Monticello Dr. Guests present: Guy DeMarco, Security Approval of Minutes: Minutes for the June 14, 2009, meeting were approved via prior to publication. Neighbor Issues: Richard Green appeared with Marvin Carlson to request approval on an addition to the back of Mr. Carlson s house. Mr. Carlson has already received necessary permits from the Town of Farragut. The addition was begun prior to receiving Board approval; however, upon seeing the design and pictures of the addition to date, and upon recommendation by Richard Green, a MOTION was made by Joe Knauer with 2 nd by Bob Hunter to approve the addition. It was approved Unanimously. President's Report: Please see President s Letter.

Incidents were about half of the reported incidents in May. Guy has suggested signage to provide written authorization for him to be able to patrol effectively. The Board discussed both the need for signage and the possible wording. After discussion, Bob Hunter suggested the wording Village Green Common Areas are closed after dark except for authorized activities. Paul Hodges made a MOTION that signage be procured with that language with 2 nd by Joe Knauer. Votes were Yes with the exception of Michelle Stockdale, who abstained. Committee Reports: Assessments: Michelle Stockdale reported that she mailed 5 Certified Letters to residents advising that liens would be filed against their property if assessments were not paid. One other property has an assessment that needs to be updated. MOTION was made by Bart Kaserman with 2 nd by Paul Hodges to file liens for the assessments due, attorney s fees and court costs on the 6 properties discussed. The Motion was approved unanimously. Michelle will contact our attorney to have this done immediately. Building & Grounds: Tim Doyle provided a report that the basketball court was grown over and a pine tree limb was down and blocking the court. Tim will ask Outdoor Solutions to

3 clean up the area. Clubhouse & Tennis Courts: Bob Hunter reported that the Clubhouse was used 18 times in June. Activities included meetings, birthday parties, family reunion, Alzheimer s support group, bridge, book club, Bible study, and a presentation by Ijams Nursery on Bird Friendly yards. He also purchased locks and chains and secured the back gate on both tennis courts. There are a total of 220 people in the system for the newsletter (some are husband and wife). Approximately 200 households will receive next month s newsletter by . Pools: Jim Jameson reported that the South Monticello pool has had a couple of events where the vacuum release tripped at night due to excess debris in the strainer resulting in the pool not being as clean as it should be in the mornings. The pool manager has been tasked to check the strainer on days when pool maintenance is not scheduled. A ball valve device has been replaced which should help chlorinator. Chlorine is being tested daily and when necessary, the pool is being shocked with chlorine. Social & Community Activities: Amanda Metzelder sent a report that the ice cream social held on July 4 th after the parade was attended by people. Everyone had ice cream and an opportunity to relax for a while after being in the sun for the parade. It was very nice. Tentatively, the Back To School Movie Night will be held Friday, August 21 at 8 p.m. More on that to come. John-Paul Renier's Report: John-Paul reported that he has sent Certified Letters to several residents regarding chain-link fences or lots that are overgrown with weeds or dead trees. In one case the property has a house that has been vacant for several years, it has a chain-link fence and the property is overgrown with weeds and needs to be cleaned up. He received complaints about two separate houses on E. Heritage that have multiple cars parked in the grass or have no up-to-date license plates affixed to the cars. The cars need to be moved. John-Paul has sent a certified letter to each of the owners. John-Paul has also received complaints related to a lot that is overgrown with weeds, under-brush and dead trees on Russfield. The lot looks more like a mini-jungle in the middle of Village Green. He has sent a Certified Letter to the owner of that property. John-Paul is still working with the Town of Farragut to resolve issues with a vacant house and adjacent lot on E. Fox Den Drive. The owner procured a contractor to clean up the outside areas. However, the work has not been done. John-Paul informed the Town that the property still needed work. The Town of Farragut contacted the owners and again the owners advised that the work will be done. To date, it still has not been completed. During the past six months, John-Paul has sent several certified letters to the owners. He has now been informed that the Town of Farragut has limited recourse for enforcing the Town s rules and regulations for property maintenance. John-Paul attended the meeting of the Board of Mayor and Aldermen on July The

4 Town Administrator and the Board asked John-Paul and residents from several Farragut subdivisions to give an overview of the problems of enforcing the rules and regulations of property maintenance in the Town. After discussion by the Board, the Town Administrator, the Town s Law Department and the residents, the Board of Mayor and Aldermen of Farragut voted to request that the Town s attorney look at the State laws to determine how to enforce the Rules and regulations of property maintenance of the Town of Farragut.
