Larry Amundson and Jim Romaggi absent. Staff Present: Laura Frazier, Kimber Holtermann, Bill Neal, Gil Gonzalez, Heidi Larson and Travis Ostgaard Call to Order: James Flood called the meeting to order at 9:00 a.m. Agenda: The agenda was adopted as submitted. Safety Message: James Flood spoke about the hazards of fall weather. Sheriff s Report: *See written report. Minutes Approval: September 19, 2015 Regular Board Meeting Minutes were approved as submitted. Old Business: A. Maintenance Building update The motion passed to obtain bids for the clearing of the trees at the maintenance building site prior to construction. B. Proposed Bilateral agreement official notification The motion passed to give the Board President and Secretary authorization to sign and return the DOH s bilateral agreement. C. Painting Bid award for water and cabana buildings The motion passed to hire Custom Masonry to paint the cabanas and water department buildings per the attached quote of $8, New Business: A. Veterans Day observance request The motion passed to change Veterans Day from a standing holiday to a floating holiday. B. Proposed board policy change regarding agenda items due date- The motion passed to adopt the proposed policy change requiring receipt of the agenda items by close of the business day the Friday the week plus a day prior to the meeting. C. Oysterville Road property height variance recommendation by ARC The motion passed to give authorization to the Architectural Committee to approve a partial variance on height restrictions once the member submits the plans with a clear variance request. Baker Silo The motion passed to adopt Resolution # awarding a purchase order in the amount of $7, to Mt. Baker Silo for water reservoir repair and maintenance. E. Resolution # NBWD amendment to management agreement The motion passed to adopt Resolution # amending the water management agreement. F. Resolution # Purchase of the automatic flushing stations The motion passed to adopt Resolution # confirming emergency status and authorizing the purchase of seven automatic flushing stations. G. Resolution # Amend the operations manual service fees This item was tabled for further research. Staff & Committee Reports : All Staff & Committee Reports were adopted as submitted. 3 Page 3 Travis Says, SURFSIDE DEPUTY REPORT DEPUTY T. OSTGAARD OCTOBER 15th, 2015 OCTOBER 21st, 2015 On 10/15 I received a call from a female in the 2200 block of 300th Pl. and she wanted to report that her dog had barked at something, but she didn t see anyone around. She just wanted to advise me that she thought it was suspicious. On 10/16 I was on routine patrol when I observed a female walking down the road, crying and holding her wrist. I contacted her and she stated that her boyfriend had beaten her up. She stated she had a fat lip and a sore wrist. I had just seen her boyfriend and went to contact him. The boyfriend stated that his girlfriend had grabbed him and bitten him on the chest, so he pushed her face away and she fell back in to a couch, and sprained her wrist. The boyfriend had a fresh bite mark on his chest and his story matched up. The female subject changed her story and stated she did not remember biting her boyfriend. The female subject was arrested for assault 4th degree domestic violence and transported to the hospital and then the jail. On 10/16 I was contacted by a detective for the Sheriff s Office about a male subject that had a felony warrant. The detective saw the subject in the passenger seat of a vehicle. The Fish and Wildlife Sgt. and I stopped the car and arrested the passenger for his felony warrant. On 10/16 I was dispatched to Oysterville Rd. for a residential alarm. The alarm company called back before I arrived and stated it was a false alarm. On 10/17 I was dispatched to the block of G St. for a residential alarm. The alarm company called back before I arrived and stated it was a false alarm. On 10/18 I was advised of a dog off its leash, barking and growling in the block of U Pl. The dog was on its property. The reporting party just wanted me to know. Traffic warnings: 4 Suspicious circumstances: 1- Domestic violence: 1- Warrant arrest: 1 Alarm: 2 Animal complaint: 1 SLOW DOWN!! 25 MPH in all Surfside areas other than I Street north of the mini mall! Emergency? CALL 911!!!! For Non Emergency calls, call the Sheriff s office at If it s Travis you need to speak with leave a message at the business office and he ll return your call. The office personnel are not dispatchers.

4 Page 4 Shoreline Master Programs Shoreline Master Programs are local land use policies and regulations designed to manage shoreline use. These local programs protect natural resources for future generations, provide for public access to public waters and shores, and plan for water-dependent uses. They are created in partnership with the local community and Ecology, and must comply with the state Shoreline Management Act and Shoreline Master Program Guidelines. Washington s Shoreline Management Act was passed by the State Legislature in 1971 and adopted by voters in The overarching goal of the Act is "to prevent the inherent harm in an uncoordinated and piecemeal development of the state s shorelines." Where does the Act apply? The Act applies to all 39 counties and more than 200 towns and cities that have "shorelines of the state" (RCW (2)) within their boundaries. These shorelines are defined as: All marine waters; streams and rivers with greater than 20 cubic feet per second mean annual flow; lakes 20 acres or larger; upland areas called shorelands that extend 200 feet landward from the edge of these waters; and the following areas when they are associated with one of the above: biological wetlands and river deltas; and some or all of the 100-year floodplain including all wetlands within the 100-year floodplain. The Act also states that "the interests of all the people shall be paramount in the management of shorelines of statewide significance." These special shorelines are defined as: Pacific Coast, Hood Canal and certain Puget Sound shorelines; all waters of Puget Sound and the Strait of Juan de Fuca; lakes or reservoirs with a surface acreage of 1,000 acres or more; larger rivers (1,000 cubic feet per second or greater for rivers in Western Washington, 200 cubic feet per second and greater east of the Cascade crest); and wetlands associated with all the above. 5 Page 5 SURFSIDE EMERGENCY CACHE SURVEY The Pacific County Emergency Management Agency advises that within 30 minutes of an earthquake, a wave as high as 30 feet could reach Ocean Park. The Emergency Management Committee has worked to get a Surfside Pedestrian Evacuation Map printed and available for residents and guests. While you may think you can just pack your car and drive away this won t be possible or practical in the event of a localized event. It is imperative that you familiarize yourself with guidance on the Surfside Pedestrian Evacuation Map and the Pacific County Tsunami Evacuation Map for Ocean Park and vicinity. Top priority is getting to high ground (50 feet or higher) quickly and safely. In the event of a tsunami it could take 3-7 days before supplies and assistance reach Surfside. When disaster strikes there may be no time to gather the things you need you need to be able to grab and go or duck, cover and hold at a moment s notice. Each household should prepare kits appropriate for your family members and your business now it can save lives and ensure your relative comfort until help arrives. Other tsunami vulnerable communities in nearby Oregon, residents have taken the extra steps to be better prepared by establishing emergency supply caches in designated safe high ground areas. After studying emergency caching efforts in other communities, the Emergency Management Committee has come to the conclusion that Surfside residents and visitors could benefit from a similar program. It is believed that more people would benefit from a 3-5 day emergency kit if they had a safe place to store it. This way, in the case of a real disaster your supplies could be accessed and you wouldn t have to worry about carrying them from your home to high ground. If there is sufficient interest in an Emergency Cache Container for Surfside, the Emergency Management Committee will pursue options available to us. Please indicate if you are interested in such a program for our community by answering the following questions so we can determine the level of interest and potential costs. Any additional questions, comments or suggestions you might have are welcomed. FLOOD CONTROL DISTRICT On May 5, 1986, the Board of County Commissioners recognized and established Flood Control Zone District No. 1 of Pacific County (hereinafter referred to as the District) under the provisions of Chapter RCW to address flood control and storm water control issues. 7 Page 7 RV Winter Occupancy November 1st March 14th Just a reminder; The summer RV season is coming to a close. All RV s in the designated summer occupancy areas need to be relocated by October 31st. ~Winter permits are available in the business office~ Remember Maximum 60 days during that time, 21 maximum at a time! For those with year round RV lots: 2.9 D All RV usage, parking and storage shall occur outside of the County ROW and shall adhere to the minimum setbacks for the Division within which the RV is being temporarily occupied. 8 Page 8 Getting to know Thomas Rogers by George Miller Thomas Rogers was elected to the Surfside Board in July of He is co-trustee of the Tree Committee and Fish & Waterways Committee. His credentials and experience have proven to be a valuable asset for the association in the short time he has been on the Board and his involvement in the committees. His quick smile and a no nonsense approach to issues is refreshing. Welcome Thomas and thanks for your service for the entire membership that you represent. I am a semi-retired university professor, and I continue to teach graduate students online and pursue scholarly and leadership endeavors. I continue to travel beyond WA in my work. I hold a Ph.D. from the University of Maryland-Clark School of Engineering in the area of Communication Systems Modeling and Information Measurement. I went to the University of Massachusetts's among many other undergraduate institutions and received my MSCE at the University of Missouri. Prior to becoming an academic in my mid-forties I was a vice president and minority (read that to be a small amount) owner of an Engineering News Record top 50 AEC firm. I have managed design and construction projects on three continents in a wide variety of types and delivery methods. In 2004 I acted as a Mentor for the United Nations Institute for Training and Research (UNITAR) in the Hiroshima Fellowship for Afghanistan program. In 2011 I was named Society of American Value Engineers International (SAVE) Communicator of the Year. Some of my former clients include: NASA, the US State Department, the US Department of Defense, The National Aquarium in Baltimore, Historic Mount Vernon, The Annie E Casey Foundation, The University systems of Texas, California, and Maryland, the City of Los Angeles, Fujistu Electronics, Nippondenso, Ford Motor Co, GM and many other auto manufacturers and suppliers On a personal note my avocation is gardening, both vegetable and ornamental gardens. My wife Betsey Nelson is an award winning artist (oil painter mostly) who is a permanently invited artist for the Florence (Italy) Bienniale her work is shown at the Bay Avenue Gallery and at ArtPort in Illwaco. After 30 years as half time Surfsiders, we now make our permanent home in Ocean Park, Washington. As SHOA Board member I hope to make our board more open and transparent and also process driven. I don t have answers to the challenges we will face in the near future but I have lots of questions.

12 Page 12 Architectural Committee Just a reminder if you are planning on installing a fence or a shed, a garage or a house or even doing a little remodeling all building plans must be submitted to the Architectural Committee prior to any construction. The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there s anything on the agenda. All applicants are encouraged to attend the meeting (if possible) to answer any questions that may arise. The building packets are on our website at or you can pick one up from the business office. Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take to the county for their approval. For more detailed information on the Architectural Committee duties and guidelines you can find them on our website or call the business office with any questions. Pacific County Permits will take 8-10 weeks before being reviewed! If you are planning on building this summer get your plans submitted ASAP!
