1 1 The North Strabane Township Zoning Hearing Board met in regular session on Wednesday, July 6, 2016 at 7:00 P.M. at the Municipal Building, located at 192 Route 519, Canonsburg, PA. Attending this session W. Patric Boyer, Chairman Matthew Adams, Member Walter Lemunyon, Alternate Member Absent from this session Robert Shader, Vice Chairman Richard Murphy, Member Steve Bilko, Secretary Also attending this session Candie Wauthier, Court Reporter Margaret Householder, Coordinator APPROVAL OF MINUTES POSTPONED ADMINISTR OATH HEARING APPLICATION OF PITTSBURGH SIGN AND LIGHTING, ON BEHALF OF SOUTH HILLS TOYOTA FOR VARIANCES ON SIGNS We will postpone approval of minutes this evening. At this time the oath is administered to all those who wish to give testimony this evening. This is an application of Pittsburgh Sign and Lighting, 1061 Third Street, North Versailles, PA 15137, requesting a variance to Article 27, Section 1605, Subsection C, 1, B for wall signs and directional signs. The request is on behalf of South Hills Toyota, 2403 Washington Road, Canonsburg, PA Parcel Number is Present use auto dealership. Zoning district C 1. Present improvements upon land new Toyota automotive dealership. Proposed use car sales, service and car wash. We believe that the Board should approve this request because: The building and ground signs are requested for South Hills Toyota to be compliant with Toyota corporate brand signs throughout the country. All of the signs requested and Toyota program signs in their sign package program for deal upgrades and new dealerships. No previous application has been filed. Applicant is the agent/sign installer. Approximate cost of work involved $85, Following are the names and addresses of owners of property within 300 feet:

Donald Verholtz 326 Weavertown Road Timberland Builders 350 Weavertown Road Bruce and Estella Salsberry 330 Weavertown Road Greg Polansky 325 Weavertown Road The application was submitted on June 14, 2016 and was accepted as complete on June 15, The fee was paid and the hearing was advertised on June 22, 2016 and June 29, FOR PITTBURGH SIGN AND LIGHTING VINCE CRIDER WALT LEMUNYON You should have a packet in front of you. There is a series of wall signs that is required by Toyota. We will add Toyota and the logo on the glass portal. We are okay on the square footage for that. The other one is of South Hills. That is square feet, in addition to the 63 square feet. We are actually asking for square feet total over the Ordinance. There is also a Service, Reception and a Car Wash sign on the building. Those are on the side elevation. They are kind of a directional sign. We can consider those directional. Let s take care of one thing at a time. You need a variance of square feet variance on the wall signs. Mark submitted day and night photos of similar sign packages. Any objections to this part of the application? I live across the street, at 336 Weavertown Road. I have no objections. I think this is doing a service to the neighborhood. I ll make a motion that we grant the variance on square feet for the proposed wall signs. I ll second. What is the second issue? Each directional is pointing to where its location will be on the property. (at this time Members review the drawing submitted with proposed locations of the signs).

3 3 GARY FLANNERY I am the general manager for the Toyota dealership. There will be a pylon sign on Weavertown Road and a monument sign up here. Most of the signs are to direct people as they are leaving. We have PennDOT approval. This site is challenging because of terrain. We will do maintenance on the wetlands to increase visibility. We went underground with storm water detention to gain parking. So the directional, including sales, service, thank you for visiting need relief. MARGARET HOUSEHOLDER Those need relief based on maximum square footage for directional signs. Mark Wood stated they vary, as follows: there are two at 14.29, 8.17, and then square feet. The maximum permitted is 4 square feet. The square feet sign is the smallest that Toyota permits. There is one on Weavertown, one on Rte. 19, one in the parking area and the other one about 100 feet up from the Rt. 19 entrance. Gary stated this is the bare minimum that we think we need. If we find after we are open that we need more, we will come back to you with another request. VINCE CRIDER Vince asked to see the location of the proposed signs. Mr. Flannery provided him that information. Mr. Crider stated he does not have a problem with the locations. He then asked if the State is planning to put guiderail up at the steep bank on the property. Gary stated he does not believe the State did require any guiderail. I will make a motion to approve the signage as indicated by you. I won t go into the square footage, the signage concerns, location, sales, service, reception, parking and delivery positioned on the Weavertown entrance and an entrance sign positioned on Route 19 and there will be four signs total. This does not include the pole sign. This is just a limited issue. I ll second it. Mark explained originally there was to be a 24 foot high pole sign. It has been reduced to 19 feet in height. Mark went down and measured and the sign will be 39 feet to the curb. From the right of way, we are within the 19 feet setback. We don t need any relief on setback. The last sign is the monument sign. That would require a variance, because you cannot have both a ground and pole sign, although this is a double frontage situation. The ground sign is square feet total. It is 6 2 in height.

4 4 WALT LEMUNYON The reason or the variance is that this is located on a corner piece of property with it angled in such a fashion that you cannot see the first Toyota sign and the only indication you have the dealership is there will be the monument sign on Weavertown. That will be my motion, to permit both a pole sign and a ground sign, based on the reasons listed above by Pat Boyer. I ll second that motion. HEARING APPLICATION OF WASHINGTON HOSPITAL INTERNAL MEDICINE, REQUESTING VARIANCE FOR WALL SIGNS This is an application of Washington Hospital Internal Medicine, 1000 Park Place Drive, Suite 209, Washington. A variance is requested to Article 27, Section 1605, Subsection C (1) c for total square footage for wall signs. Proposed use is Doctor s office. We believe that the Board should approve this request because: this office sees a large elderly population. We feel this sign is essential for these patients to properly identify the entrance. No previous application has been filed. Applicant is the agent. Approximate cost of work involved is $5, Following are the names and addresses of owners of property within 300 feet: Design Tech 1480 Washington Road All About Kids 1420 Washington Road Salon Lenae 1460 Washington Road Tender Care Learning Center 1000 Park Place Drive Red Wing Shoes 1000 Park Place Drive Sweet Frog 1000 Park Place Drive The fee was paid and the hearing was advertised on June22, 2016 and June 29, The application was submitted on June 14, 2016 and was accepted as complete on June 20, TERRY WILTROUT I am the Vice President of Operations. This is at Park Place, for a new Washington Hospital internal medicine facility. We are asking for an additional wall sign to be placed on the rear of the building, where the actual entrance is. Paul Williams, with Advanced Sign, is also present this evening. Terry explained we combined two offices and re located to this site. The entrance is on the rear of the building, and we want a second wall sign over the entrance. We have a large number of elderly patients. There is already a sign on the

5 5 front of the building. We need a variance of square feet for the second wall sign. There are no objections to this request. MOTION I make a motion that we approve the additional signage on the rear of the building, actually the frontage of the building in the amount of square feet. The variance is based on the fact that it needs to be seen coming from both directions and the customer base is coming from Houston and from Washington, and they need to know where to go. I ll second it. ADJOURNMENT A motion was made by Pat Boyer, seconded by Walt Lemunyon to adjourn the meeting, all business being concluded.
