Sheriff s Report: Deputy Ostgaard provided a written report as he was not available. Minutes Approval: The minutes of the September 17, 2016 Regular Board Meeting were approved as written. Old Business: Maintenance building update- Gil Gonzalez said that all the rock is down, the lighting is being installed and North Beach Security is working on a bid. Trustee Assignments MSP* to replace the previous assignments of Trustees with the attached list for year. *See updated list on the website. Purchase reserve item; Play equipment and mats- MSP* to purchase replacement playground equipment at a cost of no more that $7, Operational procedure #104 amendment Item tabled until next Regular Board meeting. Staff, Trustee & Committee Reports : MSP* to accept all staff & committee reports as submitted. Adjourn to closed session to discuss employee salaries: 9:44 a.m. Reconvene from closed session: 10:18 a.m. Budget- Motions made after discussion: MSP* to direct the Treasurer and Budget Committee to authorize a 4.5% pay increase throughout the staff with a cash year end bonus in the amount of $ per employee, but to be distributed by the cost center manager. MSF* to approve the 2017 Proposed Budget dues and assessments in the amount of $ per lot. MSF* to suspend the water main replacement project for MSF* to eliminate the Oysterville tie in project from the 2017 Proposed Budget. MSP* to direct the Treasurer and the Budget Committee to withdraw $152, from the capital reserve fund and use that amount to offset the cost of 2017 capital expenditures. MSP* to direct the Treasurer and Budget Committee to withdraw $177, from the capital reserve fund and use that amount to offset the cost of 2017 capital purchases and be repaid 2018 & 2019, repealing the prior motion. MSP* to adopt the 2017 Proposed Budget; $ for dues and assessments per lot. OSTGAARD OCTOBER 13 th, 2016 OCTOBER 19 th, 2016 On 10/15 I was dispatched to the block of J Pl. for a tree branch in the power lines and on fire. When I arrived there was no fire and the PUD was already fixing the problem. While in that area I observed a stop sign down at 324 th and T St. I had dispatch contact the County road crew and let them know. It took a few days and a few calls before the sign was replaced. On 10/16 I was dispatched to the block of I St. for an alarm call. I arrived and it was a septic alarm. The reporting party stated he would call the property owner and let him know the alarm had been going off. On 10/16 while on the alarm call I was contacted by a hunter. The hunter stated he was going to shoot a deer on a lot at the intersection of 338 th and I St. I advised the hunter that I would prefer if he not do it because it would cause a disturbance and he stated it was legal hunting area, which it was. The hunter also stated he had permission from the person purchasing. I checked the hunter s license and he was using a legal firearm. I advised the subject that I would be in the area and that if he did anything illegal then he would be arrested. The subject shot the deer and then loaded it up and left. I was later contacted by a real estate agent that was listing the property. The agent stated there were no offers on the property and the name the subject had given me of the person buying the property had no permission to be on the property. I filed a case with the prosecutor s office for trespassing while hunting. On 10/17 I was contacted about an open door on a trailer in the 1400 block of 324 th. I checked the trailer and it was full of cob webs, indicating that no one had been inside. I secured the door. On 10/17 I was contacted about a dog running in the road in the area of N St. and Joe Johns Rd. I was able to catch the dog with the helping of a passing motorist and I took the dog to the Humane Society. Traffic warnings: 6-Citations: 2-Citizen assist: 1-Suspicious circumstances: 2-Animal complaints: 2 Alarm: 1 SLOW DOWN!! 25 mph in all Surfside areas other than I Street North of the mini-mall! Emergency? CALL 911!!!! For non-emergency calls, call the Sheriff s office at need to speak with leave a message at the business office and he ll return your call. 4 Page 4 What Do I Plant? Surfside is a great place to live and play. Many property owners take great pride in maintaining natural vegetation on their property. They inspire the rest of their neighbors with tree, shrub and ornamental plantings that are especially attractive additions to our naturally beautiful environment. Members frequently ask what kinds of vegetation work best to plant in our coastal environment that are easily obtainable and require little maintenance. Many residents are also concerned about fire control. The following documents and websites are especially useful in making decisions about what to plant in our area. Selecting the right tree or shrub for your lot can provide diversified wildlife habitat, reduced water use, low maintenance, wind and fire protection, as well as create a beautiful yard. While all the suggestions may not be in compliance with our covenants, the value of the information in offering options for a variety of habitats, such as wet winter/dry summer, small trees or deer resistant plants, is especially helpful when selecting plants that do well in our diverse coastal environment. While not a definitive list, we hope this information will give you a good start for researching the kinds of vegetation you might want to plant for replacement or just plain enjoyment. Local nurseries and your neighbors are also great sources of information. Participants will design & model a clay item (week 1) & decorate it for firing (week 2). This class is limited to 12 people Pre-registration is a must! 7 Page 7 Agenda for the Emergency Management Committee Tuesday 1 p.m., October 25, The Evacuation Walk/Run held on Saturday, September 3, was featured in the Pacific County Emergency Management Monthly newsletter. The article can also be found on the SHOA website. 2. We need to again co-ordinate our efforts with the Community Relations Committee on Procedures on opening the boardroom for times when loss of power occurs. I was unaware of the power loss caused by a downed tree affecting homes near the compactor. 3. We will schedule a workshop on using the AED for emergencies within the Surfside business office. We will put out an informational notice in this regard. All previously trained persons will need to be recertified. Those who have not previously been certified are welcome and encouraged to come. The target audience is Surfside employees, members of the Emergency Management Committee and members of the Community Relations Committee, and any Surfside member who is interested. 4. We should plan for another CERT class at the business office. One of the reasons to attend is to become familiar with helping in emergencies, large and small. 5. Pacific County Amateur Radio personnel had a six hour manning of emergency radios. Because we began our coverage at noon when the Board meeting would have likely been going on, several of us worked from home. In all 29 persons were involved in the potential emergency; 6 of the radio operators were affiliated with the Surfside radio club. 6. Other ham info. Besides the wind emergency on October 15, Two county wide exercises were planned. One took place on Saturday October 1, and a 5th Saturday exercise is scheduled for October The November meeting of the Emergency Management Committee will be held in the boardroom on Tuesday, November 29 at 1 p.m. 8. One of the services offered by Surfside Homeowners Association is the RV storage lot. The lot is located next to the compactor. We offer powered and non-powered spaces. A nonpowered space is $100 for the year (November 1st through October 31st) and the powered spaces are $200. There is also a $25 refundable key deposit required. These spaces are first come, first served so contact the business office if interested!

11 Page 11 Architectural Committee Just a reminder if you are planning on installing a fence or a shed, a garage or a house or even doing a little remodeling all building plans must be submitted to the Architectural Committee prior to any construction. The committee usually meets weekly on Tuesdays at 9 a.m., dependent upon if there s anything on the agenda. All applicants are encouraged to attend the meeting (if possible) to answer any questions that may arise. The building packets are on our website at or you can pick one up from the business office. Two (2) sets of plans must be submitted to the committee. Once approved, you will get a copy of the plans that have been stamped so you can take them to the county for their approval. For more detailed information on the Architectural Committee duties and guidelines you can find them on our website or call the business office with any questions.
