Also Present: _x_ Craig Conrad, Public Works Director _x_ Robert Weidner, Highway Commissioner _x_ Steve Stinsky, Police Chief _x_ John Manmiller, Fleetwood Fire Company Chief _x_ Ryan Kern and Mike Ebersole, Barry Isett & Associates Reading Eagle Patriot The regular monthly Borough Council meeting held at 110 West Arch Street, Suite 113 was called to order at 6:31pm by President Suzanne Touch. Police Department Chief Stinsky provided overview to Council of the October 2018 police report as attached. Discussion regarding ARL contract proposals, however nothing has been agreed upon by ARL for their contracts. The last contact from ARL was an on November 1, Andy George, Esq. noted that no other municipalities have done anything yet with the ARL proposed contracts. Chief Stinsky mentioned he would reach out to the ARL to see if they have any more information regarding contracts. Chief Stinsky stated that police contract negotiations are still moving along. They are waiting for Mike to schedule a meeting. At this point there are no concerns. Page 1 of 6

2 Barry Isett & Associates (BIA) Ryan Kern Refer to the attached BIA report. Discussion regarding the final jobs that need to be completed at the Fleetwood Pool (outdoor steps/handrail and lowering windows) to be able to close out the grant. Council agreed to have BIA assist Bobby Weidner and Craig Conrad with closing out the grant. Mike Ebersole (BIA) discussed rebidding for the construction of the new restroom facility and reconfiguration construction in the concession stand in the Fleetwood Park. The restrooms should be open by May 15, The drawings for the restroom facility and concession stand were revised and will be put out for bid on November 14, Motion to authorize BIA to go out for bids. Snow Emergency Signs on North Richmond Street Residents questioned the changes of snow emergency signs in the unit block of North Richmond Street. The snow emergency signs were only on the NW side of street and are now also on the NE side of street. Resident expressed concern that since Main Street no longer has parking that more cars are parking on North Richmond Street. Where are people to park when a snow emergency is declared? Council discussed that the Public Works department would need to make sure that the Tannery lot is plowed. Residents could park there during the snow emergency. Once the snow emergency ends, the residents can park their cars back on the streets with snow emergency signage. Once the Snow Emergency signs are hung on the poles, the Fleetwood Borough website will be updated to reflect all the new snow emergency routes within the borough. A resident inquired if a letter would be put out the borough residents to make them aware of the new signage/changes in snow emergency routes and to list the alternate parking locations that can be used during declared snow emergencies. Borough Speed Limits Residents inquired as to the speed limit within the borough limits. Council reported that it is 35mph unless posted as school zone. Resident questioned if the speed limit could be lowered. Council noted that to do this a traffic study would need to be done and additional speed limit signs would need to be placed throughout the borough. Jim Meals mentioned that they are looking into putting up electronic speed signs that show drivers what their speed is. Page 2 of 6

3 Fleetwood Fire Company John Manmiller, Fleetwood Fire Company Chief provided a presentation of the 2017 summary to Council. The summary included the number of calls in 2017, number of volunteers, building maintenance/costs, equipment/truck costs, loans on trucks, life expectancy for the trucks/equipment and various fundraisers held by the FVFC. In addition to other items discussed: was the start of the 1 mil Fire Tax - FVFC receives state grant each year - FVFC has received 5 FEMA grants since 2004 totaling $651,000 o The grants are used toward equipment, air packs, gear, etc. - There was a Regional grant of $186, 000. $126,000 of this went to the Fleetwood Fire company and the other $60,000 went to the Virginville Fire company. - Truck/Apparatus loans and costs - When new trucks/apparatus are purchased, down payments are made. - Review of future plans for trucks/apparatus. - FVFC is looking at plans to help with their next ISO review. - Review of the various training classes and hours. Chief Manmiller was questioned on the social media policy for the FVFC. The policy is based on what the was provided by the FVFC insurance company. The FVFC Officers review photos from accidents before anything is posted to Facebook. The FVFC complies with subpoenas for fire/accident reports. December Boro Meeting and Workshop The borough meeting will be held December 10 th and the borough workshop meeting will be held December 17 th due to the holiday schedule Fleetwood Borough Budget Chris Young reviewed the recent changes made to the 2019 Budget Plan. The proposed 2019 budget reflects a 0.2 mill increase. Discussion to put $2000 in the ARL line item until contract is agreed on. Motion to approve budget for publication and vote with a 0.2 mill increase and consideration for a bonus plan to Chief Stinsky that won t affect budget. Council decided to move forward with current proposed 2019 budget and work with the FVFC on plan for their 2020 budget/fire tax. Page 3 of 6

Pete Merkel and Craig Conrad will meet with Kap Stauffer to review expenses and revenue from Department of Labor & Industry Solvency Fee This fee is paid annually and is based on the prior year s wages. If the Borough chooses to pay this for 2019, the cost is $ This coverage comes into play if an employee separates from the municipality, but then is laid off from new employer; this can be challenged. Motion to approve the payment of $ for the Department of Labor & Industry Solvency Fee. 5 Main and Franklin Streets Traffic Light Plans Craig Conrad had the final plans from PennDot. Trucks will not be allowed to make a left turn from South Franklin onto West Main Street. Motion for Suzanne Touch to sign the final plans. Made by: Ralph Touch Seconded by: John Rothenberger Public Works - Plow Craig Conrad mentioned that the plow will be sold for $2798 and needs approval to accept offer from Don Taylor. Motion to accept offer from Don Taylor to purchase the plow for $2798. Made by: John Rothenberger Seconded by: Jim Meals Public Works Craig Conrad informed council that Kevin Dunn and John Manmiller have passed the 5 exams required for Water Certification. Public Works - Poplar Street Bobby Weidner questioned if the Trucks No Left Turn sign should be re-hung on West Poplar street in regards to left turn onto South Franklin Street. This sign was originally installed during the other PennDot road construction projects to prevent trucks from making left hand turn. This was discussed that now that the portion of South Franklin Street was milled out from under the elevated walkway and that South Franklin is now two-way traffic to Main Street there is no reason for that signage. Trucks will be permitted to make left turn from West Poplar Street onto South Franklin Street. Bridge from School to Willow Creek Development Chris Young mentioned that a resident had notified the borough that while there are lights on the bridge, at the end of the bridge it is dark on both the school property side and the Willow Creek development side. Chris mentioned that the Fleetwood School District is looking to install lighting on their side of the bridge. Bobby Weidner has looked into getting lighting installed on the development side of bridge. The cost is $8000 to install post and lamp. This item will be added to the 2019 capital budget. 6 School Crossing Guard Agreement Andy George, Esq. had an ordinance for the Fleetwood School District Crossing Guard agreement where the school district will assume hiring rights and oversee the school crossing guards. The ordinance had been duly advertised for consideration for adoption Motion to approve the ordinance. Mayor Gore previously signed the agreement with the Fleetwood School District for school crossing guard service.
