1 Surfside Homeowners Association Winter, 2015 YEAR END STATE OF SURFSIDE By Kirby Smith, President Happy New Year to all my fellow Surfside members! I hope each of you had a happy and memorable holiday season. And speaking of New, let s take a look at some key elements of Surfside Homeowners Association: First, we have had considerable activity in the real estate market, both in property changing hands and new construction. That means that we have new faces/new members. On behalf of the Assocation, welcome all of you to our community. We have a new structure in lands and buildings, and now have short term and long term plans in place including continued refinement of the planned building project to house our equipment. Water planning, in addition to what we are working on, is always getting new input and requirements from the State. Most recent: Water Use Efficiency Goals; You will soon hear more on this one. The new 6 year water plan will soon be complete, and will provide the long term structure and goals for our water system. The Firewise program used a new approach which was very successful. We will do it again this year. Tsunami preparedness is not new, but our Emergency Management Committee has taken a new, hands on approach to it and will continue to improve our readiness. The Board has authorized purchase of a new type of excavator to be used in our water main replacement and meter installation projects. We will also be installing new computer software to efficiently integrate all data collection, billing, account and reporting of Surfside s operations. Wow! How many times did I say New? There is more, but I think I have used up my space for now. Let me just say that the committees always need New faces. Come on down! And get involved.

2 Page 2 Surf-in-Sider Community Relations Committee Winter 2014 Currently, the CR Committee is working on shopping and delivering gifts for the Surfside Foster Children s Christmas Drive. At last count the donations exceeded $1,000. Tree, Brush, Vegetation and Noxious Weed Committee 2014 Report During 2014 the Tree, Brush, Vegetation and Noxious Weed Committee worked to educate members and enlisted Pacific County to help eradicate noxious weeds from Surfside. From January 2014 through November 15, 2014 there was a total of 155 new tree complaints and 131 closed tree complaints. Of the 131 closed tree complaints, 84 had been dismissed. Reasons include duplicate complaints, trees that were in fact not over height when gone to confirm and incorrect locations. 3 Surf-in-Sider Page RV Committee Annual Report I am sorry to report that the RV Committee is not in as good a shape as it had been in the past. We are down to one Chairman and two committee members, one of which lives in Montana and is in Surfside for only three months in the summer. The RV Committee charter calls for three committee members and one chairperson. I have been unsuccessful in my attempts to recruit new members, but will continue the search. If anyone knows of someone please send them my way. We have made many upgrades and improvements to the RV Storage area in my seven years as Chairman. We have 45 additional electrical spaces, riser and lids installed on our septic tank, renumbered all 163 spaces, upgraded our RV dump station, repainted our white lines twice in the last four years, yearly weed control, increased RV storage rates by 20%, increased summer RV permit time allowance (March 15 October), replaced light pole, and cleared trees and brush 10 feet from fence. I can t think of much more we can do at the RV storage area other than covered RV storage and we all know that pigs will fly before that happens. I would like to thank Carol Bruce and Patty Fisher for their support as committee members, also a great job by Gil and his crew on all our projects and to Laura and Gil again for their work on RV complaints. David Olson, RV Committee Chairman ARCHITECTURAL COMMITTEE The Architectural Committee meets every Tuesday at 9:00 a.m. as needed. The Committee reviews all submitted plans for buildings and any other structures proposed in areas under the control of Surfside Homeowners Association. Applications need to be submitted prior to any building. Application approval is needed for building a house, a garage, deck, shed or fence. Applications must include your division, block and lot number, physical address of the property, type of materials being used, appropriate setbacks and a complete plot plan with dimensions and a rendering or photo of the item being constructed. If you are building a structure which needs county approval you will need to submit 2 (two) sets of plans, 1 for the business office to retain and 1 for the county. This year 175 Surfside lots have changed ownership. The following applications were approved through the Committee from July 1, 2014 to October 31, 2014: House - 4, Fence 5, Shed -10, Deck -3, Addition -2 Applications are available at the business office or online at our website under the forms tab. If you have an hour a week we are always looking for volunteers!

4 Page 4 Surf-in-Sider SURFSIDE DEPUTY REPORT JUNE TO NOVEMBER 2014 DEPUTY T. OSTGAARD The following is my report from June to November, With the summer gone and the fall starting there are a few things that I will write about. I had a few calls over the last few months that are worth noting; I had a motorcycle pursuit and car pursuit in late July/Early August. The same suspect from both incidents ran from me on a motorcycle and got away. Then he ran in a car a few weeks later. He was caught in early August and is currently in prison after pleading guilty to eluding a police vehicle. In late July I had a case involving a male suspect holding his girlfriend at gun point and shooting multiple shots inside the residence. He was finally arrested in Skagit County, WA. where he is being held on multiple warrants. At some point he will be transferred back to Pacific County to face his charges here. Clam digs have started and although they have not been too busy yet, everyone should still be cautious while walking or even driving during the clam tides. A lot of people come from out of town to dig and don t pay attention to the speed limit signs. There is an increase of traffic through the Surfside area, and some increased speeding. The speeding is an on-going issue that I try to stay on top of, but can only be in one place at a time. With the season changing the weather will be changing as well. We ve already had one power outage lasting hours, and some cold weather. Many people weren t prepared for the weather. Generally a good way to be prepared for the weather and power outages is to have extra blankets/warm clothes, a heat source, candles/flashlight, a NOAA radio and a few days food/water supply. Also, with the fall and winter coming a vast majority of Surfside residents will be heading out of town for a few months. I have received many house check requests and urge people to turn them in when leaving. I also suggest letting trustworthy neighbors know you will be gone. Again, always lock your vehicles and houses, even when home. The best way to contact me is by calling the business office and leaving me a message. I check my box one to two times a day and the business office will also call me if I m working. 5 Surf-in-Sider Page 5 Fish and Waterways Committee Canal Cleanup Town Hall Meeting tentatively scheduled for February 7, 2015 at 1:00 p.m. Canal front property owners attendance encouraged / all Surfside members welcome. Agenda Definition of terms Category 1: Trees or any plant growth into or out of the waterway obstructing safe passage. Category 2: Trees or any plant growth towards the middle of waterway but not yet threatening safe passage. Category 3: Broken branches lying either in or along the canal. Removing would improve the appearance of the waterway but not enhance passage. Situation: There are a few spots along the canal that are not safely passable due to trees or branches growing down into the middle of the canal creating a hazard for those attempting to navigate the canal. Target: Create a safe passage from one end of canal to the other. Proposal: Clear the overgrowth that is creating a hazardous condition by partnering with canal front property owners to execute a agreed to plan that will be created with cooperation between the Fish and Waterway Committee and the canal front property owners with assistance as needed from Surfside staff. Plan for implementing proposal Phase Plan Phase 1 Canal Front Lot Owners Voluntarily clean up their own overgrowth Self assess based on definition of Category 1 and Category 2 that they feel will be Category 1 in short order. Based on assessment conduct clean up as needed Timeline Spring 2015 (March thru May) Phase 2 Committee assesses progress and organizes work party as needed. Member(s) of F&W Committee navigate canal and determine if Category 1 condition still exists. If no we are done for now If yes, organize work party that will include lot owners and other volunteers within Surfside. Utilize survey results for developing plan. Timeline Summer 2015 (June September) Phase 3 Committee assesses results Member(s) of F&W Committee navigate canal and determine if Category 1 condition still exists. If no we are done for now. If yes, F&W Committee work Board to determine options for obtaining compliance.

6 Page 6 Surf-in-Sider Water System Planning Surfside is a municipal water company. Many residents don t realize that we mine, pump and distribute our own water at a cost much lower than other peninsula water companies. Our water systems manager, Mr. Bill Neal, has made great strides in improving the quality and appearance of the water we drink. The water department is also in the midst of large, long term projects to replace the aging water distribution system and install meters for each water service (a Washington State requirement). On June 19, 2014, the water maintenance team responded to a major failure of the older water mains in the 322 nd Street and K Place area. In the dark and during a rain storm, the water maintenance crew replaced 35 feet of 20 year old asbestos pipe and restored service to hundreds of Surfside homeowners. Emergency Water Main Repair Land and Buildings Gil Gonzalez and his crew have done a superb job of maintaining and enhancing the lands and facilities here in Surfside. This year we completed a renovation of the playground, installed dog waste receptacles at all the beach paths, maintained and mowed the roughly 10 acres of property Surfside owns, (including trails), and conducted maintenance inspections of our bridges. The Improved Playground with new basketball hoop Future Land and Buildings projects include repainting and restoration of the cabanas, restoration of the 305 th and H Street Park, repaving the Water Facility access road, and renovation and repainting of the trash building.

7 Surf-in-Sider Page 7 Compactor The compactor site and its staff, Paul Halstead and Richard Willis, continue to provide us four days a week, low cost service for our trash and recycling needs. However, both the cost to remove our refuse and the amount of trash we place in the system has increased over time. Peninsula Sanitation, our only trash hauler, has increased their fees 2 to 3 percent over the last 5 years. Also, we Surfside residents have increased our use of the system and this year is no exception. If our use follows previous years, we may spend $80,000 on trash/recycling. Notice that the cost per pound has only increased by 2 cents over a four year period. Surfside Compactor (As of July 2014) Please, recycle as much as you can, flatten card board boxes and plastic bottles as much as you can.

8 Page 8 Surf-in-Sider Surfside Business Office By Laura Frazier There were a few changes here in the business office last year. The 2015 budget was ratified with a majority of voters in attendance voting YES with a 4% increase over last year. The board authorized the purchase of a new software program that we believe will work well for us. We hope to implement it early next year. With this software we ll be able to eventually offer online bill-pay for member s convenience. Holli left to pursue other job interests, and Kimber Holtermann moved into her place.
