1 The Corporation of Delta COUNCL REPORT Regular Meeting To: Mayor and Council File No.: /PRCC From: Parks, Recreation & Culture Commission Date: January 1, Parks, Recreation & Culture Commission Work Plan CONSDERATON: The following advice of the Parks, Recreation & Culture Commission is submitted for Council's consideration: THAT Council adopt the proposed 2013 Parks, Recreation & Culture Commission Work Plan (Attachment A), as required under Procedural Bylaw PURPOSE: To seek Council's approval of the proposed 2013 Parks, Recreation & Culture Commission Work Plan and to identify the 2012 Commission accomplishments. BACKGROUND: Council has adopted a Terms of Reference for the Parks, Recreation & Culture Commission (Attachment B). Council's Procedural Bylaw 5000, Schedule D, Section 7.1 (a) requires all Committees and Commissions to prepare a report to Council presenting a Work Plan for the coming year, and including the previous year's achievements. Council Policy: Council approves all Committees and Commissions work plans. DSCUSSON: The Parks, Recreation & Culture Commission (Commission) advises Council and the Parks, Recreation & Culture Department (the "Department") on its Work Plan. n 2012, the Department's accomplishments were a mix of programs, policies and projects. Highlights of 2012 include: 935,000 admissions occurred at recreation facilities representing a 7% increase over registered fitness programs with 2,700 registrants participating 1,455 registered community recreation programs with 16,000 participants
2 Page 2 of Parks, Recreation & Culture Commission Work Plan /PRCC January 1, 2013 Continued to develop and deliver arts & culture programs at Delta's arts facilities Coordinated and/or partnered in the delivery of over 100 successful community events including: - 12th Annual Tour de Delta 13 th Annual Delta Triathlon Outdoor Movie Nights Canada Day Celebrations Harris Barn Raising Community Festivals Mayor's Garden Contest Boundary Bay Airshow Hosted 350 facility special events Changed out vending operations in all Delta facilities Partnered with Alpha Aviation nc. on the delivery of the 2012 Boundary Bay Airshow; and, created a Terms of Reference for a Boundary Bay Airshow Advisory Committee Extended the Huff Hydro Corridor dog off-leash space in North Delta Assisted with sponsorship opportunities for a new Delta Community Animal Shelter facility and proceeded with ground breaking Managed a $1 m Civic Building lifecycle budget for roofs and mechanical systems replacement mplemented a number of park lifecycle and enhancement projects including Park Furnishing Donations Fence Cost Sharing Bleacher replacement Winskill Baseball Backstop 1 & 3 reconstruction Diefenbaker Water Park fence Wade Road Park Playground replacement Endersby Park Playground expansion Annieville Playground repairs John Oliver Park Fieldhouse flooring Sungod Trail surfacing Park Concession electrical repairs Created a Harbour Bylaw Provided significant staff resources for Community Festivals (Ladner May Days, North Delta Family Day and Tsawwassen Sun Festival) Partnered with Fraser Health on the delivery of the Healthy Living Strategy & Programs mplemented licence agreements both new and renewal Continued to implement energy reduction projects at Delta facilities including Ladner Leisure Centre Solar Energy Ladner Outdoor Pool Solar Energy North Delta Outdoor Pool Solar Energy North Delta Public Safety Building Lighting Retrofit Demand & Power Changes Training Reviewed and implemented a new delivery model for Leisure Access Passes Established a Communications Coordinator Position
3 Page 3 of Parks, Recreation & Culture Commission Work Plan /PRCC January 1, 2013 Proceeded with expansion plans/designs for the North Delta Recreation Centre Activated Facility Admission Cards in South Delta Continued to lead the Emergency Social Services Plan for Delta Worked with all user groups to maximize program opportunities where available Continued to source grant funding opportunities for cost-sharing projects Developed a plan to enhance/support senior's services Proceeded with detailed designs of the Ladner Sport Field project Completed LLC Energy and GHG Emission Reduction initiative Purchased new standardized lacrosse nets for all facilities Hosted and participated in a series of North Delta Area Plan Town Hall Meetings Relocated the Harris Barn to Hawthorne Grove Park Completed upgrades and signage at Kiwanis Longhouse The attached Draft 2013 Work Plan outlines a number of projects and initiatives for the Department which includes: Continued delivery of programs and services - estimated annual attendance of approximately 1,000,000 visits Continue to develop and deliver arts & culture programs at Delta's arts facilities Continue with the delivery of year round programs Continue delivery of community wide and special recognition events including BMO Ladner Storm Project Ladner Sport Field Ground Breaking Ramsar Designation Celebration 14th annual Delta Triathlon 13 th annual Tour de Delta Delta School District/Municipal Land Exchange celebration Harris Barn Grand Opening Delta Animal Shelter Grand Opening Arthur Drive/Ladner Trunk Road Opening 2 nd Annual Luminary Festival - Sunstone Park Fall Harvest North Delta Expansion Ground Breaking Enter into or renew over 30 licence/lease agreements Continue to implement energy reduction projects Continue with Major Capital and Corporate Projects Delivery of Parks Capital & Landscaping Programs Fee for Service Agreements Planning and Policy development Department wide Communications Healthy Living nitiatives Cemetery Operations Harbour Operations Off-leash containment areas in North and South Delta Nordel Way Planting
4 Page 4 of Parks, Recreation & Culture Commission Work Plan /PRCC January 1, 2013 Commission will continue to provide input into many facets of the departments business and service delivery. The proposed 2013 Work Plan includes many items that are business as usual, as well as a number of new initiatives. As new initiatives come forward, Commission will be asked to provide advice and direction prior to implementation or proposed recommendations to Council. The department continues to provide access to Delta facilities below the average level of fees charged throughout the region. The current Fees and Charges Schedule will remain in effect until December 31,2013. Participation levels continue to be closely monitored to ensure revenues are in line and comparable to previous years. A key focus is on keeping Delta's facilities and parks in a fully functional state and at a service level Delta citizens have come to expect. At its January 17, 2013 Regular Meeting, Commission approved the recommendation contained within this report. mplications: Financial mplications - The financial implications associated with this Work Plan are included in the Financial Plan. 12 TERMS OF REFERENCE Attachment B Page 1 of 2 PARKS, RECREATON & CULTURE COMMSSON (PR&CC) PURPOSE: To provide advice to Council and staff with respect to planning, development, use, operation and service delivery of all recreation and culture programs, civic buildings, properties, parks, open space and sport fields. MANDATE: The Commission will: - Follow the Council approved workplans - Ensure that community access to municipal facilities is fair and equitable - Set service levels respecting Council approved budgets - Determine priorities with respect to lifecycle and development expenditures for all parks and facilities - Make recommendations to Council on services provided by not-for-proflt agencies via Fee for Service Contracts The Commission is also responsible for developing an annual fees and charges schedule consistent with budgetary direction of Council. The Commission will also be the. liaison to the Kirkland House Foundation, Delta Museum and Archives Society, Fishers Committee and Delta School District # 37. The Commission will present Council with a proposed Work Program on an annual basis for the coming year. The Commission will provide a progress report, to Council every six months. MEMBERSHP: The Commission shall consist of twelve (12) members appointed as or as otherwise directed by Council, who may serve without compensation as follows: Two (2) members of Council- Chair and Vice-Chair Ten (10) members from the community at large Non-Voting Members from the following departments may be appointed by Council to provide professional opinions in an advisory capacity to the Commission. Parks Recreation and Culture Department Engineering Department Meeting Schedule: The Commission meets on the third Thursday of each month from September to June of Each year, or at the call of the chair.
