14 2016 Review Amalgamation of the Parks and Public Works departments Consolidation of resources for fleet and equipment Created more efficient use of equipment with less downtime Walking Trails & Sidewalks New sidewalk connections installed around Aquatic Centre to facilitate pedestrian access to facilities in the area. Asphalt overlays, landscaping and revitalization work completed on the walking trails surrounding the community. Highway 11 Roadway Improvements Dedicated turning lanes, new traffic signals and road resurfacing completed in Much improved traffic flow and increased safety through Town. Positive comments received

15 2017 Ongoing & Looking Forward Water Tower Dismantling of Water Tower to accommodate Helipad constructed by Alberta Health Services Water Tower housed communication gear and served as communications hub for emergency services, Town facilities and operations lift stations Removal of Tower is tentatively scheduled for April and May of 2017 LED Street Lights Existing street lights within the Town of Rocky Mountain House to be upgraded High Pressure Sodium (HPS) lights to be replaced with new Light Emitting Diode (LED) lights New lights use approximately 50% less energy, are brighter and do not contain hazardous materials such as lead, mercury

16 2017 Ongoing & Looking Forward Lagoon Staging Plan Town of Rocky Mountain House sewage lagoon serves the Town and surrounding areas of Clearwater County for sewage treatment Engineering Studies completed by the Town in 2016 identified that two parameters of the new Federal Wastewater System Effluent Regulations are occasionally exceeded Purpose of the Lagoon Staging Plan is to identify interim steps to address these issues and develop a staged plan to upgrade the lagoon in the immediate, 5 and 10 year horizons

17 2017 Ongoing & Looking Forward 54 th Street Extension Engineering Design 54 th street creates a second roadway connection between the Creekside subdivision and the existing 54 th street & Edgerton Drive Engineering design to be considered in 2017, a construction date will be based upon approval from Council Road crosses the railway, includes pedestrian trail system connection to Creekside Utility Rate Review A review of the Town s Utility Rates including: Water, Sewer and Solid Waste charges, fees and rates Rates will be reviewed to ensure compliance with regulatory requirements and compared with utility rates & services from other municipalities Exploration to look at what additional or enhanced services should be provided to the community

Title sponsor agreed to now named the Christenson Sports and Wellness Centre Capital projects enhancements include fire suppression into the Curling Rink Area and the Quick Lane Arena Also new insulation in the Curling Rink area and the Quick Lane Arena North Saskatchewan River Park New lease agreement with Rodeo Sports Tourism/ and Major events 600 participants in Pre-qualifying tournament for Soccer Tour of Alberta Speed Skating Competition Dynamites Hockey tournament

28 FCSS Family and Community Support Services Clearwater regional FCSS encompasses Clearwater County, Rocky Mountain House and Caroline. In 2016 $476, was given out to 47 community and regional agencies in support of their services We anticipate very close to the same numbers in Affordable Housing steering committee has now evolved to a registered Society We manage affordable apartments and housing units in Town FCSS is 80% provincially funded

30 2016 projects/program development Responsible Pet Ownership/ Animal Control Program New Bylaw Focus on Responsible Pet Ownership Hiring of additional CPO/animal control to replace Animal Services contract Positive education of healthy animal ownership Joint Force Operations Completed a number of joint force traffic operations with Town CPO s and RCMP in Development Enforcement Policy Developed a new policy to provide a consistent process for development enforcement. Includes all forms of planning and development enforcement, including paving, landscaping and other land use bylaw regulations.

31 Downtown revitalization Completed Main Street reconstruction project in Two sidewalk terraced design provides nearly 100% business handicap accessibility. Narrowing the street and widened sidewalk with landscaping creates a more walkable shopping environment. Won the Award of Excellence from the Consulting Engineers of Alberta in the Category of Community Development! Downtown Storefront Improvement Program Provides $2,500 per business storefront to undergo façade renovation. Total of 16 businesses have participated in program over 4 years.

33 2017 Ongoing initiatives Riverview Phase 2B 57 single family residential lots Town has looked at development of next Phase of Riverview Subdivision since Had issues with expected costs to develop. Developed a unique contractual arrangement: contractor constructs all infrastructure, Town maintains ownership, and Town pays contractor as lots are sold. Request for Expressions of Interest closed March 10, 2017 Off-site Levies Review Built in-house model, with help of consultant Calculate Off-site levies on a annual basis to maintain current Preparing Bylaw and Policy for Council presentation

34 2017 Ongoing initiatives Joint Development Area / North Annexation Joint Development Area (pink) for commercial/industrial development >600 Hectares of zoned, serviced land in close proximity to two major highways and Airport. Town s north annexation area is located south of the Airport road (Twp rd 40-0) and is for future commercial and residential development Agreements have been prepared and in draft stage. Public consultation still required. Town completing a Fiscal Analysis to determine the potential economic impact of initiative.

35 2017 Upcoming projects Museum/Visitor Information Centre concept plan This area is seeing growth pressures: Tourist growth accessing VIC Centre Spray Park development Legion Park in need of replacement Sani-dump and vehicle access New plan: landscaping, parking areas, future expansions, new facilities. Traffic Safety and Mobility Plan Town will be leading a public engagement process to develop a Traffic Safety Plan. Will include enforcement, infrastructure upgrades, school bus pick-up locations, speed zones, and pedestrian mobility. Public survey to be sent out in April

37 2016 projects/programs Completion of Economic Development Strategy 1. Increase the availability of commercial and industrial land. 2. Encourage Events and Attractions. 3. Develop a Mentorship Program. 4. Develop a Business Attraction campaign to promote Rocky Mountain House. 5. Develop a unified regional economic development action strategy. (Clearwater County, Rocky Mountain House and Caroline - CRC) 6. Improve tourism assets to enhance Rocky Mountain House. 7. Create a Downtown to become central point for community.

38 Corporate Sponsorship Planning and Community Development Department created the Recreation Centre Sponsorship Package. Great response from the Business Community of Rocky Mountain House and Area. Businesses believed in what the Town was doing with the expansion and renovations. Total sponsorship raised for 10 years was 1.5 million.

39 2016 Sani-Dump Project Visitor Information Centre- Sani-Dump New-Pay system was created and generated an increase in revenue of $30,000 to help offset the costs of operating the VIC centre.

40 2017 Ongoing initiatives Regional Tourism Strategy Partnership with Clearwater County, Village of Caroline and the three Chambers of Commerce to create a new tourism region. Goals Create a Regional Brand/Logo Develop Marketing Campaign to build on Brand/Logo Improve Communication with Internal Stakeholders/External Customers Inventory of tourism assets and Identification of gaps and opportunities Fostering a Customer Service-Tourism industry training session Work with Government partners to open Opportunities for Tourism Development
