1 THE DISTRICT MUNICIPALITY OF MUSKOKA DISTRICT COUNCIL MEETING NO., 15(2007) The Council of The District Municipality of Muskoka met in the Council Chamber, District Administration Building at 7:00 p.rn. on Monday, October 1, 2007., PRESENT: OFFICIALS PRESENT: Acting District Chair S. Pryke and all other members of Council except M. Clairmont, T.. Pilger, B., Thompson, J., Walden, G" Young T.. White, Commissioner of Engineering & Public Works; S" Cairns, Commissioner of Finance & Corporate Services; M" French, Commissioner of Planning & Economic Development; R.. Williams, Commissioner of Community Services; D" Royston, District Solicitor; C., Lees, District Clerk CALL TO ORDER Acting District Chair Pryke called the meeting to order at 7::00 p.rn. She noted the books about Little Norway that had been given to District Councillors as a gift from Norway" ACKNOWLEDGEMENT OF SUPPLEMENTARY MOTIONS LIST Acting District Chair Pryke advised that the supplementary agenda provided two by-laws that were listed on the District Council agenda. DECLARATION OF PECUNIARY INTERESTS None were declared" PREVIOUS COUNCIL MINUTES - REVIEW OF MINUTES FOR CORRECTNESS No errors or omissions were noted. COMMITTEE REPORTS a) Engineering & Public Works - PW September 10,2007 i) Review of Minutes for Correctness No errors or omissions were noted. ii) Committee Report Councillor Braid highlighted the minutes of the September 10, 2007 meeting of the Engineering & Public Works Committee"
2 a) Toll Gate - Hospice Huntsville Fundraising Campaign Muskoka Road NO.3 - (Main Street, Huntsville) Councillor Doughty advised the that Town of Huntsville would no longer support the practice of toll booth fundraising activities. iii) Question Period re: Delegated Matters There were no questions with respect to delegated matters. Moved by L. Braid and seconded by M Casey THAT all resolutions identified by the prefix "R" in the minutes of the Engineering & Public Works Committee meeting No.. PW held on September 10, 2007 be adopted.. b) Community Services - CS September 12,2007 i) Review of Minutes for Correctness No errors or omissions were noted. ii) Committee Report Councillor Coleman highlighted the minutes of the September 12, 2007 meeting of the Community Services Committee.. iii) Question Period re: Delegated Matters No delegated matters. Moved by M Casey and seconded by L. 3 ii) Committee Report Councillor Scott Young highlighted the minutes of the September 13, 2007 meeting of the Planning & Economic Development Committee" iii) Question Period re: Delegated Matters No delegated matters" Moved by S" Martin and seconded by N, Thompson THAT all resolutions identified by the prefix "R" contained in the minutes of the Planning & Economic Development Committee meeting No" PED held on September 13, 2007 be adopted" Carried, CORRESPONDENCE 1" THE CITY OF KINGSTON has requested Muskoka's support of a resolution passed by their Council on August 14, 2007 requesting the Province of Ontario to increase the per student levy at rated public educational institutions each year, pursuant to Section 323 of the Municipal Act, 2001, beginning in 2008 to an amount equivalent to the taxes that would be levied if the property was taxable" (Received September 7,2007) (Referred to Finance Department) 2. THE MINISTER OF MUNICIPAL AFFAIRS AND HOUSING has written to confirm approval of funding under Wave 1 of the Canada-Ontario Affordable Housing Program (AHP) for a total of 14 units in the Town of Huntsville and 12 units in the Town of Bracebridqe, (Received September 7,2007) (Referred to Finance and Community Services Departments) 3" JENNIFER WOOD of Bracebridge has written to express her concerns with respect to the use of pesticides for cosmetic purposes in Muskoka. (Received September 10, 2007) (Referred to Engineering and Planning Departments) 4" KAREN RAMER has delivered a petition from residents of Muskoka Road North and Knister Subdivision in the Town of Gravenhurst requesting that Sewer "A" charges be prorated on their 2007 tax bills until such time as authorization to connect to the new sewer project has been received. (Received September 10, 2007) (Referred to Finance Department) 5" THE CITY OF CORNWALL has requested Muskoka's support of a resolution passed by their Council on August 13, 2007 requesting the Province of Ontario to re-assume 100% of the cost of all provincially mandated programs such as Social Assistance, ODSP, Ontario Drug benefits, child care services and facilities, (Received September 10, 2007) (Referred to Community Services Department)

THE MINISTRY OF THE ENVIRONMENT has issued a Certificate of Approval # WSWA to Clearbrook Building Corporation for the construction of watermains to service Pheasant Run and Heron's Hill in the Clearbrook Subdivision in the Town of Bracebridge.. (Received September 17, 2007) (Referred to Engineering and Finance Department) 7.. THE MINISTRY OF THE ENVIRONMENT has issued a Certificate of Approval # XJ2B to Clearbrook Building Corporation for the construction of sanitary and storm sewers to service Rosemead Close, Street 6C and Fieldstream Chase in the Clearbrook Subdivision in the Town of Bracebridqe. (Received September 17, 2007) (Referred to Engineering and Finance Departments) 8" REGINA BARRETT has forwarded a copy of a letter addressed to the Town of Bracebridge outlining the concerns of neighbours of a quarry operated by Fowler Construction Ltd, in Macaulay Ward in the Town of Bracebrldqe. (Received September 17,2007) (Referred to Finance, Engineering, Planning and Legal Departments) BY-LAWS Moved by 8., Colhoun and seconded by G. Doughty THAT by-laws for first reading be numbered and entitled,:' A by-law to amend By-law (Solid Waste Management Fees) Being a by-law to authorize the construction ofsanitary sewage works (Muskoka Beach Road and other streets, Gravenhurst) Being a by-law to establish a Reserve Fund for certain charitable donations (The Pines Donation Reserve Fund) AND THAT the by-laws be read a first time" Carried, Moved by G.. 5 NEW BUSINESS a) Upcoming Tender Award It was noted that the following contract would be awarded at the October 3, 2007 meeting of the Engineering & Public Works Committee: i) Tender No C - Low Pressure Sanitary Sewer, Sewer Rehabilitation, Watermain & Appurtenances, Townline Road & Menominee Street - Huntsville b) Habitat for Humanity, Muskoka Containerized Services and The District Municipality of Muskoka - Partners in Waste Diversion Report No. 15(2007)-1 Mr.. White reviewed the new partnership arrangement with respect to aluminum cans that will provide revenue for Habitat for Humanity and increase diversion from Muskoka's landfill sites.. c) Committee of the Whole in Closed Session Moved by N, Thompson and seconded by G. Sutcliffe THA T we do now adjourn to a Committee of the Whole in Closed Session to discuss a litigation metier. Moved by G. Sutcliffe and seconded by N Thompson THA T we do now rise from a Committee ofthe Whole in Closed session and immediately reconvene in open session. Cetried. CONFIRMING BY-LAW Moved by G. Sutcliffe and seconded by N Thompson THAT By-law being a by-law to confirm the proceedings of the Council of The District Municipality of Muskoka at this meeting held on the 1 st day of October, 2007 be read and pessed. Habitat For Humanity, Muskoka Containerized Services (MCS) and The District Municipality Of Muskoka have agreed to co-operate to increase diversion of aluminum cans from Muskoka's landfills As Councillors may be aware, every year, Habitat For Humanity participates in a nationwide competition to collect the greatest number of aluminum cans. The cans generate revenue for the charity through sales to metal recyclers and, potentially, through prizes offered for exceptional performance in waste diversion. These types of fund raising activities are sometimes frowned upon because of the perception that they compete with municipal diversion programs. However, not all aluminum cans are captured by the Blue Box and, with the support of the public and private sectors, Habitat For Humanity's initiative should lead to an increase in the quantity of aluminum diverted from disposal in Muskoka.. Muskoka's partnership with Habitat For Humanity and MCS Will, among other things: increase diversion opportunities for aluminum cans in Muskoka maximize Habitat For Humanity's income from the sale of cans assist Habitat For Humanity to compete for three national diversion prizes of $60,000 each retain jobs and revenues associated with aluminum recycling within Muskoka conserve Muskoka's landfill capacity permit the collection and submission of aluminum recycling data to Muskoka's funding agencies support non-profit housing initiatives in Muskoka This partnership was forged after it came to light that Habitat For Humanity was consuming significant resources to collect, crush, package and transport cans for sale outside of Muskoka Our staff were confident that together with our waste management service provider, Muskoka could help Habitat For Humanity to perform these tasks more efficiently.. Without hesitation, MCS agreed to deliver a container to Habitat For Humanity's Bracebridge depot and to transport the container to MCS' Materials Recovery Facility on an as..needed basis at no charge. MCS will also weigh, crush, bale, market and ship the cans and will pay a higher rate per pound for the cans than Habitat For Humanity is presently receiving. Weigh tickets will be issued to both Habitat For Humanity and Muskoka The tickets will provide the statistical evidence needed to compete for the aforementioned prizes and to support Muskoka's diversion reports I am sure you will agree that this is a very good news story indeed. All of Muskoka's citizens can take great satisfaction from this innovative partnership, which benefits three important sectors of our community.
