1 THE CORPORATION OF THE DISTRICT OF SPARWOOD Minutes of the Regular Meeting of the District of Sparwood Council held on Monday, May 4, 2015 at 1:00 PM in Council Chambers, Municipal Office located at 136 Spruce Avenue. PRESENT: Mayor C. McDougall Councillor J. Baher Councillor B. Bowen Councillor L. Halko Councillor J. Jarina Councillor J. Jensen Councillor M. McKie ABSENT: STAFF PRESENT: Terry Melcer, Chief Administrative Officer Of?cer Danny Dwyer, Director of Engineering Duane Lawrence, Director of Community & Facility Services Michelle Martineau, Director of Corporate Services 1. CALL TO ORDER Mayor McDougall called the meeting to order at 1:05 pm. 2. APPROVAL OF AGENDA AND LATE ITEMS 2.1 Approve Agenda MOVED AND SECONDED THAT the agenda be approved as presented. CARRIED 3. ADOPTION OF MINUTES 3.1 Minutes of Regular Meetings of Council held April 7, 2015 and April 20, 2015 and Special Meetings of Council held April 13, 2015, April 15, 2015, April 21, 2015 and April 27, MOVED AND SECONDED THAT the minutes of the Regular Meetings of Council held April 7, 2015 and April 20, 2015 and the Special Meetings of Council held April 13, 2015, April 15,2015, 1 April 21, 2015, and April 27, 2015 be adopted as presented. CARRIED 5. PETITIONS AND DELEGATIONS Trans Canada Trail Sarah Meunier, Kootenay Trail Coordinator Trans Canada Trail, Julie Kelly, Manager of Fernie Trails Alliance and Terry Nelson, President of Fernie Trails Alliance provided Council with additional information on the Trans Canada Trail and responded to questions of Council. A copy of their presentation is attached to and forms part of these minutes MOVED AND SECONDED THAT Sarah Meunier, Kootenay Trail Coordinator of the Trans Canada Trail and Julie Kelly, Manager of the Fernie Trails Alliance be recognized and invited to address Council. CARRIED 6. STAFF REPORTS 6.1 Coal Alliance Delegation to Council on April 20, The report from the Chief Administrative Officer was received MOVED AND SECONDED WHEREAS the coal sector in British Columbia employs 26,000 people directly and indirectly in family-supporting jobs, creates $3.2 billion in economic activity and generates $715 million in tax revenues for B.C. cities and towns and the province every year; AND WHEREAS the coal sector helps pay for hospitals, schools, roads, and many other

2 District of Sparwood Sparvvood Regular Council Meeting Minutes of May 04, 2015 Page 2 important public services; AND WHEREAS metallurgical coal is essential to the production of steel used in everything from cell phones to wind turbines to subway cars to surgical equipment; THEREFORE BE IT RESOLVED that this Council acknowledges the important contributions to jobs, the economy, and public services that the coal sector in British Columbia provides. CARRIED Duane Lawrence left the meeting at 2:00 pm. 10. BYLAWS 10.1 Financial Plan ( ) Bylaw 1168, MOVED AND SECONDED THAT Financial Plan ( ) Bylaw 1168, 2015 be adopted. CARRIED Tax Rates Bylaw 1169, MOVED AND SECONDED THAT Council rescind motion which gave three readings to the Tax Rates Bylaw; AND THAT Tax Rates Bylaw 1169, 2015 be given first, second, and third reading. CARRIED 12. QUESTIONPERIOD Mayor McDougall invited the media and public to present any questions they may have pertaining to items on this agenda. 13. INFORMATION ITEMS 13.1 Information Items The following correspondence was received as information: 0 Public Works Report for March Letter from CN regarding dangerous goods carried by CN on its rail lines BC Hydro Operation Update meeting in Cranbrook on May 27, Correspondence from BC Forest Safety Council regarding logging truck safety Correspondence from the Heart & Stroke Foundation regarding National Health and Fitness Day Council discussed the letter from CN. 14. ANNOUNCEMENTS FROM COUNCIL Mayor McDougall invited members of Council to share any announcements they had. 15. IN-CAMERA MOTION REQUIRED Motion to Close Meeting MOVED AND SECONDED THAT the remainder of the meeting be closed to the public in order that items, the subject of which fall under Section 90(1) (c), (e) and (g) of the Community Charter which pertain to labour relations or other employee relations, the acquisition, disposition or expropriation of land or improvements, and which Council believes the disclosure could reasonably be expected to harm the interests of the municipality, and litigation or potential litigation affecting the municipality. CARRIED Council, by unanimous consent, took a short recess at 2:13 pm. Danny Dwyer left the meeting at 2:15 pm. The meeting reconvened at 2:17 pm and then went in-camera.

9 Trans Canada Trail (TCT) TCT s role will be to promote and fund the Trail Funding opportunities to connect the TCT will not be available post 2017 Funding is not available for motorized trails but some motorized trail can be part of the TCT when necessary

10 Defining Trails Greenway Trail a section of the Trail that has been developed for and supports one or more of TCT s preferred activities in the summer. Roadway Trail a section of the Trail that is on either a paved or gravel road, where users may be subject to the relevant highway traffic act, motor vehicle code or resource road regulations and/or legislation. Yellow Trail a section of the Trail that authorizes motorized use in the summer months.
