1 6:00 P.M. The 10th General Council meeting of the 55th Elected Council of the Six Nations of the Grand River Territory was held on the above noted date held in the Council Chambers of the Administration Building, Ohsweken, Ontario, with Chief William Montour presiding and Councillor Roger Jonathan opening the meeting with prayer. 2 PAGE 2 CHANGES/ADDITIONS/DELETIONS/ADOPTION OF THE GENERAL COUNCIL AGENDA FOR Additions: Six Nations Farmers Association Turtle Island Trade and Commerce group Water Treatment Plant EPA GC#158/04/19/2011 Moved by Melba Thomas and seconded by Ross Johnson that Six Nations General Council agenda of April 19, 2011 be accepted with additions. ALL IN FAVOUR CARRIED SIX NATIONS FIRE DEPARTMENT PRESENTATION Six Nation Fire Department Fire Chief Mike Seth in attendance to certificates and monetary awards to Elementary schools winners of the National Fire Prevention Poster Contest. Contest Winners were: Johnna White, Grade 2 Emily C General Marissa Mae Jacobs, Grade 3, Emily C Brooke VanEvery, Grade 1, Emily C General Alisha Montour, Grade 7, Emily C General Jennifer Hendrick, Grade 2, Jamieson Elementary Harmony Sabourin, Grade 7, Emily C Keelyn Martin, Grade 3, Oliver M Smith Jheri Nicole Jamieson, Gr 7 Emily C SIX NATIONS POLYTECHNIC PRESENTATION Rebecca Jamieson in attendance to give Six Nations Council an orientation to the Polytech and the programs, services, and operation of Six Nations Polytech. Imperial Contract to run out in GC#159/04/19/2011 Moved by Wray Maracle and seconded by George Montour that the Six Nations Council accept the Six Nations Polytechnic orientation presentation, presented by Rebecca Jamieson as information. GRAND RIVER POST SECONDARY PRESENTATION Rebecca Jamieson and Ty Lickers in attendance to give Six Nations Council and orientation to the GRPSEO program, services and operation. Also a discussion about the funding shortfalls and the implications of the McIvor decision. GRPSEO points out that they were enormously underfunded pre-mcivor. Chief Montour suggests that this needs to be discussed more in depth and suggests a meeting in two weeks time. GC#160/04/19/2011 Moved by Wray Maracle and seconded by George Montour that the Six Nations Council accept the Grand River Post Secondary orientation presentation, presented by Rebecca Jamieson as information.
3 PAGE 3 NEW BUSINESS SIX NATIONS FARMERS ASSOCIATION Kyle Garlow and Art Porter in attendance to stress their concerns and disapproval of ATV Poker Runs and the damage that these events are doing to private property including farm land. They are asking Six Nation Council to support them and come up with a solution to this problem. The Six Nations Police Department told the Farmers to come to Council and get some media attention on the subject. Its is pointed out that if these events should have gaming licenses. The Farmers Association is invited to attend the next Corporate and Emergency Services Committee meeting on April 20, GC#161/04/19/2011 Moved by George Montour and seconded by Lewis Staats that the Six Nations Council immediately move forward with a Public Service Announcement indicating that Six Nations Council will not condone ATV Poker Run Fundraising activities in the territory and further that the Corporate and Emergency Services Committee start working on options to outlaw this activity on the Six Nations Territory. 10 IN FAVOR 1OPPOSED NEW BUSINESS TOBACCO QUOTAS Turtle Island Trade and Commerce group in attendance to discuss community members that are not receiving their quota letters. The Ministry is asking select individuals to provide information in order remain eligible. The Turtle Island Trade and Commerce group along with Chief William Montour have compiled generic letters that would answer the questions raised by the Ministry. It is suggested that community members could obtain copies of these letters to submit to the ministry. SCHEDULING AND DELEGATIONS United Nations Permanent Forum on Indigenous Issues New York City May 16-18, 2011 GC#167/04/19/2011 Moved by Robert Johnson and seconded by Carl Hill that the Six Nations Council delegate Chief William Montour, Councillor Ava Hill, and Consultants Phil Monture and Richard Powless to attend the United Nations Declaration on Indigenous Rights conference in New York City on May 16-18, NEW BUSINESS WATER SUPPLY AND TREATMENT PLANT EPA APPROVAL GC#168/04/19/2011 Moved by Lewis Staats and seconded by George Montour that the Six Nations Council accept the Second Effective Project Approval, dated April 2011, for the submission to Indian and Northern Affairs Canada for funding of the new Water Supply and Treatment Plant.
