1 MUNICIPALITY OF MONROEVILLE PLANNING COMMISSION AUGUST 21, 2013 MINUTES The meeting was called to order at 7:30 p.m. by Chairman Robert Williams. PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE The Pledge of Allegiance was recited and a moment of silence was observed. ROLL CALL The Recording Secretary, Sharon McIndoe, called roll and the following were present: Robert Williams, Paul Humenik, Donna Meyer, Daren Morgante, Georgiana Woodhall, Tonia Pugliano, Paul Hugus and Mark Ciufo. Mr. Diel was absent. APPROVAL OF AGENDA There being no discussion, Mr. Morgante duly made a motion to approve the agenda and Ms. Meyer seconded it. Upon a voice vote, the motion carried unanimously. APPROVAL OF MINUTES No action was taken on the minutes of the July 17, 2013 Regular Meeting. OLD BUSINESS 12-4-SUB The applicant is requesting subdivision approval to consolidate and revise the lot lines of four original parcels, 1, 2, 3, and 6, to create a new Parcel 1 consisting of acres, new Parcel 3 consisting of acres and new Parcel 6 consisting of.768 acres. The property is located at 1449 Abers Creek Road in the S, Conservancy and R-2, Single- Family Residential Zoning Districts.
2 Regular Meeting 2 August 21, ST The applicant is requesting site plan approval to construct a 32,940 square foot, three-story temple, 1,466 square foot addition, 633 square foot connecting wing and four gazebos totaling 35,491 square feet of building area and related site amenities. The property is located at 1449 Abers Creek Road in the S, Conservancy and R-2, Single- Family Residential Zoning Districts C The applicant is requesting conditional use approval pursuant to Section of the Monroeville Zoning Ordinance No. 1443, as amended, to permit the cut and fill operation of approximately 47,000 cubic yards of earth for site preparation and construction of a temple and related site amenities. The property is located at 1449 Abers Creek Road in the S, Conservancy and R-2, Single-Family Residential Zoning Districts C The applicant is requesting conditional use approval pursuant to Section 204.1, Conditional Uses, of the Monroeville Zoning Ordinance No. 1443, as amended, approving a conditional use at a place of steep slope or grade. The property is located at 1449 Abers Creek Road in the S, Conservancy and R-2, Single-Family Residential Zoning Districts C The applicant is requesting conditional use approval pursuant to Section 206.3, Height Regulations, of the Monroeville Zoning Ordinance No. 1443, as amended, to permit construction of a temple that exceeds the maximum 35-foot height limit by 30 feet. The property is located at 1449 Abers Creek Road in the S, Conservancy and R-2, Single-Family Residential Zoning Districts.
3 Regular Meeting 3 August 21, 2013 Mr. Pandu Malyala, President, came forward to explain he has been in India and because of health reasons just returned at the end of July. He requested the applications be tabled until next month s meetings. Mr. Williams inquired whether they will be ready in September and Mr. Malyala indicated they would definitely be ready by the October meeting. Mr. Williams explained his plans would have to be submitted to the municipality by September 20, 2013 and Mr. Malyala agreed to do so. Mr. William reported the planning commission has been trying to work with the applicant for 14 months and suggested if they are not ready at the October meeting that would be the end of it. He recommended the applicant have all of their people on board and ready in October. Whereupon, a motion was duly made by Mrs. Woodhall to accept the tabling until the October meeting and Mr. Morgante seconded it. Upon a roll vote, the motion carried unanimously SUB WENDY S OLD FASHIONED HAMBURGERS The applicant is requesting final subdivision approval for the consolidation of Parcel 1244-L-152 and Parcel 1244-L-262 to create Lot A totaling acres. The property is located at 5076 William Penn Highway in the C-2, Business/Commercial Zoning District. The applicant requested tabling and waived all time 13-1-ST WENDY S OLD FASHIONED HAMBURGERS The applicant is requesting site plan approval to construct a restaurant with drivethru, 3760 square feet in size, to include the demolition of the existing building and the upgrade of site amenities with a total property area of acres. The property is located at 5076 William Penn Highway in the C-2, Business/Commercial Zoning District. The applicant requested tabling indefinitely and waived all time Mr. Williams inquired whether it could be removed from the agenda until the applicant comes back before the commission. Mr. Hugus indicated that he would confirm it with the municipal solicitor.
4 Regular Meeting 4 August 21, 2013 NEW BUSINESS 13-5-ST CHAMBERS DEVELOPMENT COMPANY, INCORPORATED The applicant is requesting site plan approval to construct a 6,400 square foot bulk recyclables handling building and associated site amenities. The acre parcel is located at 600 Thomas Street in the L, Special Use Zoning District. Mr. David Murray, Engineering Consultant, came forward representing the applicant. He explained the landfill currently accepts municipal and residential waste for disposal at the facility. He stated this permit would allow them to accept bulk recyclables from residential and commercials sites which would include cardboard, paper and plastics. He pointed out they would have the same access as the landfill off of Route 130 and enter through the landfill scale house where they would be scaled and weighed. He indicated they would continue to a proposed three-sided metal building where the truck would dispose onto a concrete floor and the materials would be transloaded to open-top tractor trailers, tarped and hauled to Neville Island to the Green Star Recycling Facility for sorting into the different materials. He explained how this would help a number of operators so they will not have to take their trucks all the way to Neville Island but dump them at this location to be combined and transported. He further explained their route traveling through the scales on an existing on-site road, come around the leachate tanks located by the landfill office, traveling on new pavement, dump into the building and the trucks would be scaled when leaving the site. He stated tractor trailers would be staged, loaded in the building and travel out the same way out Route 130. Mr. Williams questioned whether the tractor trailers would back in and Mr. Murray answered affirmatively. Mr. Williams inquired about the length of the trailers and Mr. Simonetti, the Operations Manager from Monroeville Landfill, answered 70 feet. Mr. Williams questioned whether there would be a problem backing them in around the bend and Mr. Simonetti answered it is a straight shot after they get around the bend. Mr. Williams questioned whether it would be better to pull straight in then make a right turn behind the maintenance building and Mr. Simonetti indicated that is what they will do. He added the small residential trucks will pull in then back into the side of the building and the tractor trailers will pull to the right side with recessed floor or pull straight in and back onto the recessed floor. Mr. Williams inquired where they would pull in and Mr. Simonetti answered there is enough space to turn a tractor trailer around. He explained how they would back in to get loaded and the collection vehicles will turn on the black top and back into the building. Mr. Williams pointed out it is 80 feet which is what a culde-sac measures. Mr. Simonetti asserted that is only for the six to eight tractor trailers per day hauling out and the main traffic will be residential trucks coming in. He added they have already taken their bigger trucks back there with their heavy equipment. Mr. Williams suggested it would only affect them.
5 Regular Meeting 5 August 21, 2013 Mr. Ciufo inquired how far it would be located from the residential community or Thomas Street and Mr. Simonetti answered 50 to 100 feet. Mr. Murray estimated that it would be 500 feet and added no collection trucks or tractor trailers will use the access located by that residential property. He explained it will be completely shielded from the public with a hillside. Ms. Pugliano questioned the staging time and how many trucks would come to the site at the same time. Mr. Simonetti answered there would be six to seven tractor trailers leaving the site per day. Ms. Pugliano inquired whether they would be staggered and not leaving the site all at the same time. Mr. Simonetti answered negatively and explained there will be an empty trailer to be loaded and a tractor will come to drop an empty off and take a full one out. He added there would be approximately 30 to 40 residential loads coming into the site. Ms. Pugliano questioned the approximate time for a truck to be loaded before it is taken out of the site and Mr. Simonetti answered 20 to 30 minutes. He added it would be snap and hook; he explained an empty tractor trailer will be dropped off and a loaded one picked up. Ms. Pugliano indicated only one tractor trailer at a time could be taken and Mr. Simonetti answered affirmatively but added multiple residential trucks could be dumped. Mr. Murray explained how it will be loaded, pulled out of the building and set off to the side then another empty will be set in. Ms. Pugliano questioned how many trucks can be loaded, tarped and set to the side at one time. Mr. Simonetti answered 20 but they would not have that many. Mr. Williams asserted it would not impact any municipal roads and Mr. Simonetti concurred. Mr. Ciufo questioned whether they are regulated by the DEP as to how long the trailers are permitted to sit on the site and Mr. Simonetti answered there is no limit on recyclables unlike trash. He again stated there is no limit on recycling on the floor or on the trailers. Mr. Ciufo requested he confirm the hours of operation for the existing facility and this new transfer station. Mr. Simonetti answered currently they are open from 4:30 a.m. to 3 p.m. and for the public they are open from 7 a.m. to 2:30 p.m. and the hours will not change. Mr. Murray added this operation will be performed within those seven hours. Mr. Simonetti further explained those trucks do not get loaded until two to three hours after they start in the morning so he would not look for the first tractor trailer truck to show up until 7 to 8 a.m. Ms. Meyer inquired whether they have room for expansion and Mr. Simonetti answered affirmatively. Mr. Ciufo pointed out there is 289 acres. Mr. Simonetti briefly explained the property and Mr. Murray explained how the building was intentionally set forward so it could be expanded in the back in the future. Mrs. Woodhall inquired whether they would have to come back to the planning commission if they intent to expand in the future and Mr. Ciufo answered affirmatively. Mrs. Woodhall questioned whether they would have to do a traffic study and Mr. Ciufo answered negatively as long as they follow the guidelines of the DEP permit. Mr. Simonetti pointed out it will be to the municipality s advantage to utilize it. Mr. Ciufo questioned the number of communities that would contribute to the transfer station and Mr. Simonetti answered 60 to 70 communities. He was uncertain whether there would be

Mr. Tom Paullet, Waste Management Senior District Manager, came forward to explain as they obtain new contracts through bids recycling can fluctuate as bids are lost and gained. He approximated 30 to 40 but it has an ebb and flow. There being no further discussion, Ms. Meyer duly made a motion to approve Application No ST and Mr. Morgante seconded it. Upon a voice vote, the motion carried unanimously.
