Facilities Supervisor Ken Kendall, Assistant Chief Administrative Officer Greg Lunn and Debbie Olsen CALL TO ORDER DELEGATIONS/ PRESENTATIONS ADDITIONS TO THE AGENDA ADOPTION OF THE AGENDA ADOPTION OF THE MINUTES ITEMS FROM COUNCIL The meeting was called to order at 7:31 p.m. by Chairperson Achtymichuk. There were no additions to the agenda. THAT the agenda be adopted as circulated. Moved by: B. Nielsen Seconded by: C. Weidner THAT the minutes of the April 21, 2004 meeting of the Lacombe and District Recreation, Parks and Culture Board be adopted as circulated. Moved by: B. Nielson Seconded by: C. Kooyman Skateboard Park Location The Board's recommendations were presented to Town Council. Council did not accept the Michener Park suggestions and referred the item back to the Recreation Board to reconsider Campground Fees The fees that were outlined in the June Board meeting package were forwarded to Town Council and were adopted. Student Representative - Reappointment Graham was reappointed by Council for another one year term.

2 INFORMATION Recreation Services Monthly Report C. Lust reported that the response to the Active Living Fair had been very good both in terms of attendance by the public as well as an increased number of organizations participating. The agreement between the Red Deer & District Community Foundation and the Town is being drafted. An application to the Foundation is being prepared. Funding from this application will go into the Lacombe Arts Endowment fund to help establish the fund. A cultural brochure with the various cultural activities happening in Lacombe was produced and has been circulated with the water bills. The response to date has been very positive. The Tourism committee is hosting a workshop September 28. The tourism brochure produced was very well received and supplies are almost depleted. C. Bennefield reported that the pool has been shut down for the month of September and will reopen October 1. The main tank has been repainted and work is being done on the teach pool and whirl pool. The flooring in the change rooms has been replaced with tile. The ice has been in since August 4th. The ringette school was in for two weeks, followed by two weeks of hockey school. Following the Rebel game this Friday the ice will be taken out and dirt brought in for the rodeo. A grant was received for new rubber matting that will go into the back ice. The bleachers will be closed so it is warmer for the spectators. K. Kendall reported that renovation are proceeding at the curling rink and arena. There were a few unexpected expenditures. Ken will be meeting with the architects for the pool as deficiencies have been discovered during the renovations which go back to the original construction of the pool. Lacombe Fitness has relocated to the pool upper lobby and the Day Care moved over to the arena upper lobby. An application has been submitted to Municipal Affairs for funding to initiate an energy efficiency system at the arena and pool. Quotes for the development of a spray pool extending out from the south of the pool have been received. Kinsmen Aquatic Centre Statistics The April stats for the Kinsmen Aquatic Centre were provided for the Board's information. Trail Committee Report and Updates to Development Plan A number of trails were developed this summer. The Trail/Sidewalk Development Plan Update will be going back to Council for adoption on September 27. The trail committee has identified revisions to the plan to be included at that time. Communities in Bloom T. Jardine reported that the program went very well this year. Three committee members will be in attendance at the announcement in P.E.I. on September 18.

3 A.R.P.A. Conference Information on the ARPA annual conference October was circulated for board member's information. THAT the Lacombe and District Recreation, Parks and Culture Board accept the following items as information: 1. Recreation Services Monthly Report 2. Kinsmen Aquatic Centre Statistics 3. Trail Committee Report 4. Communities in Bloom 5. A.R.P.A. Conference BUSINESS ARISING Moved by: C. Weidner Seconded by: T. Jardine Skateboard Park Since Town Council was not in favour of the Michener Park location the Board discussed other locations. One suggestion was next to Diamond #6. The original drive for the skateboard park among the users seems to have dwindled. Outdoor Rink The construction of the outdoor rink has been delayed until July An agreement between the Town and Wolf Creek School Division is in the process of being finalized. The location of the outdoor rink will be east of the bus barns. Lacrosse In order to accommodate lacrosse at the arena adjustment to the existing schedule will need to be made. Ken will be sending a letter to the user groups to receive their input on making any changes. The Board discussed encouraging the use of rinks outside of Lacombe such as Bentley and Blackfalds. Trail Committee Report and Updates to Development Plan Revisions to the Draft Update were forwarded to the Board from the Trail Committee. WHEREAS the draft of the Lacombe Trail/Sidewalk Development Plan has been presented to Town Council for their review, and WHEREAS the Board and Trail Committee has reviewed the draft and identified amendments to the Lacombe Trail/Sidewalk Development Plan Update 2004, THEREFORE the Board recommends to Council that the Lacombe Trail/Sidewalk Plan Update 2004 be accepted with the amendments.

4 NEW BUSINESS Moved by: C. Kooyman Seconded by: B. Nielsen Facility Fees for Town department events Administration receives requests from organization on a number of occasions to waive or reduce facility fees for various fundraising events including for internal activities such as the Victim Services comedy night and the policeman fundraisers. The administration requested direction from the Board on the development of a policy to help guide decisions on these matters. The general consensus from the Board was to charge the groups the full price. Administration will draft a policy for the next meeting. Naming of Parks and Playgrounds Lacombe has a number of parks and playgrounds that have not been officially named. In order to address the naming of them a policy was drafted for the Board's review. Signage is proposed for a number of the parks which cannot be done until names have been determined. WHEREAS the naming of Town of Lacombe parks and playgrounds requires that criteria be put in place for the long term and provide guidelines for name selection of parks and playgrounds, THEREFORE the Board recommends to Town Council the following policy: Initial proposals for the naming of parks/playgrounds will be presented to the Lacombe and District Recreation Parks and Culture Board with a rationale for the proposed name designation. The following guidelines will be used for name selection: 1. Parks/playgrounds will be named according to the subdivision in which it is situated 2. Parks/playgrounds that are funded by a local organization/service club may have the name of the organization/service club included in the site name. At the time of rehabilitating of older parks/playgrounds in order for the organization to maintain its name in the site name there is an expectation the organization/club will be a partner in the funding of the rehabilitation. 3. Parks/playgrounds may be named after an individual who has made a significant contribution to the community 4. Parks/playgrounds may be named according to a significant event (ie. Centennial) 5. Parks/playgrounds may be named after a deceased historical figure who is deemed to have contributed to the community or has a historical connection to the site being

5 named. 6. In case of some ornamental or smaller sites it may be deemed unnecessary to name the parks. Recommendations of names will then be forwarded to Town Council for adoption. Moved by: G. Nielsen THAT WHEREAS a number of parks/playgrounds have not been officially names, and WHEREAS for the purposes of distinguishing these sites and the installation of signage, it is necessary to name them, the following names are being presented: Location Proposed Name Rationale Cranna Lakes Drive The Lakes Playground Consistent with the name of the subdivision Elizabeth Park subdivision playground Rotary Centennial Park This park is a centennial project for the Lacombe Rotary Club. Funding for the development of the playground has been provided by the club. THEREFORE the Board recommends to Council these Park/Playground names be approved. Moved by: G. Duckett Seconded by: T.
