CALL TO ORDER The meeting was called to order at 9:05 am B.Murray welcomed D. Korolnek and D. Parks from the County of Simcoe. 2. ADOPTION OF MINUTES FROM PREVIOUS MEETING The minutes were approved as printed. 3. PRESENTATIONS D. Korolnek and D. Parks, from County of Simcoe, Engineering, Planning & Environment Division presented the Transit Implementation They updated on the County of Simcoe Transit Service by presenting an overview of the following: Transit feasibility and Implementation Study; Goals and Objects; Challenges; Service Design; Efficiency and Effectiveness; Long and Short Term Network Concepts, elaborated on the

3 MIDLAND PENETANGUISHENE TRANSIT COMMITTEE MINUTES proposed routes, specialized/accessibility transit service will be part of the transit, implementation of the phases (roll out), hourly services, etc. The fares are still being investigated due to the different software being used with the adjoining municipalities. A discussion on the hub locations and which locations are in the works. At this time some discussions regarding shelters at the County hub was inquired. J. Main inquired if the County of Simcoe Transit would be used during special events. It was clarified that the Transit licence would not allow them to be a charter. 4. ITEMS OF REFERENCE i) Monthly Ridership update B. Murray reviewed the September report. He indicated that for the month of November the riderships declined. Maintenance and repairs to the transit could explain the decline. December will be monitored. Committee would like the areas that have zero riderships to be reviewed and with possible alterations. Action: B. Murray to review the stops with zero riders. ii) Passenger Counter update B. Murray advised the committee this software will assist with knowing where riders get off at what location which in turn will assist with determining the better stop locations if changes are required.. iii) Midland and Penetanguishene Transit Operation Agreement Renewal Update B. Murray and S. Berriault indicated that the new Transit agreement, with the Town of Midland, has been passed by both councils. There were minor changes to the agreement such as the length of the agreement that has been switched to 18 months due to the Town of Midland performing a Transit review and will be taking the Town of Penetanguishene portion into consideration. iv) Special Events Summary of ridership for Butter Tart Festival and Canada Day Events. B. Murray went over the total ridership for the above events. It was indicated that only the main events such as the Town of Penetanguishene 70 th Winterama and the Town of Midland Winter Fest will have a special transit.

Murray indicated that the Library stop has been reviewed and consideration for a shelter to show the appropriate stop is a possibility. Due to the hazard for riders and vehicles travelling this portion, consideration to relocating the stop or place a bus shelter at this stop. Action: B. Murray to further investigate and discuss with Library on the parking area. vi) Lorna Tomlinson (Wendat) Senior Complex update. B. Murrary and S. Berriault to review the transit route to incorporate a trial stop over a longer period then 2 weeks. Action: B. Murray and S. Berriault will further investigate 5. MATTERS FOR CONSIDERATION N/A 6. NEW BUSINESS At this time S. Berriault asked the committee members to review the questionnaire that will be forward to the riders using both transit system and then will be forward to the consultant during the review of the Town of Midland Transit system. 7. QUESTIONS & INQUIRIES There were no questions or inquiries at this time. 8. NEXT MEETING The meeting dates for 2018 year will be forward to the committee members through calendar invite. It was determined that the meeting will be schedule the 1 st Tuesdays quarterly. 9. ADJOURNMENT The meeting adjourned at 10:41 am.

5 The Corporation of The Town of Penetanguishene Committee of the Whole Report COMMITTEE: COMMITTEE CHAIR: SUBJECT: Transportation & Environmental Services Section Councillor Doug Rawson Midland Penetanguishene Transit Ridership Monthly Update (November and December) REPORT HIGHLIGHTS The purpose of this report is to provide council with an update on the monthly ridership of the transit system along with a Stop Performance Report and a Revenue and Cost summary. This report will cover the months of November and December There were 1024 boardings during the month of November which is a decrease in ridership of 984 from the previous month. There were 1582 boardings during the month of December which is an increase of 558 from previous month. The decrease in ridership for the month of November is attributable to the Penetanguishene Transit bus being out of service for an extend period and therefore the ridership collected during this time period is missing. An even ridership distribution has been observed in the months of November and December during the hours of 8:00 A.M. to 3:00 P.M. RECOMMENDATION THAT the report be received for information. BACKGROUND The Midland Penetanguishene Transit system commenced operation on February 1st, Since that time, the Town of Penetanguishene through its operator (the Town of Midland) has implemented the Transit Fare program on its bus service. Transit riders are provided the option to either purchase a reloadable transit fare card or pay cash when they enter the bus. Transit fare software reads both card and cash transactions and counts it as a boarding and reduces the number of rides left on the card. With this program we are able to review the number of riders boarding the transit system. ANALYSIS For the months of November and December 2017, the Transit Fare software identified the following boardings on the Penetanguishene Transit Route which includes the increases and decreases, as seen in the graph below. The decrease in ridership for the month of November is attributable to the Penetanguishene Transit bus being out of service for an extend period and therefore the ridership collected during this time period is missing.

9 John Bravakis Enterprises Ltd. 551 Bryne Drive, Unit P Barrie, ON L4N 9Y3 February 12, 2018 TOWN OF PENETANGUISHENE MAIN STREET RECONSTRUCTION CONTRACT NO PROPOSED TRAFFIC CONTROL PROTECTION PLAN Overview and Assessment: All Traffic Control Plans ( TCP ) are to coordinate with the Ontario Traffic Manual Book 7 Temporary Conditions dated January 2014 ( Book 7 ) and the conditions of the contract under the Special Provisions ( SP s ) number 10 with exceptions as described on previously submitted Preliminary Traffic Control Protection Plan on October 12 th, Works to be completed within this contract, JB Enterprises Ltd. ( JB ) has broken up the works into 5 Phases; o Phase 1 Wolfe Street to Tessier Drive o Phase 2 Tessier Drive to Robert Street o Phase 3 Robert Street to Poyntz Street o Phase 4 Poyntz Street to Edward Street o Phase 5 Edward Street to Thompsons Road Each phase containing 2 blocks (including 1 intersection) of rolling closures in 50 meter sections (moving as work progresses), 1 block of partial lane closures for Next Stage Preparation and 1 block of partial lane closures for Restorations including Sidewalks, Pavers, Boulevard Works, Furnishings, Plantings, etc. An example of methodology is below on Figure 1. If existing traffic signals (Thompson Road, Edward St, Poyntz St, Robert St W) within work areas, traffic signals to be set to coordinate with construction work and traffic. Access for local traffic and emergency vehicles will be maintained whereas safely possible. Communications to the Town of Penetanguishene, local Fire Department, Police, Ambulance, School Boards, Garbage Collection and the County informing all parties of road conditions and traffic control as necessary as the construction progresses. Hours of work will be Monday to Friday from 7:00am to 7:00pm and possibly Saturdays with notification outside of these dates and/or times to the Town of Penetanguishene. 10 Pedestrian Access / Local Businesses: All existing sidewalks to remain in place for duration of works within immediate work area until placement of base asphalt. Temporary fence, example shown in Figure 2, will be erected between sidewalk and work area for pedestrian safety. Once base asphalt is placed, removal and replacement of sidewalks will commence. Advertisement Boards will be created and posted for all businesses within affected work area and/or intersections displaying sidewalk access open. These boards will be placed at all affected intersections. An example shown below, Figure 3, would be placed at detouring intersections. The Public Relations Officer (PRO) and/or the Flag Persons to also assist general public, employees, business owners and property owners with access through work areas.
