1 Minute of meeting of the Garioch and North Marr Community Safety Group held on Monday 10 th September 2018 in Inverurie Academy. Present: Ron McKail, Resident of Westhill (Chair) [RMc] Alan Sibbald, Monymusk Neighbourhood Watch (Vice-Chair) [AS] Alison McPherson, AVA Community Health in Partnership Officer for Marr [AMc] Margaret Basley, Kemnay Community Council [MB] Heather Watt, Inverurie Community Council [HW] In attendance: Adam Mellis, Partnership Development Officer, Police Scotland Dave Watson, Roadwise Jurgita Mikeleviciute, Roadwise Pam McElhinney, Minute Secretary [PM] Minutes 1. Welcome The Chair welcomed all to the meeting. Action Points 2. Apologies Apologies had been received from Gary Tolometti, Norman Wright, Judy Whyte, Roddy McInnes, Caroline Smith, Justin Drennan/Darren Bruce. 3. Approval of Minutes of 6 th July 2018 The minutes were taken to be a true and accurate record of the last meeting. 4. Matters Arising Funding Application Underage Drinking Posters Previously Darren Bruce enquired about funding for 80 posters to be displayed in shops and off licences throughout Garioch highlighting that it is an offence to supply alcohol to people under 18 years old. Cost of posters 2.50 each x 80 = 200. Group members approved this funding request however the form has not been returned therefore funds cannot be granted yet. Darren Bruce to send RMc electronic copy of the poster. Action: Adam Mellis to follow up. AMel Funding Application: I Bike Project Sustrans (Phil Thornley) The next phase of the I Bike project is focusing on rider safety especially helmets. A stock of fluorescent green helmets, headlamps, an additional 16 reflective jackets, reflective rucksack covers, and other items to make bicycles visible in low light would cost 780. An application form for 500 (maximum) will be completed and sent to group members by for consideration.
2 Previous Action Point: Phil to send AS new photograph and paragraph about for CSG website. PM to PT to ask for photos and update. PT PM ICE In case of Emergency AS has been promoting an easy was to have In Case of Emergency (ICE) contacts added to your mobile phone so that they can be viewed even if the handset is locked. AS added to website & FB and reached 500 people already. 5. Chair s Report CSG Stalls at Local Events Community Safety Event Insch: Ron, Alan, Judy and Cllr Alison Auld attended. Learning Festival Kemnay: Ron, Alan, Judy and Pam attended. Both events were a good opportunity to meet and exchange ideas with other community groups, charities and Police and Fire Service. Unfortunately neither event was well attended by the public. Inverurie Community Groups event Inverurie Community Council are organising a networking event for Community Groups in the area. The CSG has been invited. The event Groupfest takes place on Sat 3 rd November in Inverurie Town Hall between 9am and 4pm. Safety Initiative for Elderly Drivers Road Safety North East Scotland (RSNES) are inviting drivers aged 65 and over to have their driving checked as part of the Milestones initiative. Inverurie and District Driving Schools Association (IDDSA) are taking part in a pilot scheme which will see older drivers have their driving standard reviewed by a Driving Instructor for a set fee. AVA will raise this at the Health and Social Care Partnership meeting in October. Group would like to be involved. Pass Plus Westhill and Elrick Community Council potentially giving 1000 for Pass Plus (only in the Westhill Area). MB to bring this to Kemnay Community Council in case they are interested in a similar grant for Kemnay residents. Could be promoted in Kemnay Community Association newsletter or via driving instructors. Adam Mellis offered to talk to traffic officers about promoting Pass Plus to young drivers the police know of who may benefit. 6. Road Wise Driver Training Dave Watson and Jurgita Mikeleviciute from Roadwise attended the meeting and gave a presentation about Roadwise, a driver training and road safety company based in Aberdeen. MB AMel Roadwise was set up in 1994 by Dave. Roadwise is linked with Rrrrallye (Keith Based charity) which supports youngsters age to take part in Youth Drive road safety events. As part of the Pre 17 training, pupils get to drive cars in an off road environment where they can learn to control the vehicle, without the distraction of other traffic, pedestrians etc. Young drivers aged are given vouchers for Advanced Driving and Skid
3 courses. Roadwise also trains young people in Aberdeen city at weekends in the AECC car park, and runs Fuel Good energy saving short courses. Roadwise instructors always conduct the Pass Plus course in 1 x 6 hour lesson. They follow a certain route from Aberdeen Dundee which covers all 6 parts of Pass Plus, allowing the driver to gain new skills and increase confidence. The cost is 210. Roadwise is a Community Interest Company (CIC) and profits go to local charity Aberdeen Foyer who work with homeless people. A video or blog to promote Pass Plus to young drivers was discussed. It could be shared on social media. Jurgita to ask youngsters currently training to see if they would speak in the video. Speed Awareness courses were discussed and some group members would like to see drivers caught speeding giving the option to complete a course such as Pass Plus instead of automatically receiving points on their licence. Adam Mellis to look into suggestion Action: Jurgita and CSG to decide on questions to ask Pass Plus pupils for potential video. RMc to ask MPs / MSPs RMc to send contact details for MPs to Dave and he will contact them too. JM/All RMc RMc 7. Police Report A report by Darren Bruce was read out. Our main work at this time continues to focus on both Drugs and Antisocial Behaviour across Garioch. In respect of Drugs, we have been heavily involved in enforcement action at Warrants at several location across our area in recent week. Such targeting causes disruption, takes drugs from our streets and also allow us to apprehend and charge those responsible. Operation Bayswater is the name we have given to our actions to tackle Antisocial Behaviour. We hope to release our positive findings over the next few weeks. These are from the work we have done over the summer months to ensure our communities are not having to suffer as a result of the inconsiderate. Justin is actually leading on that piece of work for us. It has involved a huge level engagement with a host of young people. Police had been feeling that proactive work was required from the partner agencies to provide the right kind of activities for young people. Working with Aberdeenshire Council, funding has been secured to have Aberdeen Football Club provide a program of activities in the near future. Additionally, Community Learning (CLD) have agreed that there is a place for them in a process whereby Police will refer young people to them for 1 to 1 support. In an attempt to reduce their ASB. 8. Community Safety Network Update The next CSN meeting is on 24 th September. 9. Community Safety Executive Update There was no meeting to report. 10. Community Planning Update Garioch
4 A meeting took place on 29 th August. The new Community Planning Officer, Caroline Smith, had sent an update by . The Local Community Planning group are looking at how to improve communications within the local networks, one suggestion was the development of a facebook page, it would be good to link up with the Community Safety website to ensure we are not duplicating what is already on offer in the local area. A short life working group has been pulled together to look at referral processes for reporting any emerging issues for the Police and Fire when conducting home safety visits or any local incidents of ASB issues, the aim of this group is to ensure we have clear and shared reporting process with the appropriate services. 11. Community Planning Update Marr There was no meeting to report. 12. Treasurer s Report There was no financial report at this meeting. 13. Website Report The website report for August 2018 was presented, it showed that there had been 6,341 visits to the website, equivalent to 204 per day. Over the past twelve-month period (September 2017 to August 2018 inclusive), the web site received a total of 81,077 visits There were only 174 foreign language versions of Guide to Working in the North- East of Scotland, which is 59 fewer than the month before. The grand total is 77,946. Most significant information added: Several scam warnings, Local Car Thefts Warning; Student Safety Campaign, ICE - In Case of Emergency. 14. Correspondence correspondence to group members since the last meeting included: Police Scotland - Community Survey 15. AOCB Inverurie Pedestrian Crossing Plans for a new pedestrian crossing at Burn Lane (near Fennel restaurant) have been approved. Kemnay Parking Issues Parking issues (often on double yellow lines or on pavements) on Station Road outside Coop were discussed. If cars park on zigzag lines, or park dangerously it is a police matter, otherwise council issue. 16. Dates of future meetings It was agreed that the next meeting would take place on:
