Call to Order 6:06 PM 2. Disclosure of Pecuniary Interest Under the Municipal Conflict of Interest Act None Declared. 3. Approval of Minutes 3.1 The Committee approved the minutes of the February 8, 2017 meeting by consensus. 4. Action Items / New Business 4.1 Election of Chair and Vice-Chair The Committee appointed Kathy Baranski as Chair. The Committee agreed to appoint a Vice-Chair at the next meeting. L. Miller informed the Committee, following ratification of the recommendation passed at Committee of the Whole, Nico VanderSluis will officially be a member of the Committee in April.

2 4.2 Colborne Street Reconstruction C. Baker gave a presentation regarding the Colborne Street reconstruction highlighting the portion of the Street located in the heritage area as defined in the Official Plan. M. Iglesias highlighted the three designated properties on Colborne Street and their designated features. The Committee discussed possibilities to ensure protection of these properties during construction. C. Baker indicated that this information regarding the protected heritage properties and potential vibration/construction impacts would be included in the tender document. Further, C. Baker indicated a water fountain previously located out front of the Bank of Montreal has been brought to staff s attention at Public Meetings regarding the reconstruction. The concrete base and a plaque still exist in the location. He circulated a photo of the previous water fountain and inquired if the Committee had any comments about the reinstatement of a water feature in the form of a water bottle filling station to commemorate the previous drinking fountain. Moved by E. Eldridge, Seconded by P. Brown THAT Heritage Centre Wellington recommend that options be investigated to place a water filling station where the drinking fountain used to exist on Colborne Street. AND THAT the existing plaque and monument remain intact after the construction. C. Baker also indicated Princess Street, Elora (Church Street to the Grand River) is scheduled for reconstruction and Bridge Structure 9WG on the Seventh Line is scheduled for replacement in C. Baker circulated a photo of Structure 9WG and indicated a Cultural Heritage Evalutaion Report (CHER) has been commissioned which will be shared with the Committee once complete. 5. Sub-Committee Updates 5.1 Public Relations / Education Sub-Committee

3 P. Brown updated the Committee regarding the state of the contractors list, the proposed application process and steps moving forward. G. Chalmers updated the Committee that the postage stamp program discussed at the February meeting may be cost prohibitive for Heritage Centre Wellington and he has forwarded the information to the arts council in case they are interested. 5.2 Designated Properties Sub-Committee K. Baranski circulated and reviewed the draft by-law for the property located at 495 Union Street West, Fergus, known as Craighead. The Committee discussed the possibility of including the connection to Gow Park and the abutment as part of a Heritage Designation. Moved by E. Eldridge, Seconded by S. Baris THAT Heritage Centre Wellington recommend to Council the property located at 495 Union Street West, Fergus, known as Craighead, be designated under Part 4 of the Ontario Heritage Act. M. Iglesias updated the committee that the owner of the former Belwood Schoolhouse has almost secured the building and has also submitted an intention to demolish. Following the submission of an intention to demolish for a listed property, Council then has 60 days to decide whether they would like to designate or demolish. The current Owner does not appear to be interested in designation and has indicated the site is contaminated and the building needs to be removed. It would be the owner s responsibility to provide proof of these statements. Moved by P. Brown and G. Chalmers THAT Heritage Centre Wellington recommend to Council that the property located at 24 North Broadway Street, known as the former Belwood Schoolhouse, be designated under part 4 of the Ontario Heritage Act.

4 The property owners of 245 Bridge Street, Fergus have requested a designation. The sub-committee is currently investigating this property. 5.3 Municipal Register Sub-Committee The sub-committee is moving forward with the list and K. Baranski has set up a meeting with individual Councillors to update them on the process for listing properties at the request of Heritage Centre Wellington. 6. Budget Update None. 7. Information Items 7.1 Committee Workplan The Committee agreed to come back to the next meeting with the goals for the upcoming year. Suggestions included complete listed properties update and Templin Gardens designation Year in Review K. Baranski reviewed the 2016 Year End Report. 7.3 Designation Request - Ross Street Two documents, The Role of Heritage Centre Wellington in Conservation of Centre Wellington s Pre-Confederation Heritage Architecture and Elora s Historic Ross Street, written and submitted by citizens were distributed. The documents request the designation of Ross Street as a Cultural Heritage Landscape. The Committee agreed that the designations sub-committee would further look into the designation request. 7.4 Doors Open Update The Heritage Centre Wellington Booth will be located in the Municipal Office and the committee has been requested to research the history of the site.

5 7.5 The Committee was reminded of the Ontario Heritage Conference scheduled for June 8 through 10 in Ottawa. Details will be forwarded as they become available. 8. Adjourn 8:01pm The Committee asked for more information regarding the demolition of the stone wall between the church and the school at St. Andrew s Presbyterian Church, a listed heritage property. Staff agreed to update the Committee at the next meeting. Chair Deputy Clerk
