4 Opening Comments 1. We have approximately 1,600 feet of waterfront. 2. We have approximately 6 acres of park grounds that we routinely maintain (not counting tracts) acres of Tract property (additional common areas): 4. In 2015, the county assessed the parks and the boat launch at $4.8 million. In the retail market, this would be $6 to $10 million. Since we are a non-profit, we don t pay taxes on this value. 5. As we increase the value of our parks, our individual property values increase as well.

16 Parks Projects Spring 2017 We are raising the bar in our parks and neighborhoods. In the spring of 2017, the board approved 6 projects for a total of $60,000: Project #1 Xypex Willows Retaining Wall: $15,000 Project #2 Willows 2017 Security: 12,000 Project #3 Main Park Playground Equipment: 12,000 Project #4 Main Park Pool Fence Replacement: 14,000 Project #5 Main Park Highway Fence Trees: 3,000 Project #6 Division 2 Gazebo: 1,900 Total: $57,900

17 Parks Projects Spring 2017 Project #1: Coated the Willows Park Retaining Wall with Xypex Status: Completed with volunteer labor Expenditure: $3,620.10

18 Parks Projects Spring 2017 Project #2: Phoenix Security at the Willows (weekends and holidays) Status: In-Process, Memorial Day under our belt Expenditure: Expect to spend $12,000 this year Member comments so far is that it s working. Multiple carloads of nonmembers have been turned away. We may need to improve our process of checking boats coming to the docks. Some people are attempting to use last year s member passes. Some non-members have come after 6 PM when the guard leaves but before the parks close.

25 Parks Projects Spring 2017 Project #5: Install Trees Along Highway Fence at the Main Park Status: Complete (Dogwood trees are now planted in the gaps) Expenditure: $4, Flowering Dogwood Arborvitae

26 Parks Projects Spring 2017 Project #6: Install Two Gazebos. One at the Division 2 Park. Status: In Process Gazebos have been purchased, plan to install in June with volunteer labor Expenditure: $2,857.38

27 Parks Projects Spring 2017 A Seventh project emerged as we opened the parks: The Division 2 Pool tile was damaged over the winter. Status: Complete (tile replaced) Expenditure: $4,869.00

28 Parks Projects Spring 2017 Total Expenditure on these 7 projects so far: $45, We expect to complete these well under the $60,000 approved. Much of the savings is due to volunteer labor. Special thanks to these member volunteers: Tim Bell, Larry Downey, Jim Canterbury, Steve Firman, Kathy Firman, Roger Erickson, Jerry Jackson

29 Volunteer Opportunities We did the Willows Xypex coating with about half volunteer labor, saving a lot of money. Upcoming opportunities: Helping clear defensible space for fire prevention Setting up the new Gazebo at the Division 2 Park Pick up rocks in the Main Park playground area and spread of woodchips

30 Building & Land Use Construction Reports in Fiscal Year 2016/2017 We are also Raising the Bar in our neighborhoods Keep our property values high Avoid/resolve conflicts with view obstructions Address and resolve encroachments Address storm water run-off Enhance property maintenance for fire prevention 5 New Construction Projects & 5 Remodels Approval is required before building/remodeling/ landscaping (including landscaping changes). This has always been required by our covenants.

31 Building & Land Use View Protection Issues by Owners View Protection A vote was conducted in 2015, resulting in approving the addition of view protection language to the Division 1 (Riviera Chelan) Protective Covenants. Do not plant trees that will block views as they mature. Trees are much higher now than 10, 20 and 30 years ago.

32 Building & Land Use R & Rs The Board of Trustees is in the process of modifying the Rules & Regulations document for Building and Land Use in our HOA community. Notice mailings to Members Current Protective Covenants are located on our website.

35 Short Term Vacation Rentals (Reminder) The City of Chelan has zoned Chelan Hills as Single Family Residential and not Tourist Accommodations. Single Family zoning prohibits renting for periods less than 31 days. The Board of Trustees is going to address the prohibition of short term renting in the Control Document currently under revision.

37 Future Projects Parking lot reconfiguration at Main Park (to increase parking) Upgrade interior of restrooms at the Main Park Fixtures, tile floors, etc. Replace or expand Willows Park Restroom It needs to be larger overall. Replace Willows Park Wooden Dock Add a 2 nd floor on the maintenance facility for office staff and meeting room. Admin Office used to be Fernando s office prior to leaving the Management Company. Implement the Terrace at the Main Park (remove junipers)
