1 PACT PANEL Neighbourhood Policing Team PACT Meeting Minutes Author: Nichola Morley Date: 9 th August 2011 Location: Meeting Room at York Police Station 1. APOLOGIES: None 3. INTRODUCTIONS: Inspector Metcalf opened the meeting and welcomed everyone present. TM then proposed the next meeting to be held in 8 weeks to be the last PACT Panel meeting as the Tactical Meeting held in Leeds for TOC Managers covers the issues raised in the panel meetings. All members of the Panel Meetings who have attended in the last 12 months will be sent a letter informing of the changes and how they can engage in the future, as well as the opportunity to raise any objections. 2 Y ORK SOUTH SECTOR Fly tipping The Neighbourhood Policing Team has worked closely with Network Rail and the Environmental Agency regarding fly tipping, one person has been identified and is currently being dealt with for numerous offences by the environment agency. Operation Connection TM advised the Operation Connection questionnaire is ready to roll out to the TOC s, this will be given to each member of staff on a one-to-one basis and is a long term commitment to be undertaken over the next 18 months. SR and EH discussed distributing the questionnaires at Safety briefs. SR to send EH a copy of the questionnaire. Graffiti Graffiti has appeared in the toilets on platform 2 on an almost daily basis. Paulo at East Coast is making enquiries to have a monitor positioned outside the toilets. LC advised that a clear image would have to be recorded in order to deter offenders therefore the installation of CCTV would be more beneficial to be coupled with a monitor. SR to investigate further and relay this advice to Paola at East Coast. The meeting agreed for a PSP for Graffiti. ACTION: CG TO SUPPLY SR EXACT DETAILS OF GRAFSTOP SO THAT EAST COAST ARE AWARE OF A TRIED AND TESTED ANTI GRAFFITTI PRODUCT RECOMMENDED BY NWR. 3 Smoking Following complaints to members of staff East Coast are going to provide more floor signs for the station. Ebor Races NPT will provide a presence at the barrier and support the additional staff provided by the TOCs. Cycle System/Automatic Gate East Coast to erect new signage, LH requested for the signage to instruct cyclists to dismount before going onto the station platforms. LH asked for the automatic gates to be checked at night time to ensure they are been locked. EH suggested Station Announcements. D ONCASTER SOUTH SECTOR Cycle Thefts SR explained the NPT have patrolled the cycle racks day and night for a couple of weeks and the problem is reduced. The PSP is to be closed. Solving Plan Progress Owner Doncaster Cycle Thefts To be closed PI Bridges N EWARK SOUTH SECTOR Parking in the Drop Off Zone SR advised the meeting there is a problem at the front of the station with parking in the drop off zone and staff getting abused and into arguments. East Coast are displaying improved posters. SR suggested and the meeting accepted that the PSP is to continue for a further 8 weeks. TM explained when PSP s are closed support is still available. 4 Solving Plan Progress Newark Parking in the Drop Off Zone Ongoing for a further 8 weeks Owner PI Bridges RETFORD SOUTH SECTOR Cycle Thefts There have been a number of cycle thefts recently at Retford Station and an officer has been assigned to investigate the theft of cycles at Retford Railway Station. ECML NPT officers are aware of this and are providing extra patrols of the station. NEWCASTLE NORTH SECTOR PSP East Coast Trains from Scotland SR advised the meeting the NPT have travelled on the train for 8 weeks to monitor anti social behaviour and the PSP has now been closed. 5 Samaritans Course Network Rail has invested 5 million to reduce the number of fatalities by 20% over the next 5 years and are funding a course run by the Samaritans. EH advised the meeting that TPE Managers have been briefed and Instructors and front line staff are to follow. SS suggested front line staff need to be trained first. SR would like the courses to be mixed with TOC and BTP staff in order to get the most out of the course and to see things from the perspective of others who may become involved in such a situation. EH and SR discussed that Tuesdays might be a day common to all parties to undertake the one day course. EM expressed Bradford would be a better location for Grand Central staff. Anti Social Behaviour at Ticket Barrier Station staff are experiencing verbal abuse at the ticket barrier on Newcastle Railway Station on match days. The station manager Louise Rutherford has agreed to open the Excess Fares window for 2 hours prior to the match. BTP Press/Media Department is currently compiling a friendly but stern message to be forwarded to football clubs for publishing on their websites. Durham Trespass Incidents of trespass at Durham Railway Station on Friday and Saturday evenings are not being reported to BTP. It was raised at the PACT Group meeting last week that instances are on the increase. TM expressed it was important to get actions to East Coast Managers to prevent any incidents. LC is currently compiling reports to East Coast for each of their stations and she is going to include this in the Durham report. SR recommended a PSP. (Yes/No) Yes Trespass Durham Railway Station PI Bridges Yes ANY OTHER ISSUES Community Project Safe Haven SR attended a knife crime seminar last year where some excellent community safety projects were presented. It was discussed with the meeting that a community project called City Safe Haven which has been set up by the parents of Jimmy Mizen a young person who was killed in a horrific attack in South London in The project is simply an agreement or undertaking involving retailers at their premises who commit to provide refuge to young people who are running away from danger. The retailer would display a logo sticker in the window of their premises. They would agree to call the Police, call a parent and offer safe refuge. City Safe Haven has been adopted in Liverpool but has never been done at a train station and SR would like to set it up at Doncaster and Newcastle. TM advised SR to link in with PC Wareing School Liaison Officer. LC has received the plans for the real ale pub, the York Tap which will open on York Railway Station. LC advised the plans include a lot of seating which contributes to a civilised atmosphere and as long as it is well designed and manager no major problems are envisaged. EM discussed the Friday/Saturday evening services between York and Middlesbrough and said since security have patrolled the trains there have been no physical assaults. The current security company is called Phoenix Security. PC Andrews is going to give staff training on Thursdays and SR offered Spit Kit training in addition. Page of 7 6
7 EH raised there are two York to Scarborough services on weekend evenings, the 2043 hrs and the 2209 hrs service which are becoming troublesome. FTPE have a new poster and have re-iterated to staff to report any incidents. CG nothing further to add. TM advised the meeting she will shortly be holding interviews for the North East Area Independent Advisory Group (previously known as the Citizen Panel.) The NEIAG advised BTP how to engage with the local community and also give good points of contact within the community. 7. DATE OF NEXT MEETING; 8 weeks Page of 7 7
