1 The Corporation of Delta COMMSSON REPORT Regular Meeting To: Parks, Recreation & Culture Commission!File No.: /PRCC From: Date: Parks, Recreation & Culture Department!February 12, Parks, Recreation & Culture Commission Work Plan RECOMMENDATON: THAT the Parks, Recreation & Culture Commission recommend to Council adoption of the proposed 2014 Parks, Recreation & Culture Commission Work Plan (Attachment A), as required under Procedural Bylaw PURPOSE: To seek the Parks, Recreation & Culture Commission's (Commission) approval of the proposed 2014 Parks, Recreation & Culture Commission Work Plan (Work Plan) prior to Council's endorsement, and to identify the 2013 Commission accomplishments. BACKGROUND: jcouncil has adopted a Terms of Reference for the Parks, Recreation & Culture Commission (Attachment B). Council's Procedural Bylaw 5000, Schedule D, Section 7.1 (a) requires all Committees and Commissions to prepare a report to Council presenting a Work Plan for the coming year, and including the previous year's achievements. DSCUSSON: The Commission advises Council and the Parks, Recreation & Culture Department (the "Department") on its Work Plan. n 2013, the Department's accomplishments were a mix of programs, policies and projects. Highlights of 2013 include: 1.4M admissions occurred at recreation facilities representing a 6. 7% increase over registered fitness programs with 4,902 registrants participating 2,342 registered community recreation programs with 15,828 participants Continued to develop and deliver arts & culture programs at Delta's arts facilities F:\ADMN\Commission Reports\Commission Reports \DC018.docx- Monday. 4 Page 4 of Parks, Recreation & Culture Commission Work Plan /PRCC [February 12, 201 4j Commission will continue to provide input into many facets of the Department's business and service delivery. The proposed 2014 Work Plan includes many items that are business as usual, as well as a number of new initiatives. As new initiatives come forward, Commission will be asked to provide advice and direction prior to implementation or proposed recommendations to Council. The Department continues to provide access to Delta facilities below the average level of fees charged throughout the region. The new Fees and Charges Schedule will remain in effect until December 31, Participation levels continue to be closely monitored to ensure revenues are in line and comparable to previous years. A key focus is on keeping Delta's facilities and parks in a fully functional state and at a service level the citizens of Delta have come to expect. mplications: Financial mplications - The financial implications associated with this Work Plan are included in the Financial Plan. 13 TERMS OF REFERENCE Attachment B Page 1of1 PARKS, RECREATON & CULTURE COMMSSON (PR&CC) i! "j ; PURPOSE: MANDATE: To provide advice to -Council and staff with respect to planning, development, use, operation and service delivery of all recreation and culture programs, civic buildings, properties, parks, open space and sport fields. The Cornmission will: - Follow the Council approved workplans - Ensure that community access to municipal facilities is fair and equitable - Set service levels respecting Council approved budgets - Determine priorities with respect to llfecycle and development expenditures for all parks and facilities - Make recommendations to Coul'.lcil on services provided by not-for-profit agencies via Fee for Service Contracts T1e Commission is also responsible for developing an annual fees and charges schedule consistent with budgetary direction of Council. The Commission will also be the. Liaison to the Kirkland House Foundation, Delta Museum and Archives Society, Fishers Committee and Delta School District # 37. The Commission will present Council with a proposed Work Program on an annual basis for the coming year. The Commission will provide a progress report to Council every six months.,. i' ~:.. ' MEMBERSHP: The Commission shall consist. of twelve (12) members appointed as or as otherwise directed by Council, who may serve without compensation as follows: Two (2) members of Council - Chair and Vice-Chair Ten (10) members from the community at large Non-Voting Members from the following departmen~s may be appointed by Cou(lcil to provide professional opinions in an advisory capacity to the Commission.
