Agenda: The agenda was adopted as submitted. Safety Message: Deputy Travis Ostgaard gave the safety message; He discussed the cold weather and the icy roads it brings; advising slower speeds to account for ice. He also reminded everyone that the clam tides are at night so be extra cautious when driving, diggers will be out and about. Travis also suggested that for those folks living alone to look into personal emergency alert systems; they have helped many people in a crisis locally to get the help they need in an emergency or medical situation. Sheriff s Report: Travis had 25 traffic stops issuing 6 citations, a burglary suspect who was found in the home of a Surfside member was arrested; she currently has a warrant for failing to appear in court on the charges. The following calls were recorded for the month of October - Citizen assist: 2 - Suspicious circumstances: 6 - Civil issue: 2 - Welfare check: 2 Animal complaint: 1 -Wanted person: 2 -Noise complaint: 1- Alarm: 1- Theft: 1-Burglary: 1- Harassment: 1- Trespassing: 1- Found property: 1 Page 1 of 2

2 Page 2 Regular Board Meeting Summary November 15, 2014 Cont. from page 1 Floor Comments: There was discussion about County signs and Guest, Commissioner Frank Wolfe said that the County would need to be contacted for new signs to be installed. Minutes approval: October 18, 2014 minutes were approved. Old Business: Board Goals Each trustee wrote up their goal(s); Laura compiled the list of all the board goals. There was discussion but no action was taken. Resolution # Reauthorizing funds to complete the J-Well field improvement project -Resolution passed. New Business: Resolution # to purchase BIAS software utilizing contingency funds Resolution passed. Amend employee manual to correct conflicting insurance eligibility Discussion ensued, but was tabled for further discussion. Proposed retention schedule update to Operations Manual The motion passed to adopt the proposed retention schedule as amended, updating the operations manual. One change should be to the balance sheet, profit & loss statement, internal, monthly report for 3 years instead of 1. Add Architectural Committee member Jack Green Motion passed. Staff & Committee Reports Tree, Brush, Vegetation and Noxious Weed Committee requested the Board authorize Laura Frazier to begin fines for over height tree complaint #4173. Motion passed. Adjourned to closed session at 12:00 p.m. for legal and employee matters. Reconvened from Closed Session at 12:42 p.m. Motion passed to increase Kimber Holtermann s hourly wage by $2.00 per hour effective November 1, Adjourned at 12:50 p.m.

OSTGAARD NOVEMBER 6 th, 2014 NOVEMBER 12 th, 2014 The following are the calls I handled for the week of November 13 th to November 19 th, On 11/13 I was in the area of 301 st and O. Pl. when I heard an alarm going off. It was a false house alarm and the homeowner was home. On 11/13 I was dispatched to 336 th Pl. for a welfare check. I arrived and knocked on the door and heard the person inside fall down. I had a nurse with me already as she was going to check on the homeowner. The homeowner was able to crawl to the door and open it for us. She refused assistance and stated she was fine. On 11/16 I was dispatched to 301 st and O. Pl. to assist an elderly male with a bird in his house. I used a broom to guide the bird out of the house. On 11/16 I was dispatched to 312 th and I. St. for a 2 car accident. There were no injuries, but one vehicle had to be towed. Traffic warnings: 4 Citizen assist: 2 Suspicious circumstances: 1 Civil issue: 1 Welfare check: 2 Alarm: 1 Traffic accident: 1 Traffic warnings: 5 Traffic citations: 2 Welfare checks: 2 Suspicious circumstances: 2 SLOW DOWN!! 25 MPH in all Surfside areas other than I Street north of the mini mall!
