Approval of the October 10, 2016 Meeting Minutes of the PRAB John Otto, Aaron Freng moved to approve the PRAB minutes from October 10, 2016 as presented. 4. Recognition of Interested Citizens for Items Not On Agenda (No action will be taken.) 5. General Business A. Parks and Recreation Department's 2016 Year End Report B. Fitness Equipment Lease Polley presented a proposed lease agreement for fitness equipment for the new fitness center at the Community Center. The current fitness equipment is outdated and much of it needs repair. The City could keep the old equipment, buy all new equipment or lease new equipment. Keeping the old equipment is not desireable to retain and recruit members. The project did not budget for all new equipment and funding would need to be allocated if this were the chosen option. Leasing fitness equipment would keep the equipment current, come with a maintenance plan and allow for the facility to have all new equipment in the new space. Polley has discussed these option with the City's Finance Director and he does support the leasing option. The lease option would be for four years. The city can lease all of the equipment (cardio and weight) and at the end of four years the equipment goes back to the supplier or the city could lease the equipment with a buy out option and at the end of four years the equipment is the property of the city's.
5 Freng and Forsythe inquired about maintenance on the equipment. Ms. Foley explained the maintenance plan in the lease proposal. The proposal covers labor and parts for the full four year term. She also explained that if a piece of equipment cannot be fixed it will be replaced under the lease. Freng asked if older active adults were considered. Foley stated that it is recognized in the industry and many machines are now walk through machines to be easily accessible. Freng asked how we get the information out about the equipment? Foley stated that the plans are to have a new fitness desk staffed during the peak times to assist with machines and answer questions. The Senior Lounge is also now in the building so staff can talk with the seniors directly. Polley stated that many members are inquiring about the plans for the fitness equipment in the new space. Cahoon stated that a four year lease makes sense with the changes in technology. Freng inquired about future special events. Foley stated that the new space would allow for some different unique events that we were not able to host in the past. Aaron Freng, Josh Forsythe recommended to the City Council to enter into a four year lease for new Community Center fitness equipment with Push, Pedal, Pull with the buy out option for the stationary weights. C. Ice Arena Grand Opening Polley informed the PRAB of the Grand Opening of the new ice arena set for January 15, 2017 at 2:15pm. The rink opened to the public on Wednesday, December 14th and the School District is having a special ceremony before the boys game on December 15th. The grand opening scheduled for January is the community grand opening. The PRAB is asked to put this date on their calendars. 6. Informational Items A. December Parks and Recreation Project Update Polley provided an update of the current projects. Many of the projects were discussed during Parks and Recreation Department's year end report. Phase 5 of the Community Center renovation has begun with demolition of the old ice arena. The fitness equipment was moved temporarily to the indoor playground area until the spring of The existing locker rooms and bathrooms will be getting new counter tops, sinks and mirrors over the next few weeks. Forsythe inquired as to when the new fitness equipment will be delivered. Polley stated when the new space is complete. The last big unknown for the project is how far the frost goes down into the ground. Skate Park will have some minor corrections completed in the spring and the shade canopy will be completed, Quarry Lake Park will open on January 14th for ice fishing. No motorized vehicles will be allowed on the ice. The DNR stocked the lake with 14,000 rainbow trout. In the spring the docks and the pergola will be installed. On December 6th, the City Council gratefully accepted a donation of $500,000 over 5 years from Emerson for the large shelter in Quarry Lake Park. Emerson will be sending the first payment to the city yet this year. Otto asked if the park will be open for cross country skiing. Polley stated that is the long term plan however with the late seeding of the park the area will not be groomed for cross country skiing this year to keep people off the turf area. Otto asked about the use of the Xcel property. Polley said she is finalizing the agreement with Xcel and the plans still are to put in non paved trails and cross country skiing in the winter. Staff will be working on the donor sign for the playground over the winter. Staff continues to work on the Memorial Park bridge and Lions Park warming house project. A meeting with the DNR is still needed to establish the final state trail route. The grant received expires in June of Additional grants could be applied for in Otto inquired about the dam at Memorial Park that is blown out. Public works does plan to replace the dam this year and not as part of the
6 Memorial bridge project. 7. Other The group discussed holding the January meeting at the Community Center so that the board could get a tour of the completed Ice Arena and the new changes to the Community Center. Aaron Freng, Josh Forsythe moved to hold the January 9th, 2017 PRAB meeting at the Community Center. 8. PRAB Adjourn Josh Forsythe, Karen Cahoon moved to adjourn the December 12, 2016 PRAB meeting. 7 Informational Items 6. A. TO: Parks and Recreation Advisory Board FROM: Jamie Polley, Parks & Recreation Director DATE: 01/09/2017 SUBJECT: January 2017 Project Update Action Requested This is an informational item to provide the PRAB with an update of the current parks and recreation projects. Community Center/Ice Arena The Ice Arena is complete! There are a few punch list items being corrected. The grand opening is scheduled for Sunday, January 15th 2:15-4:15pm! Phase 5 is underway. The concrete slab of the old arena is removed and the ground was tested for frost. Frost was found to be five feet deep. They will test one more time to make sure it does not go deeper. Over the next month the new footings will be installed for the new walls and the pool area will be excavated. Quarry Lake Park The park will open for trout will open for ice fishing on January 14th. Anglers are required to use the trail from the main parking lot to walk out on the ice. Motorized vehicles will not be allowed on the lake or trails. Anglers should use caution upon entering the ice as would be done on any lake. Fun for All Playground Staff is working to collect all logos for the donor board. We hope to have the donor board designed by March. Lions Park Warming House Staff plans to take the revised design of the warming house back to the City Council for authorization to bid the project on January 17th or February 7th. Tahpah West Baseball Field Staff has begun preliminary design of the additional full size baseball field at Tahpah West. The School District and Shakopee Youth Baseball Association have been contacted to partner in the construction of the field. WSB is currently working on the design options. Staff will then meet with the user groups prior to finalizing the design. The plan is to bid the project in April. Requested Action There is no requested action at this time.
8 Recreation Programs 6. B. TO: Parks and Recreation Advisory Board FROM: Jamie Polley, Parks & Recreation Director DATE: 01/09/2017 SUBJECT: Ice Arena Grand Opening Action Requested Place January 15th, 2017 on the calendar for the Ice Arena grand opening. Background The Parks and Recreation Board helped break ground for the new Ice Arena on April 1, The project is now completed 8 months later! Discussion The grand opening of the Ice Arena will be held on January 15th from 2:15pm-4:15pm. There will be open skating and tours. We will have music, games and refreshments during the event. We encourage the PRAB members to attend this monumental event. The community has waited many years for two sheets of ice and it is now time to celebrate the accomplishment. Requested Action The PRAB is asked to attend the grand opening of the new Ice Arena on Sunday, January 15th, 2017 from 2:15-4:15pm. Grand Opening Information Attachments
