Yorkhill Green Spaces application to the area partnership is still awaiting a decision. 4. Minerva Street attempted break-in, window boxes damaged. G. Carre motions to invite the Police Scotland Inspector to attend our meeting due to lack of patrols/attention within our community.

Planning Sub Committee Report John Gerrard Report attached Argyle Street application to be turned into a restaurant support in principle so asked the City Council to ensure there would be adequate food waste storage. A pre-planning application for the Nuffield Gym on Minerva Way for flats has been received. A public consultation event is to be held at the Radisson Red, 20 th February Cleansing Sub Committee Report Neil McPherson No report due to members being busy with other commitments. The Argyle Street pedestrian crossing, over from Sainsbury s Local, has building waste being dumped. This has been reported as fly tipping. The situation will be monitored. Commercial bins outside the Band Stand, we have questioned whether Glasgow Life can store these bins here following the changes to the commercial bins. The back courts between Argyle and Sauchiehall Street are full of refuse. Discussion with the enforcement officer to ascertain what can be done. New public litter bins massive benefit for our community. Discussions relating to challenging those who drop litter or allow their dogs to foul and not clear the waste. However, the public are urged to be careful and keep themselves safe if they do approach people. Remember not to take pictures of people. Our Community Council would like litter enforcement officer to patrol our streets. Particular focus should be on event nights at the SEC/ SSE Hydro. Discussions surrounding the issuing of littering fines and the high number which remain unpaid. This refers to a Glasgow Live article which should 80% of tickets issued being in Anderston/Yorkhill/City ward. Most of these tickets will be issued within the city centre, not our area. Clayslaps Road back courts the bin area have gates which are locked and will stop any further fly tipping. 1 member of the public asked for the positioning of the Corunna Street public litter bin to be moved. Request food waste update a number of streets have not had their food waste collected.

3 7. AirBnB Our approach to Airbnb properties following the tightening of enforcement by Glasgow City Council is to raise only those properties which cause a nuisance for neighbours. Residents can their concerns to yokecoco@gmail.com Our Community Council will support anyone who requires support with enforcement. For clarity, the Glasgow City Council Planning policy is clear that if the whole property is rented and if the flats front door exits into the close and not onto the street, then the whole flat is forbidden to be rented on Airbnb. We also acknowledge that some Airbnb properties are being managed in a professional & responsible manner. 8. Dockyard Social Update The venue has been closed sometime and we are aware there is a Provisional application with licensing due to be heard. No more occasional licenses will be applied for. Scottish Fire and Rescue advised some improvements which were undertaken through December There is no plan to trade until all licensing and planning is complete. The venue is expected to re-open subject to licensing etc. in 8 to 10 weeks. The bins which were positioned by the Dockyard Social do not belong to them, but instead to the Dry Gate brewery which are located next door. Gavin Carre will take up the matter with Dry Gate. 9. Community Campaigns Area Map Indicating local businesses/attractions/community groups within our area, the map is being funded by local businesses to cover the artistic costs. Money is still being received from businesses and we hope to have it operational in the next few months. The map will be distributed in paper at hotels/businesses/skypark and also online through its own website and through the SEC/ Glasgow Live etc. Cycling Village We are progressing with the Sustans Community Links Plus application for our Cycle Village proposal. The first community led proposal in Scotland. The aim is to get more people walking/cycling, improve the public realm appearance whilst making the streets safer for everyone to navigate. The proposal will also give our community an identity. Consultation is ongoing with numerous groups. We have passed stage one and are now progressing with stage 2. Our bid is sponsored by Glasgow City Council. Currently, 50,000 has been released by Sustrans to Glasgow City Council for traffic

4 modelling. The Community Council is organising the consultation working with Housing Associations, religious institutions, schools, nurseries Yorkhill Green Spaces, Glasgow Disability Alliance etc. The Cycle Village proposal is enabling money from other City Council departments to be brought into our community. The first of which will be the Minerva/Argyle/Finnieston Street junction. Residents from Corunna/Minerva Street were present to discuss the proposal. It is noted that whilst the proposal is called a Cycle Village the proposal is actually Everyone s Village. Residents highlighted the need for street clutter to be kept to a minimum no desire for anymore street clutter. 1 resident concerned with regards a marked cycle lane within St Vincent Crescent. The chair mentioned if the cycle lane wasn t possible then another option would be to close the Clydeside Expressway junction by Exhibition Railway station to reduce the traffic through these streets. 1 resident highlighted that this was the first time an explanation of the proposal was heard by them. They highlighted that the Resident Association has only had one meeting. However, the Chair highlighted that a public consultation has taken place in June 2018 which was very well attended. There are 65 streets within our area and St Vincent Crescent, Corunna and Minerva Street Residents Association has been the first resident association we have consulted. 1 resident highlighted Scottish government advisory for 20 mph zone in streets. The chair highlighted that everyone would have an opportunity to share their views once the consultation takes place. Volunteers are needed so please help. 10. Local Councillor Updates Angus Millar LES is changing to Neighbourhoods and Sustainability. There will be a new head of service for the North West. LES is moving to a more district approach, relating to neighbourhoods. Investigations into policing options around the SEC/SSE Hydro. Lighting for Cherry Tree Park, in Kelvinhaugh Street is on the agenda for next weeks Area Partnership. This bid was submitted by Yorkhill Green Spaces. A. Black, highlighted the parking chaos during the Mela. A Millar indicated the City Council was actively trying to share events around the city. Gilbert Street to Centurion Way path NHS Estate has appointed an engineer to survey the wall. Once the wall is rebuilt improvements will be made to the path.

5 Philip Braat Regarding parking issues, the organiser for the Mela had assured the City Council that parking had been planned for, but obviously this did not occur - pushing for greater engagement with the local community. Corunna Bowling Green development an extension was granted for the appeal date to ensure residents have an opportunity to comment. It is hoped the Planning Appeal Committee will refuse the development. AirBnB pushing for separate legislation to ensure enforcement. Glasgow Food Growing strategy a number events planned, one for our community on 28 th February, at the Albany, 11 Queens Crescent. 11. AoB Objectionable events at the SEC over the past month we have had the Irn Bru Carnival resulting in excess litter, anti social behaviour/vandalism by attendees. Discussions regarding approaching the SEC to highlight the effects of these events and to work with Police Scotland to address residents concerns. The consensus was we should approach the SEC. We are looking for new Community Councillors and a Planning sub committee volunteer. 12. Date of next meeting 21st March 2019
