WORKS INFORMATION 2.1 MOWP Authority ORANGE AIRPORT No changes to this Method of Working Plan can be made without the approval of the Airport Manager and Safety Coordinator named in this MOWP. 2.2 Description of work This MOWP covers Airside Works in two areas of the Orange Aerodrome:- Stage 1 (Work Area A) Runway 11/29 is to be extended by 210m to the Northwest. This includes New Pavement, Lighting and Secondary Illuminated Wind Direction Indicator and relocation of Signal Area. Runway 04/22 is to be extended by 135m to the Southwest. Stage 2 (Work Area B) Provide a new apron at the western side of the RPT Apron (including 100m of Taxiway B). This includes Pavement Renewal, Pavement extension and relocation of taxiway lights. 2.3 Execution of Work The project commenced in March 2014 and is expected to be completed by the end of April The actual date and time of commencement of each stage of the works will be notified by NOTAM, which will be issued at least 48 hours before work commences. No two stages can be worked on concurrently Timing, estimated, subject to weather. If dates and times change, a new Notam will be issued advising of these changes. Stage 1 (Work Area A) 24 March 2014 to 18 February 2015 Stage 2 (Work Area B) 19 February 2015 to 2 April Hours of Work The works will be conducted Monday to Friday between the hours of 07:30 and 17:00, with no work on Saturdays, Sundays or public holidays. 3 2.5 Work during inclement Weather ORANGE AIRPORT Work may continue during rain and poor visibility at the discretion of Airport WSO and Safety Co-ordinator. 3. RESTRICTIONS TO AIRCRAFT OPERATIONS 3.1 General Stage 1 (Work Area A) The Western Threshold on Runway 11 will be displaced by 270m for the entire period of the works in this stage. The Take Off Distance Available (TODA) will be reduced to 1727m for Runway 11 and 1676m for Runway 29. The Landing Distance (LDA) on Runway 29 will be reduced to 1606m. The Landing Distance on Runway 11 will be reduced to 1406m, as indicated in Annexure A1. This will be covered by a NOTAM. To achieve the above men and equipment will vacate the western end of the Runway within Work Area A during specific aircraft landing on runway 11 and landing and departing 29 for aircraft over 10,000kg MTOW or other aircraft that make a specific request. Distances RUNWAY TORA TODA ASDA LDA m 1727m 1606m 1406m m 1676m 1606m 1606m The Precision Approach Path Indicator System (PAPI) will not be available on Runway 11 during this stage of the works and will be included in the Notam. Runway 04/22 will be closed during this stage of the works. This will be covered by a NOTAM. Stage 2 (Work Area B) As indicated in Annexure B the Western end of the Apron will be closed for works to be undertaken. Access to the Apron will not be available via Taxiway B. All Ops are to use Taxiway A during this stage. This will be covered by a NOTAM. 3.2 Emergencies During Stage 1 if a pilot declares an inflight emergency then men and equipment will be vacated from the works area and the full runway of 1606m will be available for landing. 4 3.3 NOTAM The actual dates, times of commencement and duration of all work will be confirmed by NOTAM issued at least 48 hours before work commences. The following NOTAM will apply. Pilots are to give advanced radio notification of landing and departure. TXY B not available between RWY and TXY D NOTAMN A YORG B Local Time C XXXXXX E RWY 04/22 closed due WIP. NOTAMN A YORG B XXXXXX Local Time C XXXXXX E PRI IWI & Signal circle relocated to northern side of 11/29. Sec IWI relocated approximately 530m west of PRI IWI. 5 3.4 Marking the Unserviceable Area All work areas will be marked in accordance with the standards in MOS Part 139 Aerodromes Chapter 8 and 9. Standard Unserviceability markers, markings and lights will be provided as shown on Annexures A, B & C. The displaced threshold will be marked by markings and lights as shown on Annexure A. No aircraft, whether under power or tow, is to enter any closed work area unless authorised by WSO. 4. RESTRICTIONS TO THE WORKS ORGANISATION 4.1 General During all stages all works vehicles are to remain behind the limits of work safety area defined by a row of orange cones and orange lights when they are in place. The hours of work on site will be from 07:30 to 17:00 Monday to Friday local time. All plant or works equipment will be kept outside aircraft movement areas and under OLS outside working hours. 4.2 Works Commencement This Method of Working Plan is not an approval to commence works. The Airport Manager or Safety Co-ordinator are the only persons that can approve the commencement of any stage of work 4.3 Access to the Works Site All personnel associated with the work shall be bound by any instructions issued by the WSO who may refuse access to persons likely, in their opinion, to compromise aircraft safety on the aerodrome. All personnel will at all times be required to wear safety vests while in the works area. The maximum height of vehicles and equipment for Stage 1 of the works is to be 4m. Higher vehicles can be used during the works with the permission of the WSO. The vehicles and plant used for these works are to display clearly visible amber rotating beacons. Access to the Works Areas in all three stages shall be via the following:- Stage 1 (Work Area A) All Vehicles and deliveries will be via Gate A as shown on Annexure D Page 5 of 14

6 Stage 2 (Work Area B) All Vehicles and deliveries will be via Gate B as shown on Annexure D There will be an Orange City Council Gate Operator who will be in radio contact with the WSO at all times. Vehicles that require access to the site must be authorised by the WSO and comply with the requirements of the MOS 139. No vehicle will be allowed access or egress through any other gate except as approved by the Safety Coordinator and/or WSO. Vehicles and plant moving between the access gate and the works site must follow the route specified on Annexure D or as directed by WSO. 4.4 Marking the Unserviceable Area All work areas will be marked in accordance with the standards in MOS Part 139 Aerodromes Chapter 8 and 9. Unserviceability markers and markings will be provided as shown in the Annexures A, B, C & D. 4.5 Electrical Services and Control Cables The Works Organisation, Orange City Council, before the commencement of any works, will check the location of any electrical services and control cables with the Orange Airport Manager. The existing runway and wiring circuits within the works area are to be protected from damage. Any damage must be notified immediately to the Works Safety Officer and Safety Co-ordinator. 4.6 Airport Security A Special Event Zone (SEZ ) has been approved for Stage 1. This SEZ is for the construction of the Extension of Runways 11/29 and 04/22. The SEZ allows for the large number of contractors not requiring a ASIC and minimises the time for these construction works to proceed. All gates that access the airside of Orange Airport are to be manned and remain closed and secure during the period of these works. The Orange City Council Gate Operator will be required to maintain a log of all access to and from the airside. Another SEZ has been approved for Stages 2 being for the new apron on the western side of the RPT apron. The gate is to be manned and kept secure during Stage 2 works and a log kept of all access to and from the airside. Page 6 of 14

7 4.7 Airport Emergencies Under certain aircraft emergency situations, access to the airside of the airport including the work site will not be allowed. Men and equipment will vacate the works area at the direction of the WSO or Safety Co-ordinator at any time upon the announcement of Emergency, Emergency, Emergency, vacate airside work area to muster point. Because of the unpredictable nature of emergency situations it is not possible to give advance warning of these occurrences. 4.8 Pavement Cleanliness The contractor is to ensure that aircraft pavements used or crossed during the works are kept clean and free of debris. A sweeper, approved by the Airport Manager, is to be kept on call at all times whilst works are in progress. 4.9 Operation of Cranes A permit must be obtained prior to the erection of any crane on the airport. Permits will be available from the Works Safety Officer and will be valid for a single operation only Excavations All excavations adjacent to the active runway must be filled at the end of each day s work. No trench may be left open and unattended or unprotected at any stage No Smoking A no smoking rule applies at all times on the airside of the airport Parking of Private Vehicles Only vehicles and plant actually engaged in the work will be permitted Airside. All other vehicles must be parked at a site pre-arranged with the Airport Manager Waste Disposal and Environment Protection Any putrescible waste generated at the site is to be placed in secure rubbish bins and removed from the site at the end of each days works. The contractor must ensure that all other waste is contained within the site and not free to blow around the airport. Builders waste must be removed well clear of the runway and taxiway system to a site directed by the Works Safety Officer. Page 7 of 14

8 4.14 Completion of works Page 8 of 14 At the completion of works the contractor is to remove all equipment and rubbish from the work site and from the airside, ensure all pavements are clean and restore any damaged areas to the satisfaction of the Works Safety Officer Drug and Alcohol Testing CASA may undertake drug and alcohol testing of anyone working airside. 5. All communication with aircraft during the works must be through the Work Safety Officer. An appropriately trained and qualified Works Safety Officer will be appointed by the Safety Coordinator to look after the works. The Works Safety Officers is responsible for ensuring that the works, insofar as they affect the safe operation of aircraft, are conducted in accordance with this MOWP

9 and the functions of a Works Safety Officer MOS Part Aerodromes, Chapter 10, Section In particular, the Works Safety Officers will be responsible for: ensuring that works are carried out in accordance with the conditions set out in this Method of Working Plan placement and removal of airport markers, markings and lights in accordance with the requirements of this Method of Working Plan initiating and cancelling work related NOTAM ensuring that a Works Safety Officer is present at all times during the works briefing of the works party and contractors on the safety precautions applicable during the works other duties as specified in Orange Aerodrome Manual 6. AUTHORITY 6.1 Conduct of Works All works must be carried out in accordance with the standards set down in the Civil Aviation Safety Authority publication entitled Manual of Standards (MOS) Part 139 Aerodromes and the specific conditions laid down in this Method of Working Plan. Any temporary work on the movement area must comply with the standards found in MOS Part 139 Aerodromes. 6.2 Variation 6.3 Expiry The approval of the Airport Manager must be obtained before any variation is made to this Method of Working Plan or associated NOTAM. This Method of Working Plan will expire on 1 May 2015 unless otherwise amended or extended. 6.4 Approval The Method of Working Plan is issued by Orange Airport in accordance with the Civil Aviation Safety Regulations Part 139 and the Manual of Standards Part 139 Aerodromes issued by the Civil Aviation Safety Authority and the Orange Airport Manual.
