3 BACKGROUND TO THIS REPORT As from il 2013, the Police and Fire Reform (Scotland) Act 2012 has required Police Scotland to produce and publish a Local Policing Plan (LPP) for each local authority area. The LPP clearly sets out the policing priorities for Perth and Kinross. Performance in relation to the identified policing priorities is monitored and reviewed internally on a weekly basis. Quarterly reports are produced to allow scrutiny by Perth and Kinross Housing and Communities Committee. This report covers the period from 14 th ember to 31 st ember and provides a synopsis of our performance against the Local Policing Plan priorities for Perth and Kinross, these priorities being Putting Victims at the heart of what we do, tackling crime and antisocial behaviour, protecting vulnerable people and maintaining public safety. The report also includes performance figures for Quarter 3. 3

4 Putting Victims At The Heart of What We Do Putting Victims at the heart of what we do is a key priority in Perth and Kinross. Reacting to an incident is part of the picture however tackling an issue holistically with partners provides a longer term solution to some of the issues faced within communities. Hate incidents are reported to Police Scotland and due to their nature are investigated robustly. On 24 th ember a hate crime incident was reported at a retail premsies within Perth city centre as a result of the inviestigation a 24 year old local male was arrested for a racially motivated crime. Domestic incidents reported to Police Scotland regularly require support from our partners both internally and externally. Stalking of former or current partners are rigorously investigated and are prioritised due to the nature of these incidents. A stalking incident was reported in Kinross that occurred over the reporting period. Following an investigation, with the assistance of partners and the recovery of crucial evidence a 49 year old male from Perth was arrested for this offence. In addition, Non Harassment Orders are applied by Courts to offenders and provide protection to vulnerable victims. Breaches of Non Harassment Orders are prioritised to ensure that the victim remains protected by the Order. A breach of such an Order took place in the reporting period in Rattray. Following an investigation, a 43 year old local male was arrested for the offence. 4

5 Tackling Crime and ASB Tackling crime and anti-social behaviour are key priorities for Perth and Kinross LPA. By swiftly responding to anti-social behaviour we understand that it will prevent repetition of incidents. An Action Plan has been created to tackle reported shoplifting in Perth City Centre including support from partners, a media strategy and continued throughout the Festive period. There were additional patrols within Perth City Centre for the Festive Period to support both the Daytime and the Night-time Economy. On the 23 rd ember a murder occurred in Wallace Court, Perth. The victim was a 39 year old male originally from Poland. The accused, a 19 year old male originally from Poland, was traced a short time later by officers on patrol. This matter is the subject of a report to the Procurator Fiscal with dedicated national resources from the Major Investigation Team leading the investigation. For the reporting period there have been 15 crimes at HMP Perth, 7 of which are related to drugs. There were two drug supply offences reported for the period relating to the same individual. A 58 year old female from Glasgow was traced attempting to supply both cocaine and heroin to the value of over 10,000 at the prison. On 28 th ember a male was arrested for a serious assault within the prison, with the victim being punched leading to permanent injury. During the early hours of the morning on the 24 th ember, a resident near to Well Pharmacy, Rannoch Road, Perth reported a possible crime in progress. A quick response by officers traced a 39 year old local male inside. As a result the male was arrested and has been reported to the Procurator Fiscal for this crime. 5

6 Protecting Vulnerable People The Community Hub continues to work closely with partners to protect vulnerable people from crime. Over the Festive period, officers from the Hub engaged with people within the St John s Centre, holding stalls twice weekly providing information and advice. The advice included fraud prevention, protecting personal property and preventative information with regards to bogus crimes. A 19 year old chaotic drug dependent who continually refused intervention from all support agencies in the Perth and Kinross Area. In recent times his presentation has deteriorated and there are ongoing concerns regarding his personal health and it was evident that he is now sleeping rough in the city centre of Perth. A multi-agency meeting was arranged as the risks to his safety had significantly increased and he was assessed as a high risk of death by overdose. The male was arrested on warrant in relation to an unrelated matter and the Community Hub relayed concerns to the crown and his own solicitor. The male was subsequently released with specific bail conditions to reside within supported accommodation where initial intervention could take place by support services. The male failed to adhere to his bail and was quickly arrested by police, his drugs worker was contacted to seize the opportunity to engage with him. Whilst in police custody, he has agreed to engage if released into the community and even if he is remanded in custody he is seeking his worker attend in prison to begin intervention processes. 6

7 Maintaining Public Safety Maintaining public safety is a key priority for Police Scotland. Public safety is not only within communities but also on our roads network as well ensuring safety is for all people who either reside, work or visit Perth and Kinross. On Monday 18/12/ members of the Perth TRPG in partnership with the Safety Camera Partnership carried out a Winter Road Safety and Elderly driver s awareness roadshow within the courtyard of House of Bruar in Northern Perthshire. Officers utilised two roads policing patrol vehicles, a brake reaction tester, eye sight test and the camera van to interact with members of the public to emphasise the winter road safety message. The campaign was warmly welcomed by members of public who engaged with officers, participated in the tests and asked a variety of questions. The public had the opportunity to look at the police vehicles and were shown how to carry out proper Road safety checks. In total there were over 100 members of the public engaged with throughout the day and positive feedback was received form the public and the House of Bruar. For the period between the 14 th and 31 st ember there was one fatality on our roads. On the 20 th ember, at Dunkeld Road, Perth a 20 year old motorcyclist collided with a refuse collection lorry causing fatal injuries. A meeting took place between Inspector Thomson and Perth and Kinross Council to discuss the tactical deployment and operation of snow gritters in North Perthshire to ensure safety of the roads is maintained during the winter period. In addition, the snow contingency plan on the A93 has been reviewed and instigated for the winter period. On 31 st ember with stewards we assisted with the Comrie Flambeaux. The annual event attracted thousands of people including the astronaut Tim Peake. The event passed without incident with attendees saying the experience was out of this world. 7

At this time the use of non-statutory (Consensual) search ceased. The period covered by this report includes searches conducted prior to the introduction of the code.
