1 6:00 PM The 97 th General Council meeting of the 55th Elected Council of the Six Nations of the Grand River Territory was held on the above noted date held in the Council Chambers of the Administration Building, Ohsweken, Ontario, with Chief William Montour presiding. (1) CHANGES/ADDITIONS/DELETIONS AND ADOPTION OF AGENDA GC#564/10/08/2013 Moved by Robert Johnson and seconded by Wray Maracle that the Six Nations Elected Council approve the General Council agenda of October 8, 2013 with additions. 1. Water Treatment Plant Update 2. Veterans Association Donation Request 3. Six Nations Natural Gas (2) DECLARATION OF CONFLICTS
2 PAGE 2 (3) DELEGATIONS/PRESENTATIONS 1. GRAND RIVER ENTERPRISES PLAQUE PRESENTATION Steve Williams, Grand River Enterprises President in attendance to accept a Six Nations Council Plaque of Appreciation. Grand River Enterprises was presented this plaque in recognition for all the contributions that GRE makes to the Community. Things such as the numerous donations as well as employment to many Six Nations residents. 2. COREY MARTIN AND OTHER YOUTH RE: SKATE PARK - LAND DESIGNATION Corey Martin, Community Youth in attendance to make a presentation providing information about skateboarding, the current skateboarding facilities at Six Nations and the interest he has in moving forward on a project to build a new skate park. He is requesting that Six Nations Elected Council designate some land at the Six Nations Sports and Memorial Complex for this park. He has done research in to companies that build these parks and has a plan of action to raise money for it. Recreation Director Cheryl Henhawk in attendance to show support to Corey Martins idea and inform Council that the spot that he has chosen should not be a problem. Councillor Ava Hill commends Corey for his initiative and his presentation to Council and also states her support. GC#565/10/08/2013 Moved by Ava Hill and seconded by Lewis Staats that the lands at the Six Nations Sports and Cultural Memorial Complex located in the North West corner along Lawrence Jonathan Lane be set aside for the use of a skate park. GC#566/10/08/2013 Moved by Ava Hill and seconded by Robert Johnson that the Six Nations Elected Council WAIVE SECOND READING on resolution GC#565/10/08/2013. NEW BUSINESS Councillor Carl Hill brings forward a briefing note that states that the Donation Committee has denied the Six Nations Veterans Association their $3000 donation request due to the fact that they already receive funding from another Six Nations Council source. Councillor Hill is requesting that the Six Nations Elected Council override the policy and give the donation to the Vets Association. Vera Montour in attendance to speak on behalf of the Vets Association. Vera informs that the Six Nations Veterans Day Parade is an important commemoration event for the Vets and that vets from all around attend this ceremony. She notes that this is also a very costly event and that the Six Nations Veterans Association is a non-profit organization and that any fundraising that is done throughout the year is not enough for up-keep of the Vets Hall and cover the cost for this Annual event. Some Councillors state that Policy should be followed. Councillor suggest that this is something that should be included in the budget every year and possible be linked to Six Nations Tourism/Economic Development.
3 PAGE 3 Steve Williams generously offers the Grand River Enterprises will pay the full cost of the Remberance Day Event. GC#567/10/08/2013 Moved by Carl Hill and seconded by Melba Thomas that the Six Nations Elected Council donate $3000 (THREE THOUSAND DOLLARS) to the Six Nations Veterans Association for the Veterans Day Parade. These funds to come from the Six Nations Council Donation budget. GC#568/10/08/2013 Moved by Carl Hill and Seconded by Lewis Staats that the Six Nations Elected Council WAIVE SECOND READING on resolution GC#567/10/08/2013. GC#569/10/08/2013 Moved by Carl Hill and seconded by Melba Thomas that the Six Nations Elected Council waive the rental fees for the Six Nations Veterans Association use of the Community Hall for their Veterans Day activities. 3 IN FAVOUR MOTION DEFEATED 7 OPPOSED NEW BUSINESS Mike Murray in attendance brings forward a Water Treatment Plant Adhoc Committee recommendation to extend the Completion date of the Water Treatment Plant from October 21, 2013 to December 27, Councillors state their disapproval of the many delays in the finishing of this project. It is stated that this projects is expected to be finished with money still in the contingency. Councillor states that Six Nations Council also has to take some responsibility for the delays that have occurred during the Water Treatment Plant project. GC#570/10/08/2013 Moved by Robert Johnson and seconded by B.Darryl Hill that the Six Nations Elected Council approve Maple Reinders contract extension date to December 27, 2013 with no monetary increase. 8 IN FAVOUR 2 OPPOSED GC#571/10/08/2013 Moved by Robert Johnson and seconded by Carl Hill that the Six Nations Elected Council WAIVE SECOND READING on resolution GC#570/10/08/2013. NEW BUSINESS Community Member Gina Thomas in attendance to inform Council of a recent incident and her displeasure with the Six Nations Natural Gas policies and staff. Feels that the Policy needs to be more lenient and also states that she feels that she was treated with disrespect by the staff members of Six Nations Natural Gas. Ms. Thomas is requesting a meeting with the Six Nations Natural Gas Board to that concerns can be heard from not only herself but from others who have come forward and relayed concerns though her. Councillors states that they also feel the disconnection policy should be more lenient and that the Council has heard complaints against the Six Nations Natural Gas manager for years. It was asked if someone from the Six Nations Community will be trained to take over the manager position. (Someone is being trained but not sure if they are Six Nations)

(4) ADOPTION OF THE OF SEPTEMBER 24, 2013 GC#574/10/08/2013 Moved by Helen Miller and seconded by B.Darryl Hill that the Six Nations Elected Council approve the General Council Minutes of September 24, 2013 as presented. (5) HUMAN SERVICES COMMITTEE RECOMMENDATIONS GC#575/10/08/2013 Moved by Robert E. Johnson and Seconded by Wray Maracle that the Six Nations Elected Council approve Chief William K. Montour and Lewis Staats, Chairperson of the Human Services Committee to sign the Ministry of Health Mental Health & Addictions Housing Program Budget for fiscal year to flow Mental Health Supportive Housing funding directly to Six Nations. GC#576/10/08/2013 Moved by Robert Johnson and seconded by Wray Maracle that the Six Nations Elected Council WAIVE SECOND READING in resolution GC#575/10/08/2013. Johnson that the Six Nations Elected Council approves the First Nations Inuit Health - Terms for reimbursement of the costs incurred for Lisa Loft-Hill to attend the Community Educator Chronic Diseases Focus Training Course on October 21 st October 25, 2013 and November 17-22, 2013 by a Notice of Budget Adjustment to the Health Services Contribution Agreement. Further that Ruby Miller, Director of Health Services be given approval to sign the Terms and Conditions. (6) OCTOBER 7, 2013 COMMITTEE OF THE WHOLE RECOMMENDATIONS Recommendation 1 GC#583/10/08/2013 Moved by Wray Maracle and seconded by Robert Johnson that Six Nations Elected Council support, in principle, the Mock Disaster proposed by the Ontario First Nations Technical Services Corporation in 2014, and approve the use of the Six Nations Logo based on accessing sufficient funding, and that there will be no additional cost to the Six Nations Elected Council. (7) DREAMCATCHER CHARITABLE FOUNDATION GALA SPONSORSHIP Senior Administrative Officer indicates that Six Nations credit card reward points can be used to purchase a Gala Table for the Dreamcatcher Gala.
