This newsletter includes an update on both the completed works and the works currently underway for Phase 3. 2 PHASE 3 (ATLANTIC ROAD TO CASA LABIA AND KALK BAY HARBOUR TO CLOVELLY) Martin & East, the appointed Contractor for Phase 3 commenced with construction activities in the northern section (Atlantic Road to Casa Labia) in February The project is scheduled for completion in October
3 1.1 NORTHERN SECTION (ATLANTIC ROAD TO CASA LABIA) PROGRESS: YORK ROAD RAIL CROSSING: In conjunction with Metrorail, the York Road pedestrian rail crossing has been widened and relocated to the south of the existing crossing. The contractor has completed the civil works. Metrorail to install a new sliding gate. PARKING AREA: The surfacing and fencing of the parking area on Metrorail property opposite Casa Labia is also now complete, line marking will follow the erection of the fencing. 1.2 SOUTHERN SECTION (KALK BAY HARBOUR TO WOOLLEY S POOL) WORK IN PROGRESS The embayment on the southbound lane in front of 181 Main Road has been extended and modified in consultation with the Kalk Bay community; this has delayed the completion of the footways by a few days. With the assistance of Revel Donald, a Kalk Bay resident, we have sourced additional stone kerbs to complete this section of road with stone kerbing. All stockpiles of harvested stone kerbing have now been exhausted. The remainder of the road from Woolley s Pool to Clovelly will be completed using precast kerbs and channels. 3
4 WORKS PLANNED FOR THE UPCOMING MONTHS All stone kerbs and channels will be cleaned prior to final surfacing of the southbound (seaside) footway. Both traffic lanes are on Bituminous treated base course (BTB) level and will remain open to two way traffic over the holiday period. A temporary stop/go will be necessary periodically to carry out remedial work in this section prior to the holiday shut down. No routine construction work will take place during the builder s holidays commencing Friday 15 th December until 9 th January SOUTHERN SECTION (WOOLLEY S POOL TO CLOVELLY) CIVIL WORK IN PROGRESS: The 700 water main was completed 22 nd July 2016; this is now supplying the reservoirs in the south. The local 300 diameter distribution main is approximately 65% complete in this section and is planned for completion by the December holiday. Large banks of rock have been encountered impeding progress in this section. The completion of all underground services is forecast to be completed early in Approval has been granted to install a permanent signalised pedestrian crossing near Woolley s Pool. A temporary signalised crossing will be erected in the interim. 4
5 FUTURE WOOLLEY'S POOL SIGNALISED CROSSING POSITION: RETAINING WALL PROGRESS The project included the construction of a new retaining wall up to 6m high and 500m long separating the road and rail reserve in the vicinity of the disused Clovelly Railway Station. The retaining wall is complete and the natural sandstone masonry cladding is nearing completion, the sandstone coping is being dressed and prepared for erection in early A sample section of the pedestrian railing has been installed at the Clovelly end of the stub wall and this will be manufactured and erected during the construction of the seaward footway. The embankment has been planted with indigenous plants and shrubs, watering and maintenance will be undertaken from time to time until the planting is established. 6 WOOLLEY S POOL Safe access to Woolley s Pool is currently not possible from the roadside due to construction activity. Access to Woolley s Pool is not recommended as it is a safety risk during construction. Temporary access will be in place for the holiday period. The Project Team appeals to the community to assist the project team to prevent graffiti on the new stone cladding. Notifications of graffiti can be sent via choosing the Service Requests option on the left hand side of the screen or by contacting law enforcement assistant chief Shaun Smith on or ShaunGraham.Smith@capetown.gov.za. WORKS CURRENTLY IN PROGRESS Roadbed preparation is continuing on the northbound lane and is progressing well; construction of the macadam subbase is underway. WORKS PLANNED FOR THE REMAINDER OF THIS YEAR The reconstruction of the local sewer and house connections at Clovelly corner will take place in the next two weeks. 6
7 2. UPDATED CONSTRUCTION PROGRAMME 7
8 2.1 REMEDIAL WORK TO DERELICT INFRASTRUCTURE AT DISUSED CLOVELLY STATION Environmental Authorisation for the demolition of the old Clovelly Station on the seaward platform was granted on 18 September 2015 by the competent authority, the Department of Environmental Affairs and Development Planning (DEADP). A copy of the Environmental Authorisation is available upon request from Chand Environmental Consultants. This work has been delayed until 2017 pending approval of the method statement and permits from Metrorail. 3. PUBLIC INFORMATION PROCESS (PIP) In an effort to keep communities informed, a Community Liaison Meeting (CLM) is held throughout the construction phase with key stakeholders and a newsletter is distributed to Interested and Affected Parties (I&APs) approximately every three months. The most recent community liaison meeting was held on 15 August 2016 at the Holy Trinity Church in Kalk Bay. A copy of the minutes and presentation from the meeting are available from Chand upon request. Furthermore, update notices are sent to I&APs via and relevant traffic information is sent to local radio stations when necessary. I&APs are also sent emergency notifications as required. PUBLIC LIAISON OFFICER: The Public Liaison Officer is available to the public for on-going engagement and assistance.
