1 MINUTES FIRST MEETING OF 2016 ECONOMIC DEVELOPMENT COMMITTEE OF THE WHOLE The Economic Development Committee of the Whole met on January 27, 2016 immediately following County Council at the Lanark County Administration Building, 99 Christie Lake Road, Perth, Ontario Members Present: Staff/Others Present: Chair J. DELEGATIONS (10 MINUTES) i) Overview of Rural Issues City of Ottawa Councillor / ROMA Board of Directors, Eli El-Chantiry Mr. El-Chantiry provided an update with respect to ROMA, the appointment of a new Ombudsman, policing costs and issues facing rural municipalities. 3 ii) Ontario Building Officials Association 60th Annual Meeting Shawn Merriman S. Merriman reviewed the PowerPoint which was included with the agenda, and requested consideration for funding (platinum sponsorship) in the amount of $4,000 - $5,000 (approximately $500 from each local municipality). 6. DISCUSSION REPORTS i) REPORT #PD MONTAGUE OFFICIAL PLAN AMENDMENT (OPA) NO. 1 Planning Administrator, Mary Kirkham Page The purpose of this report is to recommend approval of Official Plan Amendment No. 1 for the Township of Montague Official Plan, File No OP Brownrigg. M. Kirkham gave a PowerPoint Presentation. 5 ii) REPORT #PD CARLETON CROSSING PHASE 3 SUBDIVISION 09-T Jp2g, Kevin Mooder The purpose of this report is to recommend draft approval of a 22-unit subdivision accessed by King Street. Page Mr. Mooder gave a PowerPoint Presentation. MOTION#ED MOVED BY: Sharon Mousseau SECONDED BY: John Fenik "THAT, the Economic Development Committee recommend that application for draft plan of subdivision in the Town of Carleton Place, Carleton Crossing Phase 3 Subdivision 09-T-15004, be given draft approval and the draft plan be subject to the conditions and notes recommended by the County Planning Consultant in his Technical Report, attached as Attachments "A" and "B"; AND THAT, draft approval applies to lands described as Lots 91, 92, 93, 99, 100, 140, 141, 142 and Part of Carmel Street Section Q Registered Plan No. 3389, Town of Carleton Place, comprising of Blocks 1 to 5 and accessing King Street; AND THAT, draft approval be granted for a period of three (3) years, after which, if the plan has not been registered, this approval shall lapse." 6 iii) REPORT #PW COUNTY OF LANARK FOREST CONSERVATION BY-LAW Facilities Coordinator, Jonathan Allen The purpose of this Report is to seek Council s direction regarding a By-Law to replace By-Law #81-34, with a County of Lanark Forest Conservation By-Law. MOTION#ED MOVED BY: Keith Kerr SECONDED BY: Louis Antonakos THAT, County Council approves the proposed public consultation process for the County of Lanark Forest Conservation By-Law, as described in Report #PW ; AND THAT, the Clerk sends Report #PW to all local Municipal Clerks, within Lanark County, for information." iv) REPORT #T MAPLE WEEKEND 2016 Tourism Manager, Marie White The purpose of this report is to support the "Maple Weekend" proposal by entering into a partnership project with Lanark County, the Lanark County Tourism Association (LCTA) and the Lanark and District Maple Syrup Producers Association (LDMSPA). MOTION#ED MOVED BY: Louis Antonakos SECONDED BY: Aubrey Churchill "THAT, Lanark County support the county-wide festival entitled "Maple Weekend" with a financial contribution of $4,000 in 2016." MOTION#ED MOVED BY: Jerry Flynn SECONDED BY: Klaas Van Der Meer "THAT, the Report of the Eastern Ontario Trails Alliance (EOTA) (verbal) be received as information." iv) Report of the Mazinaw-Lanark Forest Management Committee (verbal) Councillor John Hall No Report. v) Report of the Algonquin Land Claim Negotiating Committee (verbal) Councillor Shaun McLaughlin No Report. vi) CP/OVR Update and Proposed Amendment to CP OVR Negotiations Working Group Terms of Reference Chief Administrative Officer, Kurt Greaves K. Greaves noted that the Terms of Reference have been supplied as information. Councillor McLaughlin suggested that the addition of public consultation from the local municipalities affected by the rail line may be required in the near future. Page 8 of 19

NEW/OTHER BUSINESS i) Overview of Rural Issues No action. ii) Ontario Building Officials Association 60th Annual Meeting Direction was provided to staff to distribute the presentation and sponsorship request to the local municipalities. iii) Discussion: 150th Anniversary Celebration of Lanark County in 2016 Discussion took place with respect to potential events to celebrate the 150th anniversary of Lanark County. Suggestions to be submitted to M. White, Tourism Manager who will bring forward a report at a future meeting. iv) Rideau Heritage Route Tourism Association - Evolution/Request Tourism Manager, Marie White M. White provided an update with respect to the status and request from the Rideau Heritage Route Tourism Association (RHRTA). Discussion took place regarding current staff time commitments, 2016 funding contribution and the future of the Association. A suggestion was made that funding and staff time remain status quo and that staff provide updates, including the 2016 strategy of RHRTA when it becomes available. Page 9 of 19
