OSTGAARD JULY 27 th AUGUST 2 nd, 2017 On 07/28 I was contacted about a found cell phone in the block of O St. The reporting party stated that his mother had found a cell phone on her porch a few days prior. I charged the phone, but it had a password on it, so I was unable to see who it belonged to. On 07/28 I was contacted about a suspicious vehicle/male in the block of J Pl. The reporting party stated that she had seen a male in a yellow SUV the day before. The male had stopped and walked around her property, taking pictures. On 07/28 I was contacted about a burglary to a shed in the block of N St. I attempted to contact the victim, but I was unable to. I was able to contact the victim on 07/29 and he stated that he is missing 2-12 volt trailer batteries, water hose, pliers and a load leveling hitch. On 07/28 I was on patrol in the block of M St. when I observed a moped with expired registration. I attempted to stop the moped and a short pursuit ensued. The moped rider sped past a small child, drove down a private lane and ended up wrecking after hitting a chain across a yard. The suspect ran on foot and hid about 50 yards from where he had wrecked. I was able to locate the suspect with help from two neighbors. I took the suspect in to custody without further incident. While investigating further, I noticed that the plate on the moped did not belong on it, and the moped s ignition switch was cut and run to a toggle switch. I ran the VIN number and got a return out of Oregon. I contacted the owner of the moped and he stated he had reported it stolen to Long Beach PD the night before, but he had not filled out the vehicle theft affidavit. The suspect was charged with attempting to elude and possession of stolen property, as well as three misdemeanor warrants. The suspect also had suspected heroin residue on a spoon in his backpack. On 07/30 I was advised of a theft by a contractor in the 600 block of 338 th Pl. I am meeting with the victim later this week to get a statement. On 07/30 I was patrol when I was flagged down by a pedestrian. The male subject stated that his father had assaulted him a week before and he wanted his father arrested. The subject could not focus on one thing and kept changing his story. The subject then told me to shoot him in the back and that he was suicidal, then he tried to run. I placed the subject in to protective custody and transported him to the hospital where he was seen by a mental health professional. Traffic warnings: 8-Traffic citations: 6-Suspicious: 3-Vehicle prowl: 1-Found property: 1-Theft: 1 SLOW DOWN!! 25 mph in all Surfside areas other than I Street North of the mini-mall! Emergency? We are looking into improvements to be made to the lot. I have several ideas, upgrade the electricity, widen the slots, install security cameras, and repair the RV drain, but would like more inputs from the users. Hopefully we will be able to share ideas, determine feasibility and projected costs. Please me at pilatusflyer@sbcglobal.net with your inputs. I would like to have as many inputs as possible by the end of August. Thanks. To: All property owners near Deer Lake This is a courtesy note just to let you know as having a property bordering Deer Lake that Surfside will be having work performed within Deer Lake. The cleanup will take place next week (rather than the end of the month). Specifically, trees that are down in the lake will be removed. The work is estimated to take approximately one week but could take longer than estimated. Yellow archangel escapes from residential plantings, becoming very invasive and forming dense mats of groundcover vegetation. This plant outcompetes native species and does not provide adequate food or cover for wildlife. How would I identify it? Yellow archangel is an evergreen to semi-evergreen, fast growing perennial groundcover that can be trailing or upright if growing over other plants. Flower Description Flowers are small and yellow and two lipped the upper lip is hooded and the lower lip with orange to brown markings. Flowers are in whorls in leaf axils on short stalks, blooming in early spring. Leaf description Leaves are oppositely arranged, oval shaped, toothed, and hairy with typically variegated silvery-gray markings. In cold temperatures, leaves develop a purple coloring on the undersides and in the center of the leaf above. Stem description Stems grow along the ground and can root at leaf nodes and along the stem in wet soils. Stems are green and 4 sided. Stems freely branch, forming dense growth. Fruit Seed Description Flowers form 4 nutlets, with each nutlet containing one seed. Where does it grow? Yellow archangel can grow in sun to shade. It often escapes from residential plantings to nearby forested areas, greenbelts and riparian areas. It can be found in the residential setting in gardens, rockeries and ornamental borders. Please click here to see a county level distribution map of yellow archangel in Washington. How Does it Reproduce? It reproduces vegetatively from nodes on stem as well as stem fragments. It can also spread by seeds. Some infestations in Washington are from old hanging baskets that still had viable plants in them, which were dumped in natural areas. How Do I Control It? Mechanical Control Vines can be hand pulled making sure to remove roots and stem fragments. Roots left in the soil will re-sprout and will have to be monitored and pulled. The King County Noxious Weed Control Board reports that when this plant is cut, it re-grows in denser conditions. Disposal Warning: Make sure to properly discard all plant pieces in thick plastic bags and transport them to a sanitary landfill site. Composting is not an appropriate means of disposal as this may result in further distribution. 9 Page 9 Architectural Committee Just a reminder if you are planning on installing a fence or a shed, a garage or a house or even doing a little remodeling ALL building plans must be submitted to the Architectural Committee prior to any construction. The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there s anything on the agenda. All applicants are encouraged to attend the meeting (if possible) to answer any questions that may arise. The building packets are on our website at or you can pick one up from the business office. Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county for their approval. For more detailed information on the Architectural Committee duties and guidelines you can find them on our website or call the business office with any questions.
