1 VAN BUREN POINT INFORMATION GUIDE

2 Van Buren Point is a special community maintained with funds from cottage owners. As such, we have a special responsibility to ensure and protect the quality of life at Van Buren. Cottage owners are responsible for making sure that their families, guests, renters and contractors are aware of and adhere to our community policies. If we as owners want to maintain the quality of the recreation experience that VBP provides, we must all engage in upholding and helping to enforce these policies when they are violated. If this is not done, we will see the recreation experience and the financial value of the cottages in Van Buren Point erode as vacationers search out better options. Therefore, we ask all owners, visitors and renters to become familiar with the following information so that we may continue to enjoy and preserve this wonderful place.

3 In General: Quiet hours start at 11:00 PM and end at 8:00 AM throughout Van Buren Point, that is at the cottages, in the parks, and on the beach. Between those hours, noise from late night activities, walks, conversations, should be kept at a minimum. Our playgrounds are open until dusk. Please remember that the playground equipment is for the enjoyment of our younger children! Older youth (and adults): please refrain from use! Construction or personal maintenance activities must not begin before 8:00 am. Any damages to Van Buren Point property, facilities or equipment will be billed directly to the Association Member(s) whose family, guests, renters or contractors commit the damage.

4 Speed Limit: The speed limit on all VBP roads is 15 mph. Contractors and workmen should be informed of this before their first day of work. Vehicle Limitations: All owners should display a VBP identification tag on their vehicles. Tags may be purchased for $5 from Marti Webster. Please inform guests and/or renters that they may be asked for their destination and length of stay by our security personnel at the entrance to VBP. Vehicles over 18 tons are prohibited from our roads. Owners should inform contractors that permits at a fee of $250 will be required if vehicles over 18 tons must enter Van Buren Point. Owners should contact one of our maintenance workers for a permit application (Bruce Barclay or Bill Leichliter, seasonal; Tom Lesch off-season). Bicycle riders must observe all standard traffic regulations. Bicycles should be equipped with appropriate lights and reflectors for riding after dark. Motorcycles, mopeds and motorized bicycles are limited to direct travel to and from the main gate to owner s cottage (and, of course, must obey the speed limit). Golf carts are limited to use by physically impaired persons only. ATV s (All Terrain Vehicles) are permitted on VBP roads between May 15 and October 1 to take compostable refuse to our compost area and to launch watercraft. In each case, users should take the most direct route to and from their destination. ATVs are not permitted for general transportation nor are they permitted for travel on VBP beaches.

5 Restrictions: Parking is prohibited on all roads in VBP except to load or unload materials and persons. This also includes parking partially on Association roads. Commercial and construction vehicles must adhere to the same parking restrictions. Motor homes, campers and travel trailers may be parked on personal property but are not to be occupied. Tents are limited to use for children s enjoyment. Temporary Overflow Parking: There is some limited temporary overflow parking at Van Buren. Designated overflow parking is: (1) at the main gate (Guard Shack side); (2) opposite the Barn on Grove and (3) near the entrance our Compost area. This parking is intended as a temporary location for extra cars at cottage owners (or guests ) special events. It is not intended for long-term storage of any vehicle. In addition, the space nearest the Compost area can accommodate temporary storage of trailers/boats. Long-term storage of boats, jet skis, trailers or their accessories must be stored at private residences or offsite locations. Best efforts should be made to limit the time boats and their trailers are left in conspicuous locations on homeowner s properties. Any vehicle or accessory remaining in temporary overflow parking longer than 2 days may be towed at the owner s expense.

6 Watercraft: Watercraft users must abide by U.S. Coast Guard and NY state rules and regulations. Any craft (including jet-ski/ wave runner) launching from VBP beaches, including designated launch areas must ride out in a straight line beyond 500 feet from shore at 5 mph (beyond the red marker buoys) and must stay 500 feet away unless bringing craft back to the beach. All jet ski/wave runner drivers over 18 years old must possess a Boating Safety License as regulated by NY State law. Beach Storage: VBP beaches and access ways belong to everyone. While it has been our custom to leave small boats and kayaks on the beaches, please remember that you do so at your own risk. Before you leave your boat up against a property owner s wall, ask permission. Depending on the size of your boat, it may cause wall damage if blown about in a severe storm. In addition, if you leave your boat on the beach, be sure to allow enough room for beach-sitters. Share the space.

7 Trash & Recyclables: (seasonally from May 1 to Nov 1) Normal pick-up is on Monday a.m. each week at curbside only. Must be there by no later than 6 AM and in animal-proof containers. For guaranteed pick-up, put out the night before. Recyclables do NOT need to be sorted but should be put in a container separate from the regular trash. Permitted recyclables include only the following: Plastics with the numbers 1,2,4, or 5 on them All food tin cans and foil Cardboard or cereal boxes, flattened; also magazines and newspaper Glass bottles, green, clear and brown Hazardous waste and bulky items (furniture, mattresses, carpets, electronics, TVs) must be taken to the North County Transfer Station on Webster Rd. off Rt. 60. Website for disposal rates: No general dumping is permitted at our Compost area near the barn. Only grass, leaves and brush may be left in the designated places. Please take your bags back with you!

8 Beach Activity: Parties and music on the beach should not be allowed to reach a noise level that disturbs others. Noise should cease by 11 p.m. Individuals must be off beaches by midnight. Please place litter in the refuse cans located at each access area. Fires: At VBP we are especially vulnerable to fire. Anyone who builds a fire on the beach or in a cottage fire pit, should exercise extreme caution. Our own guidelines are as follows: No fires during high winds, day or night. No fires should ever be left unattended. Fires must be fully extinguished with water, not just sand (see also below). ENJOY: PREVENT:

Open burning that is offensive or objectionable because of smoke or odor emissions or when atmospheric conditions or local circumstances make such fires hazardous shall be prohibited Location. The location for open burning shall not be less than 50 feet ( mm) from any structure, and provisions shall be made to prevent the fire from spreading to within 50 feet ( mm) of any structure. Exceptions: 1. Fires in approved containers that are not less than 15 feet (4572 mm) from a structure. 2. The minimum required distance from a structure shall be 25 feet (7620 mm) where the pile size is 3 feet (914 mm) or less in diameter and 2 feet (610 mm) or less in height Bonfires. A bonfire shall not be conducted within 50 feet ( mm) of a structure or combustible material unless the fire is contained in a barbecue pit. Conditions which could cause a fire to spread within 50 feet ( mm) of a structure shall be eliminated prior to ignition Recreational fires. Recreational fires shall not be conducted within 25 feet (7620 mm) of a structure or combustible material. 10 307.5 Attendance. Open burning, bonfires or recreational fires shall be constantly attended until the fire is extinguished. A minimum of one portable fire extinguisher complying with Section 906 with a minimum 4-A rating or other approved onsite fire-extinguishing equipment, such as dirt, sand, water barrel, garden hose or water truck, shall be available for immediate utilization. Beach fires: Pets: We love our pups but. No dogs allowed on beaches at any time. Dogs should not be allowed to defecate on private or Association property, parks or playgrounds. Bags for disposal of dog waste are located throughout VBP. Please do not leave used bags in owners trash cans. Dogs are not permitted to run loose within the Point. Dog owners must leash their dogs when walking and make sure dogs are appropriately constrained at all times. Dogs left unattended should not be allowed to bark incessantly. Complaints should be registered with the Animal Control Officer: Clarence Grover,

11 Businesses: No business of any nature shall be conducted on or from the premises of any VBP structure or lot involving advertising, business address listing, or calling in person on VBP grounds by customers or potential customers, including yard sales. Solicitations of business from VBP residents by any Association member or non-member for any purpose is prohibited. Fund raising activities are permitted only by the VBP Women s Club and the VBP Association. Signs: Signs, in or about VBP structures advertising products, merchandise or stores are prohibited. Exceptions to this include a single sign not to exceed 20 x 24 in dimension on a property (and that property only), advertising for sale or rent. Signs advertising fund raising or social activities on the part of VBP are permitted. Fireworks: Fireworks are illegal in NY State. Firearms: Firearms may not be discharged on VBP property.
