click on INFORMATION AND ADVICE How to prevent metal thefts With metal thefts across the country, it s worth looking at ways to make your properties and/or businesses as secure
5 as possible, and hopefully minimise the risk of becoming a victim. Conduct a recce of your premises especially the external areas and the fabric of the building. What metal items do you possess or are part of the building and how easy would it be for a thief to steal? Lead flashing and copper piping are especially attractive to thieves. Consider ground anchors to secure large metal items inside sheds and other out buildings. Always lock garden sheds, gates and doors. Remove or padlock and chain any ladders, beer kegs, wheelbarrows, shopping trolleys, wheelie bins and any other such objects that are near to your buildings. Prune back or even remove overhanging shrubs, bushes or trees that could aide thieves in climbing or even hide their activities. Use anti-vandal paint two metres high together with a warning notice. Such paint can be used on drainpipes, roofs and guttering etc. to target harden you property. Property mark and photograph metal items (including high value metal items such as statues, garden urns, seats and fountains), in order to help with identification if they are taken and then recovered. Remember to challenge and report suspicious people you see up to no good in your area. Look at buying an alarm or PIR security lights for your garden and around your property. Businesses could consider installing CCTV with a minimum seven day, real time recording facility. BEWARE OF BOGUS CALLERS Most people who call at your home will be genuine. But sometimes, people turn up unannounced, with the intention of tricking their way into your home. They are known as 'distraction burglars' or 'bogus callers', whose only aim is to get into homes to distract people and steal their money or valuables. You should always be aware when someone you don't know calls at your
6 door. By using the advice on this page, you can protect yourself and vulnerable members of your family. Bogus callers may be smartly dressed and claim to be from the council, the Police, health organisations or gas, water or electricity companies. They can be convincing and persuasive. They use 'props' like an identity card or wear overalls with a company logo. If you are expecting the caller, remember to check their identification very carefully against the letter you have been sent or the password you have agreed before you let them in. HOW DO I PROTECT MYSELF FROM BOGUS CALLERS? If you're not sure who is at your door, don't open it. Make sure your front door is fitted with a door chain. Check the identity of the caller by calling the company they are purporting to be from i.e. gas, electricity, water, or Police. Use the telephone numbers listed in your local directory or provided independently by your service provider Do not use any telephone numbers provided by the caller they may be bogus. Telephone a neighbour or friend nearby to come along and check out the caller before you open the door to them. Some areas in the country have nominated neighbour schemes you can sign up to. Many service providers provide password schemes; these are worth considering. When unannounced callers knock at your door they should know the password if they are genuine. The Water board no longer exists, it is an obsolete phrase used only by bogus callers. Don't keep large quantities of cash at home; put it in the bank where it is safe. Keep doors locked and windows secure at all times. Ensure that if you do let somebody in to your home, that you close the door behind them distraction burglars often work in teams, where one will distract you whilst others sneak in through the insecure door. If somebody asks for your help needs to make a telephone call, lost a ball in your garden, needs a drink or pen and paper for example, refer them to a younger neighbour or assist them through a closed door. Alternatively, call a friend or neighbour to come and assist. Not sure? Don't open the door. Incidents at Environment Agency-regulated waste sites. Illegal removals from watercourses. Unusual changes in river flow. Collapsed or badly damaged river or canal banks. Incident hotline - Telephone: (24-hour service) WARWICK CENTRAL COMMUNITY PRIORITIES The top issues agreed at the Community Forum held on Thursday 9 th March 2017 at Emscote School in Warwick were. 1. School Parking Patrols. To conduct high visibility patrols of all local schools in the area both in the mornings as well as the evenings and deal with a variety of motoring offences, including seatbelts, mobile phones, speeding and inappropriately parked vehicles. (8 done to date) 2. Patrols of Parks and open spaces around Chase Meadow, Warwick. Conduct high visibility patrols of parks and open spaces on Chase Meadow, and the wider estate, and robustly deal issues of Anti Social Behaviour, and people acting in a manner likely to cause alarm and/or distress to others. This will also include vehicles, including cars and off road bikes, that are being used inappropriately. (11 done to date) 3. Mobile phone checks on the roads around Warwick. Conduct a number of exercises at locations around Warwick to identify motorist using their mobile phones whilst at the wheel. The aim is to educate motorists to the perils of being distracted whilst driving, and if necessary to enforce the new legislation that has recently come into effect which includes 6 points and 200 fine. (3 done to date) *FIGURES CORRECT AS OF THURSDAY 4 TH MAY 2017 Although these are the main SNT properties, we will however continue to monitor the issues that have been raised previously.
