CALL TO ORDER: Mayor Brown called the City of Armstrong/Township of Spallumcheen Joint Council Committee Meeting to order at 4:02 pm. 2. CONVENE IN CLOSED SESSION AT 4:00 PM: Van Tienhoven/O Sullivan: That the City of Armstrong/Township of Spallumcheen Joint Council Committee, pursuant to Sections 90.1 (a) personal relations, (c) labour relations, (k) proposed services of the Community Charter, that the public interest

RECONVENE IN OPEN SESSION: Hanoski/Fowler: That the City of Armstrong/Township of Spallumcheen Joint Council Committee meeting held Thursday, April 2",2015 reconvene into open session at 4:15 pm. Ian Cummings arrived at 4:15 pm. 4. APPROVAL OF THE AGENDA: Pieper/Van Tienhoven: That the City of Armstrong/Township of Spallumcheen Joint Council Committee Agenda for Thursday, April 2",2015 be approved as presented. 5. ADOPTION OF THE MINUTES: 6. BUSINESS ARISING OR UNFINISHED BUSINESS: 7. DELEGATIONS: (a) Ian Cummings, Fire Chief, Armstronglspallumcheen Fire Department Byron Sayer and Greg Porcellato arrived at 4:17 pm. Ian Cummings reviewed his report in regards to the 2015 Armstrong Spallumcheen Fire Department Five Year Financial Plan and answered questions from the Committee. Ian Cummings left the meeting at 4:56 pm. (b) Byron Sayer, Manager, Armstronglsgallumcheen Parks and Recreation and Greg Porcellato, Canlan Ice Sports Corg. Byron Sayer reported on the 2014 operating results for the Armstronglspallumcheen Parks and Recreation Commission, reviewed the 2015 Operating Budget and answered questions from the Committee. 8. Van Tienhoven/Casson: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the Armstrong Spallumcheen Parks and Recreation Commission 2015 Financial Plan be adopted as presented. Byron Sayer and Greg Porcellato left the meeting at 6:18 pm. (b) 2014 Year End Reports Fraser/Drapala: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the 2014 Year End Reports for the Armstrong Spallumcheen Joint Fire Department, Joint Fire Inspection/Investigation and Joint Cemetery be received.

4 ' Expansion V Minutes of the City of ArmstronglTownship of Spallumcheen Joint Council Committee Meeting (c) Armstrong Spallumcheen Joint Fire Department 2015 Five Year Financial Plan and Report Hanoski/Pieper: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the report on the Armstrong Spallumcheen Joint Fire Department 2015 Five Year Financial Plan be received. Fraser/York: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the Armstrong Spallumcheen Joint Fire Department 2015 Five Year Financial Plan be amended by removing the 2015 expenditure of $14,000 for truck bay heaters and to bring this item forward to 2016 as an expenditure, if needed, as determined by the progress of the Armstrong Spallumcheen Fire Hall Renovation and project. Committee recommends that the Armstrong SpallumcheenJoint Fire Department 2015 Five Year Financial Plan be adopted as amended. (d) Armstrong Spallumcheen Joint Fire Inspection/Investigation 2015 Five Year Financial Plan and Report Fraser/Drapala: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the report on the Armstrong Spallumcheen Joint Fire Inspection/Investigation 2015 Five Year Financial Plan be received. Committee recommends that the Armstrong Spallumcheen Joint Fire Inspection/Investigation 2015 Five Year Financial Plan be adopted as presented. (e) Armstrong Spallumcheen Joint Cemetem 2015 Five Year Financial Plan and Report Casson/Drapala: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the report on the Armstrong Spallumcheen Joint Cemetery 2015 Five Year Financial Plan be received. Pieper/Hanoski: That the City of Armstrong and Township of Spallumcheen Joint Council Committee recommends that the Armstrong Spallumcheen Joint Cemetery 2015 Five Year Financial Plan be adopted as presented.
