1 Neighbourhood Governance Note of Dormers Wells Ward Forum Meeting Thursday, 29 October 2009, 7pm at Greenford Park Residents' Hall, 18 Queens Avenue, Greenford UB6 9BX Present: Councillors Dheer (Chairman), Bagha and Dhami Attendees: 65 people attended with 19 signing the attendance sheet. Councillor Dheer (Chair) welcomed all and introduced Councillors Bagha and Dhami, Ealing council officers. 1. Update on local Dormers Wells issues 1.1) Cllr Dheer thanked KN for his work in resolving the problem with the double-yellow line of Palgrave Road junction with Burns Avenue. 1.2) Cllr Dheer explained the proposed 12-month trial for dual-bay parking for Southall, would affect the following roads in the ward: Alexandra Avenue, South Avenue, Greenford Avenue, Meadow Road and Park View Road. The consultation has been extended from the 2 October to the 23 October, as some residents and businesses did not receive their consultation questionnaire. 1.1) 1.2) Economic Regeneration response: The consulation period has been further extended to 27 November, in order to ensure as many people as possible are aware of the proposed dual-bay parking trial. The results of the consultation should be available mid-december. 1

2 1.3) Cllr Dheer said Dale Road (from Keats Road to Allenby Road) and Osborne Road (Fleming Road to end) were the two roads in the ward that would be resurfaced as part of the Council s 2009/10 Annual Resurfacing programme. Cllr Dheer explained the criteria for resurfacing roads and footpaths were based on priority ratings. 1.4) Cllr Dheer gave an update on the Southall Town centre improvements. He said improvements would include new granite pavings and street furniture beginning from January 2010 to April ) The full programme of roads and footpaths being resurfaced this year are detailed in the council s annual resurfacing programme 2009/2010. Local policing update 2.1) Pc P-R gave a policing update: - The proposed alley gates for the alley next to 2 Greenford Avenue were rejected due to the gates preventing access for services to premises above the shops. - The SNT had met with Greenford Avenue residents and a police crime prevention officer to survey the problem area. As a result, the police would install a CCTV camera to monitor the area, warning signs would be displayed and extra police patrols would be made - Post anti-social behaviour orders (Asbo) would be given to people caught soliciting, banning them from loitering around the area - Pc P-R said the current Dormers Wells ward priorities were: Anti-social behaviour in Golflinks Estate Operation blunt tackling knife crime Dangerous dog enforcement 2.2) A resident said he was aware a meeting was to be arranged between the SNT and Greenford Avenue residents for further discussion regarding the problem alley way. 2.1) Dormers Wells Safer Neighbourhood Team Southall Police Station, 67 High Street, Southall, UB1 3HG Tel: (020) DormersWells.snt@met.police.uk 2.2) Cllr Dheer asked the resident to invite the ward Cllrs when the meeting arrangements were finalised. 2

3 2.3) A resident of Alexander Road said prostitution was also a problem in this road and asked the SNT to do more to tackle this problem. 2.3) 3. Public forum 3.1) A resident asked for the bus stops outside the Hindu temple at the junction of Lady Margaret Road and The Broadway to be relocated. 3.2) A resident asked what would happen to local GP services in Greenford Road, as the current GP was retiring. 3.1) Cllr Dheer said Transport for London (TfL) has control over bus stop locations and not the Council. 3.2) Cllr Dheer said he would write to Ealing PCT regarding this matter. - KN advised that residents can contact NHS Ealing directly and provided the following contact details: Marie Pemberton - NHS Ealing 1 Armstrong Way, Southall, Middlesex, UB2 4SA Tel: Marie.pemberton@nhs.net 4. Southall dual parking bays 4.1) A resident of Park View Road said she and fellow neighbours opposed the idea of dual-bay parking in Park View Road and presented two copies of a petition signed by 35 residents against the trial to the ward councillors and the Council. She said Park View Road residents were unaware of the consultation until they received the Neighbourhood News ward forum newsletter. 4.2) Cllr Dheer explained the 12-month dual-bay parking trial was put forward due to a recent survey undertaken by the Council. The survey highlighted available parking spaces on the proposed roads were under used. 4.3) A resident of Alexandra Avenue said business employees were taking parking places along his street at all times of the day, leaving residents without the ability to park in front of their homes. 4.1) Economic Regeneration received the petition. - Cllr Dheer said ward councillors would speak to the Council portfolio holder as a result of residents concerns. 4.2) 4.3) 3

Dormers Wells Environmental Crime report 5.1) Julie McDonald (JM) explained her role as Dormers Wells Enviro-crime officer, is dealing with: nuisance and abandoned vehicles cars for sale on the public carriageway commercial waste from shops skip permits/skip lighting graffiti removal and flyposting. JM said the current status of enviro-crime in the ward is: the total amount of nuisance and abandoned vehicles is down and there are less cars for sales in the ward graffiti removal has temporarily been reduced, due to the leafing removal season. 5.2) A resident of Masefield Avenue said he was experiencing environmental problems, due to a neighbours house extension. The ongoing work was resulting in an overgrowth of foliage and an increase in vermin, as a result of dumped waste. 5.3) A resident said there was fly-tipping in a 20ft area owned by Thames Water between Queens Avenue and Princes Avenue and asked if this could be turned into a community allotments. 5.1) JM advised residents to call in Enviro-crime issues to the Council s customer services: Ealing Customer Services Perceval House, 14/16 Uxbridge Road, Ealing Opening hours: Mon-Fri, 9am-5pm Tel: (020) customers@ealing.gov.uk 5.2) JM said she is currently investigating this ongoing case. - Cllr Dheer said the ward councillors would visit the resident to assess the situation. 5.3) 6. Dormers Wells Ward Forum Spending Recommendations 6.1) Cllr Dheer introduced the Dormers Wells Spending Recommendations Report incorporating the proposals put forward by residents at previous ward forums. He explained that a budget of 40,000 is available which includes 30,000 capital budget and 10,000 revenue budget. 6.2) Cllr Dheer said due to alley gate project in Greenford Avenue unable to proceed, there was 3k of the 2008/09 ward forum budget outstanding. 6.3) A resident said he met with the Council Trees officers and as a result, 30 possible sites have been identified in Dormers Wells ward as locations for new trees. 6.1) To read the full report and appendices, visit the council website: and select the Dormers Wells page. 6.2) Ward councillors recommended the outstanding 3k be used to fund additional trees as agreed in 2008/09 ward forum cycle. 5 6.4) Item 1 - Minor Parking Schemes 6.4) KN to investigate length of waiting restrictions on Burns A resident of Burns Avenue asked why the waiting restrictions Avenue and Palgrave Avenue. were placed in Palgrave Avenue. He said there was extra pressure for local parking spaces due to police staff parking at all times for their shifts. He asked what was the standard length of yellow-lines as he had measured the line and it was too long. - Cllr Dheer explained the waiting restrictions were due to problems of parked cars at the junction with Burns Avenue and Palgrave Avenue. 6.5) Item 2 Dormers Wells Alley Gating 6.5) The proposed alley-gates for Northcote Avenue was rejected. Cllr Dheer proposed the alleyways between 90 Queens Avenue and 52 Princes Avenue, between 38/40 Queens Avenue and between 96/98 Burns Avenue receive alley gates. 6.6) A resident asked if the keys to existing alley gates were the 6.6) Query forwarded to Community Safety Team. same for each gate. 6.7) A resident thanked the ward forum for supporting the redevelopment of Queens Avenue Park Residents Hall. He asked if the forum could assist with 2,000 for installation of disabled toilets and provision of gas services for the hall. 6.8) Brad Decker (BD) proposed installing fencing along Springdale, at the junction of Greenford Road with Uxbridge Road. 6.9) A resident asked for the ward forum to fund a public awareness campaign regarding vermin in Around Ealing. 6.10) A resident suggested planting a hawthorn hedge in Dormers Wells Lane and more trees around the ward. 7. Date of the Next Meeting 6.7) To be recommended. Councillor Dheer suggested the next ward forum again be held in Queens Avenue Park Residents Hall. 6.8) To be recommended. 6.9) Page 31 in the November 2009 edition of the Around Ealing magazine provides information of dealing with rodent activity and contact details for the Council s pest control section. 6.10) To be recommended. The next ward forum meeting is scheduled for 28 January 2010, in Queens Avenue Park Residents Hall, 18 Queens Avenue. The meeting concluded at 9.10pm. 5
