1 THE CORPORATION OF THE TOWN OF SAUGEEN SHORES COUNCIL MINUTES The Regular Meeting of the Council of the Corporation of the Town of Saugeen Shores was held on Monday, at 7:30 p.m. in the Council Chambers at 600 Tomlinson Drive, Port Elgin, Ontario. PRESENT: Mayor Mark Kraemer Deputy Mayor Mike Smith Vice-Deputy Mayor Christine Coulter Councillors Doug Gowanlock Bill Motley Fred Schildroth Thead Seaman Elgin Shular ABSENT: Councillor Doug Freiburger 1.0 CALL TO ORDER Mayor Kraemer welcomed the Public, Press & Staff and called the Meeting to order. 2.0 DISCLOSURE OF PECUNIARY INTEREST AND NATURE 3.0 ADOPTION OF MINUTES 3.1 Res. No Moved by: F. Schildroth That Council adopt the minutes of the Regular Council Meeting of July 15, 2002 as 3.2 Res. No Moved by: F. Schildroth That Council note and file the Committee of Whole minutes of July 15, DEPUTATIONS None declared. 4.1 Glenda Freng - Pumpkinfest Mayor Kraemer welcomed all the members of the Pumpkinfest Committee. Glenda Freng, Chair of the Pumpkinfest 2002 Committee, reported on the 2002 event. Ms. Freng announced that the Pumpkinfest Committee is gearing up for the 2002 event on October 5 th and 6 th and thanked Council for their continued support. Ms. Freng reported that Pumpkinfest 2002 broke even with the inclement weather and that non-profit groups and service clubs were successful in raising over $40, for their worthwhile projects. Ms. Freng circulated a comprehensive package containing the Pumpkinfest Village Site, road closure map, traffic pattern and shuttle bus route, insurance, a request to declare Pumpkinfest Village to include all public lands within the boundaries of Saugeen Shores, permission to use the Pool as well a list of equipment and labour for the two day event.

2 2 The requests were the same considerations given over the past number of years by Saugeen Shores and the former Town of Port Elgin. Ms. Freng announced that the goals for 2002 were to improve traffic flow, signage and washrooms and to return to our roots to provide our visitors with more free family oriented events and attractions. Ms. Freng then outlined some of the new events that feature the inclusion of youth such as Mad Science, Patches Amazing Straw Bale Maze, Animal Encounter along with many favourites such as the Pet Show, Haunted House etc. In closing Ms. Freng thanked Council as a major sponsor in Pumpkinfest. Councillor Motley enquired about the financial commitment of Pumpkinfest with Joanne Robbins replying that to date it has been a break even proposition; however, the non-profit groups were the big winners in raising funds throughout this event. Deputy Mayor Smith congratulated the Pumpkinfest organizers and suggested that it would be possible to have as many as 60,000 to 70,000 visitors with good weather. Councillor Schildroth asked how new people in the community would volunteer for Pumpkinfest. Ms. Freng noted that the Chamber of Commerce acts as Pumpkinfest Headquarters and can be contacted, as well as a notice could be placed on Sautel. Mayor Kraemer congratulated the Pumpkinfest organizers and volunteers for their dedication to Pumpkinfest as well as being recognized as the best event in Ontario for a number of years running by Festival s Ontario. The requests presented to Council would come back in the form of a report from Staff. 4.2 Jan Bonhomme Bruce County Resource Centre Mayor Kraemer welcomed Jan Bonhomme to the meeting for an update on the Bruce County Special Events Resource Centre. Jan Bonhomme outlined the creation of the Bruce County Special Events Resource Centre and noted that it came to being from the two day event of Pumpkinfest and needs for the that event were ever increasing, as well as other regularly scheduled events throughout the year. In addition the Town was being requested to supply equipment and labour for a number of events such as ball tournaments, dances and other special fund raising events, and it became apparent to there was a need to establish one central depot of equipment and assistance. Ms. Bonhomme reported that the Port Elgin Chamber, the former Town of Port Elgin and in turn the Town of Saugeen Shores agreed on a one stop and shop location wherein individuals, clubs and organizations could obtain the equipment for their events. With funding from the Ontario Trillium Foundation and support from the Town of Saugeen Shores the Bruce County Special Events Resource Centre was established in the former Port Elgin Police Building. Ms. Bonhomme reported that the goals set out by the Trillium Grant have been met and/or exceeded within a one year time frame rather than the two year mandate. The grant was to be used as start-up funds, renovations and operational costs. Ms. Bonhomme further reported that during the first year of operation, the Centre has completed all the renovations as per the approved plans, assisted 79 events with equipment and rental bookings, assisted in developing 11 new events Grey and Bruce Counties and other parts of the Province, provided event training for 60 municipalities, assisted with the OSUM conference through HRDC funding and appearing as a speaker, and obtained valuable information through surveys and valuation forms.

3 3 Ms. Bonhomme reported that through rental of equipment at nominal fees, the position of Co-ordinator for the Centre can be maintained in future years In conclusion Ms. Bonhomme thanked the Port Elgin Chamber of Commerce and Town of Saugeen Shores for their support and announced that the Bruce County Special Events Resource Centre is being used as a model Province wide. Mayor Kraemer congratulated Jan Bonhomme on her expertise and dedication in establishing a model for special events that will assist municipalities throughout the Province. Mayor Kraemer thanked Jan Bonhomme for her assistance with the OSUM Conference and presentation about the Centre which received many favourable comments. 5.0 REPORT OF COMMITTEE OF WHOLE 5.1 General Government Report July 15, 2002 Council reviewed the General Government Report dated July 15, 2002 that recommended that the following people be appointed to the Saugeen Shores Accessibility Advisory Committee: Norah Helliwell Penny Inkster Corry Solomway Gaetan Orsztynowicz Maureen Crawford, Advisor of Community Living Res. Motley That Council adopt the General Government Report dated July 15, 2002 as 5.2 Environmental Services Report July 15, 2002 Council reviewed the Environmental Services Report dated July 15, 2002 that recommended that the Public Works Department be authorized to purchase a 2002 model year John Deere 450H-LT demonstrator bulldozer from ONTRAC Equipment Services Inc. Motley That Council adopt the Environmental Services Report dated July 15, 2002 as 5.3 Community Services Report July 15, 2002 Council reviewed the Community Services Report dated July 15, 2002 which recommended that the Staff Report dated July 5 th, 2002 from the Director of Community Services pertaining to Short and Long Term goals reflecting the department s position regarding the use of Pesticides and the development of a turf maintenance program be approved. 4 4 6.0 REPORT OF MUNICIPAL OFFICERS/COMMITTEES 6.1 Special Events Application CAW Annual Labour Day Parade Res. No That the Special Events Application for the CAW Annual Labour Day Parade on Monday, September 2, 2002 be approved, and that Goderich Street be closed to accommodate this event. The parade will assemble at 9:30 a.m. from the Home Hardware parking lot on Highway #21, with the parade to commence at 11:00 a.m. The parade will travel south on Goderich Street, ending at Elgin Place Plaza at approximately 12:00 noon. Goderich Street will be closed from the north side of Devonshire Road to the south side of Barnes Avenue, with the CAW to contact the Bruce County Resource Centre for barricades. 7.0 ACCOUNTS PAYABLE Res. No That Council approves the Town of Saugeen Shores Accounts Payable to August 6, 2002 in the amount of $1,593, MOTIONS AND NOTICE OF MOTIONS 9.0 BY-LAWS 9.1 By-law # Partial Release of Development Agreement Res. No That By-law being a by-law to Authorize the Execution and Delivery of a Release of certain parts in Plan 3R-4168 from the Terms of a Subdivision Agreement is hereby read a first, second and third time and finally passed and sealed this 6 th day of August, By-law # Agreement with Dr. Nadine Dickie Res. No That By-law being a by-law to Authorize an Agreement with Dr. Nadine Dickie is hereby read a first, second and third time and finally passed and sealed this 6 th day of August, By-law # Lease Agreement with Andy Hess The Station The Director of Community Services, Mike Myatt explained the terms of a lease agreement to allow for the continued operation of business located on municipal property wherein Mr. Hess owned the building and the municipality owns the land. The business that operate on the leased lands includes a mini golf and the Station Restaurant and train that is tourist attraction in the Town of Saugeen Shores.

5 5 Mr. Myatt explained that the details of the section dealing with meeting the safety requirements for the train and the lease was for a five year renewal and with further five year first right of refusal. Councillor Motley questioned if the municipality should tender these leases at the time of their expiration. Mr. Myatt reported that The Station was established a number of years ago and it was confirmed that the mini golf area was established by the owner and train was a huge attraction for the beach. The Clerk explained in this particular case the land is being leased and is somewhat different from other situations wherein the municipality owns the buildings and land which could be tendered at the expiration of the leases. After some further discussion the Council passed By-law Number Res. No That By-law being a By-law to Authorize the Entering into of a Lease Agreement with Andrea William Hess is hereby read a first, second and third time and finally passed and sealed this 6 th day of August, CARRIED 10.0 UNFINISHED BUSINESS 11.0 QUESTIONS FROM THE PRESS The press questioned the terms and conditions of the contract with the Medical Doctor, however, the contract is a Personnel Contract and is not subject to release. Mayor Kraemer reported that in general the Town of Saugeen Shores has allocated $100,000 per annum for physician recruitment CLOSED TO PUBLIC SESSION 13.0 CONFIRMATORY BY-LAW Res.
