1 Project Catenary B Replacement Utility Work at Rowayton Avenue Early in the project it was determined that the electric, telephone, and cable TV services hanger from the existing Rowayton Avenue bridge could not remain in place as the bridge could not be demolished and reconstructed with these interferences. Through coordination with the City of Norwalk, CTDOT, and the utilities, it was determined that the services would be installed underground in the roadway of Rowayton Avenue. It was the responsibility of CL&P, SNET, and Cablevision to install their underground duct banks to carry the services from existing poles north and south of the bridge. order. He indicated CL&P would relocate existing utilities, if necessary, prior to the start of construction. Mr. Petschauer asked if the project work scope included removal of an existing stone wall located north of the railroad station entrance driveway. Mr. Proto stated the proposed road construction does not extend north of the north entrance driveway. 2. Mr. Elliott stated the project work scope includes roadway lowering and reconstruction of the existing railroad bridge over Rowayton Avenue. Mr. Elliott described the proposed bridge reconstruction work. Demolition and reconstruction of the bridge will proceed in stages starting with track 3 on the north side and progressing southward to track 4. The bridge renovation work will be completed in four years. 3. Mr. Petschauer stated the existing feeders located under the existing bridge are 13 thousand volts and a 10-foot minimum separating distance for operating equipment is required. He asked if the bridge renovation work could be performed with the feeders left in place and deenergized for short periods of time. Mr. Church stated working around the existing feeders would be difficult given the fact that cranes and other heavy equipment will be required to perform the construction work. Mr. Church stated he would discuss this option with the Manafort Brothers superintendent. 4. Mr. Petschauer asked if the work includes a road closure for Rowayton Avenue. Mr. Lenhardt stated the work does include a detour route for the road work. Mr. Elliott indicated a total road closure for paving Rowayton Avenue is included in the contract with a detour from Hunt Street to Devils Garden Road. The road may be closed for seven days during a

3 CL&P Meeting Rowayton Avenue Page 2 February 10, 2005 non holiday week. This may be the right opportunity for CL&P to relocate the feeders below grade. 5. After discussing several options for re-routing/relocating the feeders, it was determined the most efficient method is to relocate the feeders permanently below grade. Mr. Church will review the options with the superintendent and contact Mr. Petschauer. 6. There was also a discussion about the two existing utility poles (SNET # 608 and CL&P # 3469) located on the south and north sides of the bridge. Relocation of these poles will be assessed further when the feeders are relocated. Mr. Petschauer stated the pole mounted luminaries must be maintained throughout the project duration. The meeting was adjourned at 10:00 AM. Sullivan CDOT Rails DISCUSSION: 1. Mr. Proto opened the meeting and asked Mr. Church to update the construction schedule for Monroe Street. Mr. Church stated that Manafort Brothers, Inc. (MBI) will install the utility trench shoring and an electrical vault this week. They will begin the electrical duct bank after the electrical vaults are set. He stated MBI has excavated the utility trench to a depth of 4 feet. He noted the controlled material stored at the waste stockpile area has been hauled for disposal. He stated MBI will work on the water main after the duct bank, which should take approximately 3 weeks. Mr. Church stated all utilities will be placed inside the trench and be backfilled within a six week period. Mr. Logie stated the water main piping within the trench is a straight pipe run. He noted the water main may be in service on the east side of the bridge. 2. Ms. Bruce indicated that Yankee Gas piping material will be delivered to the project site on April 4. She stated the 400 linear feet of 8 inch diameter pipe in 42-foot lengths will require a temporary storage area. Mr. Lenhardt stated the gas line work is a priority in the utility trench work and Mr. Keating will clear an area to store the pipe. Mr. Cominos stated that he may be able to find a storage area for the pipe. 3. Mr. Woloszyn asked for an elevation view of the utility trench, which would show the available space for the gas piping. He stated that Yankee Gas will be placing 2-8 inch diameter gas mains in the trench and requires 12-inch clearance around the pipes. Mr. Church stated the utility trench is wide

5 Utility Meeting Monroe Street Page 2 March 21, 2005 enough to accommodate the piping and the required clearance around the two pipes. Mr. Logie asked when the gas main work would be performed outside the utility trench limits. Mr. Woloszyn stated that Yankee Gas will install the gas mains inside the trench and continue working on the gas main outside the trench on both side of the bridge. The gas main will connect to the recently installed stub west of the bridge and be tied into a stub located near the new police station. The active gas main under the bridge will than be retired. The gas services on the east side of the bridge will be reconnected to the new gas main. Mr. Woloszyn stated installation of the gas mains inside the trench will take one week. The tie in work on the east and west sides of the trench will take one week each. He stated the gas main will be placed under the electrical duct bank where they cross each other. 4. Mr. Church stated that MBI encountered a 4 inch diameter gas line while installing the police station sanitary sewer lateral. Ms. Bruce stated the gas line was tested and determined to be active. 5. Mr. Cominos stated the electrical service at the proposed electrical vault # 3 is de-energized and grounded. He stated the duct demolition can be performed to install the vault. Mr. Lenhardt stated MBI is concerned about damage to the existing conductors in the conduit and asked if SNEW forces could perform the demolition work. Mr. Cominos stated this work is not included in the original agreement and stated that SNEW will assist the contractor to coordinate the work. Mr. Cominos stated he will not hold the contractor liable for damage to the existing conductors. Mr. Lenhardt asked if SNEW has a safety program for de-energizing services. Mr. Cominos stated the service is locked out and tagged out in accordance with SNEW procedures. Mr. Church asked if the vault was to be re-positioned as SNEW requested. Mr. Proto stated a bulletin was issued making the change. 6. Mr. Sweeney stated the City received calls during temporary power outage last week. Mr. Cominos stated he issued advance notifications for the outage last week and he will issue advance notices when the service is disrupted in the future. Mr. Cominos stated that Central Connecticut Cable will perform the utility work for SNEW. 7. Mr. Cominos asked if the contract included new street lighting on Monroe Street. Mr. Church stated the existing lighting will be maintained during the project and will be replaced with new poles and fixtures later in the project. 8. Mr. Sweeney indicated a discharge permit is required if discharging pretreated water into the sanitary sewer and the City must be informed about is contents. This applies if discharging into the storm sewer as well. 9. Mr. Walters stated Ducci has submitted a proposed plan to construct a 30-foot by 54-foot storage building on Science Road in Norwalk and requested a water service hookup. The water will be used for a decontamination trailer with no discharge to the sewer system. The waste water is collected in a holding tank and removed from the site. Mr. Sweeney stated the property owner must fill out the permit and submit the request to the City. Mr. Sullivan stated the building will be built on City property. Mr. Sweeney stated the proposed plan must be approved by City DPW and Common Council and an agreement between the City of Norwalk and Ducci must be generated. Mr. Walters stated Ducci will turn the building over to the City at the end of the project. Mr. Sweeney stated he would look into the issue further. Mr. Elliott suggested using a temporary water service in lieu of a permanent service for the duration of the project. Mr. Logie will look into this request. 10. Mr. Sullivan stated the water main lowering proposed for Rowayton Avenue on a recent letter from SNEW shows the water main to be lowered from stations 13 to 20. He stated this significantly exceeds the catenary B project limits. Mr. Logie stated the limits were based on construction plan sheets. Mr. Brown stated the limits may have been taken from the second phase of the roadway lowering. Mr. Sweeney stated he would furnish a set of phase 2 plans sheets to Mr. Logie. Mr.

6 Utility Meeting Monroe Street Page 3 March 21, 2005 Sullivan asked if SNEW could perform the water main lowering work with their forces. Mr. Logie stated they can do this work but may not want to. This issue will be discussed further. 11. Mr. Spinelli inquired about the relocation of the two utility poles (No & 4178) on Rowayton Avenue. After discussing several options for coordinating the utility work with the project work and the location of the electrical duct bank, it was determined a coordination meeting is needed. A meeting will be scheduled with CL&P, SBC, Cablevision, the City of Norwalk and CTE to discuss service relocations at Rowayton and Darien. All agencies will be notified. 12. Mr. Brown asked how long Monroe Street would be used as a one-way street. Mr. Lenhardt stated the one-way will remain in effect for the duration of the utility trench work. Mr. Sweeney inquired about the one-way traffic on Railroad Station Drive. Mr. Lenhardt stated the Do Not Enter sign installed by the City have been effective. 13. Mr. Spinelli inquired about the proposed work for the Route 1 Darien Bridge because Cablevision has a utility service attached to the underside of the bridge structure. Mr. Elliott stated SBC has a duct bank located under the roadway. This item will also be discussed at a future site meeting. The next Utility meeting will be held on Monday, April 18, 2005, at 1:00 PM in the South Norwalk Electric & Water Office, One State Street, Norwalk. The meeting was adjourned at 2:05 PM. Sullivan CDOT Rails Mr. Proto stated the purpose of the meeting is to review Manafort s proposed roadway lowering/bridge reconstruction schedule and coordinate this work with the existing utility relocation work. Mr. Church stated Manafort will begin roadway lowering in late August of this year. He stated the overhead electric and cable TV wires must be relocated by late August so as to not impact the project schedule. 2. Mr. Proto asked Mr. Logie if SNEW was going to relocate the 8 inch water main using their forces. Mr. Logie stated that SNEW forces will not perform the water main relocation work. Mr. Sullivan asked if SNEW could solicit bids to perform the relocation work. Mr. Logie stated the bidding process will require approximately six weeks. Mr. Logie stated he would research if isolation values exist to facilitate the relocation work. This issue will be discussed further. 3. Mr. Romano stated CL&P will install the electrical duct bank for the electrical service from pole number 605 to pole number 608. He indicated CL&P will put the trenching and duct bank portions of the work out to bid and CL&P will do the wire work. Mr. Elliott stated the work must be completed by late August/early September. As part of CL&P s utility relocation work, pole number 3469 will be removed, which contains a light fixture. Mr. Sweeney stated that temporary lighting will be required until the new permanent lighting is

8 Rowayton Avenue Utilities 2 March 31, 2005 installed. Mr. Sweeney distributed plans for the second phase of the Rowayton Avenue lowering work. 4. Mr. Sherman stated that SBC will install a buried duct bank from pole numbers 611 to 605. He stated there may be an aerial trespass issue at pole number 608 for the two service drops. Mr. Lenhardt asked if pole number 608 could remain in place since it is not in the work zone. After further review, it appears the guy anchors for pole 608 do fall within the proposed work zone. 5. Mr. Sherman stated the sequence for the existing utility relocations is CL&P, Cablevision, and SBC. He stated the duct bank must be concrete encased and a 3-foot minimum separating distance is required between the SBC duct bank and the electrical duct bank. Mr. Sherman provided an as- built drawing of the existing telephone duct bank, which also shows an abandoned telephone duct bank located at the eastern side of the roadway. Mr. Von Hone asked if there is a minimum clearance requirement for the telephone duct banks to the railroad. Mr. Sherman stated there is no clearance requirement however SBC must notify Metro-North before work is performed under the railroad tracks. 6. Mr. Sherman stated the SBC duct bank will be either 2 over 2 conducts or 3 over 2 conduits dependent upon Cablevision s need for a conduit. He stated that Cablevision may use SBC s abandoned duct bank if they want. Mr. Sherman asked when SBC could begin doing their duct bank work. Mr. Sweeney stated he would look into this issue. 7. After reviewing the location of the existing utilities (water main, storm and sanitary sewers and telephone duct banks) and discussing the proposed location for the new water main, electrical, telephone and cable TV it was noted that very little space is available for the relocation of the utilities. Additional meetings will be scheduled to further review the utilities. The meeting was adjourned at 11:05 AM. Sullivan CDOT Rails DISCUSSION: 1. Mr. Proto opened the meeting and asked Mr. Keating to update the construction schedule for Monroe Street. Mr. Keating stated that Manafort Brothers, Inc. (MBI) is installing the electrical duct bank on the east side of the Monroe Street Bridge. He stated MBI will begin the water main tie-in work after the duct bank. Mr. Keating stated MBI will then lower the roadway and make the water service connection for the railroad station. Mr. Lenhardt stated the railroad station service connection should be lowered when tying to the new water main. Mr. Logie stated the connection to the new water main must be a live tap. 2. Mr. Cominos stated SNEW will coordinate with Central Connecticut Cable to begin the wire work when MBI completes the duct bank work. Mr. Cominos stated it is acceptable to adjust the duct bank s entry into the existing electrical vaults as needed. Mr. Cominos stated another site contractor recently damaged a site lighting feeder west of the bridge. The encounter has temporarily deenergized a site lighting fixture. Mr. Cominos stated the power will be restored as soon as possible. Mr. Lenhardt stated site lighting must be maintained at all times during the project. Mr. Keating asked if the project could assist with providing temporary site lighting to the area. Mr. Cominos stated the power would be restored by the end of the week. Mr. Cominos stated SNEW must be notified immediately if or when an electrical conduit is encountered or damaged. 3. Mr. Cominos stated the two additional electrical handholes for Monroe Street are available for installation. Mr. Sullivan stated a letter should be sent to Sohrab Afrazi at CDOT Utilities Section regarding the additional handholes. Mr. Cominos stated the letter is drafted and will be sent soon. Mr. Sullivan requested a copy of the letter. He also indicated the request for the additional work at the

10 Utility Meeting Monroe Street Page 2 May 16, 2005 Railroad Driveway transformer must be sent to Robert Pettinicchi. Mr. Proto will supply Mr. Pettinicchi s mailing address. 4. Mr. Lenhardt asked if the meeting minutes could be used as the notice for the additional work at the transformer. Mr. Elliott stated it is acceptable provided there are no existing contract items to perform the work. Mr. Cominos asked when the new site lighting would be installed through the project. Mr. Lenhardt stated the new lighting will be installed in phase 3 of the project, approximately three years from now. Mr. Masheck stated he has made several attempts to inform Metro-North of the upcoming service disruption to the platform lighting. After the meeting Mr. Proto notified Metro-North of the issue. 5. Ms. Bruce stated the remaining work for Yankee Gas on Monroe Street includes the retirement of the 4 inch cast iron gas main and a service connection to 24 Monroe Street. She stated this work would be completed next week. Mr. Elliott asked if the retired gas lines are removed. Ms. Bruce stated the gas lines are cap and left in place. 6. Mr. Sweeney provided a concept drawing for the final pavement markings on Monroe Street. He stated Monroe Street will be changed back to a two-way street at its final configuration. Mr. Brown will review the concept drawing and asked if the contract item quantity is sufficient to perform the work. Additional item quantity will be incorporated with the change order, if required. Mr. Church requested a copy of the final pavement marking plan. Mr. Sweeny stated Monroe Street can remain one-way during construction, if it benefits the project. However, he will verify this with the City. He stated the police department is concerned about access to Martin Luther King Jr. Drive. Mr. Church will check with the MBI superintendent to see if keeping Monroe Street one-way for an extended period of time benefits the work schedule. 7. Mr. Lenhardt stated the work to install the electrical duct bank from new electrical vault #2 to existing electrical manhole #39 located at the intersection of Monroe Street and Chestnut Street will obstruct the police station driveway. He stated some coordination with the police department will be required. Mr. Keating stated MBI will place barrier at the location to protect the excavation. Mr. Sweeney asked if the work could be performed so as to obstruct only half of the driveway at any given time. Mr. Keating stated he would coordinate the work to minimize impacting the driveway. 8. Mr. Sweeney asked if the utility work adjacent to the police station driveway could be avoided on May 20, as a ribbon cutting ceremony is planned on that day. Mr. Keating stated MBI would work at another location on that day. Mr. Masheck stated Ducci wants to change the duct bank s entry location at the existing #39 manhole. Mr. Lenhardt stated Ducci must submit the proposed alternate plan to the State for review. Mr. Keating stated the existing sanitary manhole located at the intersection on Monroe Street and Chestnut Street may also conflict with the proposed electric duct bank. He stated the utilities coordination in this area must be reviewed further. 9. Mr. Proto stated he spoke to Ken Sherman of SBC regarding the telephone duct bank relocation work at Rowayton Avenue. Mr. Sherman indicated SBC s proposed schedule for advertising the trenching and duct bank may change due to other SBC work. Mr. Proto stated he spoke to Vito Romano of CL&P and their proposed duct bank work for Rowayton Avenue is on schedule for June Ms. Bruce stated Yankee Gas does not have a gas main on Rowayton Avenue, however they may want to install a six or eight inch sleeve on Rowayton Avenue while the project is underway. Mr. Elliott stated there is no room in the roadway and Yankee Gas should wait until after the road is widen and lowered before placing their sleeve. Mr. Brown stated Yankee Gas should take both phases of the Rowayton Avenue project into account when placing the sleeve.

11 Utility Meeting Monroe Street Page 3 May 16, Mr. Proto stated a new eight inch diameter ductile iron water main on Rowayton Avenue will be installed adjacent to the existing eight inch diameter cast iron water main from station to Mr. Logie stated the new water main must be six inches lower than the existing main. The new water main will be encased with vermiculite concrete. Mr. Logie stated SNEW will pressure test and chlorinate the new line as well as perform the tie-in work. 12. Mr. Church stated MBI will be going to Rowayton Avenue soon and they are waiting for the directive from CDOT to do the new water main work. Mr. Keating stated MBI may have another crew assigned to the Rowayton Avenue work. Mr. Sullivan asked for a time frame for issuance of a construction order initiator to the water main work. Mr. Brown stated the COI would be issued in approximately two weeks. 13. Mr. Lenhardt stated that Geo-Design must install the Route 1 Darien Bridge monitoring equipment during the night shift. Mr. Church stated that they will be on site at approximately at 3:00 A.M. on Friday, May 20. They have arranged for Darien police to perform traffic control. Mr. Lenhardt stated they must place signs and other MOT items as needed. The next Utility meeting will be held on Monday, June 20, 2005, at 1:00 PM in the South Norwalk Electric & Water Office, One State Street, Norwalk. The meeting was adjourned at 2:00 PM. Mr. Proto opened the meeting and asked Mr. Church to update the construction progress for Monroe Street. Mr. Church stated Manafort has completed the roadway pavement and line striping work. Manafort is waiting for Ducci to adjust the traffic controller at Martin Luther King Jr. Drive before returning Monroe Street back to two-way traffic. Mr. Church stated Manafort will grade/prep the sidewalks and may pave this week. Mr. Church stated the Rowayton Avenue water main work will begin this week with the capping work. The new water main will be installed next week during the roadway closure. 2. Mr. Penna asked when the water main work would be completed so he could schedule the electrical duct bank work. Mr. Elliott stated the water main will be capped this week and the new water main will be installed during the week of October 24. He noted the water main testing, chlorination, and tie-in would be performed the week of October 31. Mr. Penna stated he will plan on starting the duct bank work the second week on November. Mr. O Toole stated the work scope includes installation of a concrete duct bank on Rowayton Avenue as well as a new manhole on the south side of the bridge. The concrete duct bank consists of four 5-inch diameter conduits buried 5.5 feet below existing grade east of the roadway centerline. Mr. Penna stated the work will take 1-1/2 to 2 weeks. 3. Mr. Penna asked if Rowayton Avenue could be closed during the installation work. Mr. Sweeney stated the road can not be closed and alternating traffic must be maintained at all times through the work area. Mr. Sweeney stated two policemen must be ordered to control traffic movement. Mr. Sweeney stated pedestrian access under the bridge and access to the station parking lots must be maintained at all times.

13 Utility Meeting Monroe Street Page 2 October 17, Mr. Sweeney asked if Penna obtained a permit for the work. Mr. Penna stated they have a permit. Mr. Penna requested meeting be held on site to further discuss the work. A site meeting will be held on October 26, 2005, at 10:00 AM. Mr. Sweeney asked about the paving of the trench beyond the CDOT work limits. Mr. Penna noted they would be paving the trench. 5. Mr. Brown stated a catch basin adjacent the bridge on Route 1 in Darien is filled with sand. Mr. Church stated he would coordinate having the catch basin cleaned out using existing contract items. The next Utility meeting will be scheduled as necessary based on construction progress. The meeting was adjourned at 1:30 PM.
