1 COUNCIL REPORT Regular Meeting To: Mayor and Council File No.: From: Parks, Recreation & Culture Department Date: January 27, Parks Vandalism Summary The following report has been reviewed and endorsed by the Chief Administrative Officer. III RECOMMENDATION: THAT this report be received for information. III PURPOSE: The purpose of this report is to provide Council with an overview of the 2015 vandalism incidents in the Corporation of Delta's (Delta) parks. III BACKGROUND: This report is prepared annually to provide Council with an update on vandalism in parks. At its January 21, 2016 Regular Meeting, the Parks, Recreation & Culture Commission received this report for information. III DISCUSSION: Parks grounds, amenities and buildings are continuous targets for various acts of vandalism throughout every community. In Delta, these acts are an ongoing issue. Delta had three significant vandalism events of note in The most significant was a solvent dump at Ladner Harbour Park, which cost Delta taxpayers in excess of $22,000. Of note, there were also two washroom fires, one at Maple Crescent Park and one at Dennison Park. The two washroom fires combined for a total cost of approximately $6,000.
2 2015 Parks Vandalism Summary Page 2 of 2 January 27, 2016 In Delta's parks, the primary categories of vandalism in 2015, and associated number of incidents, including the above mentioned significant events, are as follows: Graffiti 138 incidents Broken Glass 52 incidents Illegal Dumping 21 incidents Washrooms 17 incidents Horticulture 7 incidents Park Furniture 5 incidents.. Irrigation 5 incidents PlaygroundslWaterparks 4 incidents Hardware & Fencing 3 incidents Synthetic Turf Damage 2 incidents Graffiti continues to be the main vandalism activity, with approximately 22 more incidents of graffiti in 2015 compared to Illegal dumping and park furniture incidents continue to decrease. Both categories were significantly lower than 2014 (Attachment B). Washroom security locking systems, Park Attendants and the Parks Patrol continue to be effective deterrents of vandalism in Delta parks. Overall, there were 254 reported acts of vandalism requiring attention by Delta staff; the same number of incidents as The total cost of vandalism in 2015 was $55, which is approximately $21,000 more than 2014; almost equal to the cost to attend to the solvent dump. Implications: Financial Implications - There are no financial implications as a result of this report. CONCLUSION: Vandalism continues to be an issue in Delta parks that can have a large impact on municipal resources.
