2 Moved by Councillor Twaddle THAT the minutes of the Recreation and Parks Advisory Committee meeting held on May 8, 2014 be hereby amended. 5. CORRESPONDENCE RECEIVED WHICH IS PRESENTED FOR THE DIRECTION OF COMMITTEE a) Correspondence from Grey County Re: Smoke Free Municipal Spaces By-law The Chair explained that City Council, as its meeting held on April 28, 2014, considered and supported the County of Grey proposed Smoke Free Municipal Spaces By-law. The correspondence was referred to this Committee for review. The County had previously considered a more comprehensive smoke free by-law which included parks. This by-law would ban smoking within nine metres of a municipally owned or operated building. The City currently has a policy for Smoke Free Sport and Recreation Spaces. The policy was established to reduce second hand smoke in outdoor recreation spaces and as a way to set an example for youth. The Community Services work plan does not specifically include developing a smoke free by-law although staff continues to monitor what the County is doing. Committee discussed the City s ability to enforce the smoke free policy. Moved by Councillor Twaddle THAT in consideration of correspondence dated April 16, 2014 from Heather Morrison, Deputy Clerk/Records Manager for the County of Grey, the recommends that review of developing a smoke free recreation spaces by-law be referred to the Community Services 2015 workplan. b) from J. Simpson, Juno Beach Centre Association Re: Canada s D-Day Tribute Project The Chair explained that OSCVI received the same letter regarding Canada s D-Day Tribute Project and purchased a marker for Albert George Smith as he attended that school. 3 Moved by Councillor Twaddle THAT the receive the correspondence dated April 30, 2014 from J. Simpson regarding the Juno Beach Centre Association Canada s D-Day Tribute program. 6. REPORTS AND MATTERS TABLED At this time, Committee dealt with items 6.b), c), d) and f). b) Report CS from Director of Community Services Re: Process relating to Naming 2 nd St. A West Park The Director of Community Services reviewed the process to date regarding the naming of the un-named 2 nd Street A West park in honour of Cpl. Robert T. James Mitchell. Staff have visited the site and consulted with the Mitchell family. The park will be cleaned up with tree branches trimmed, etc.. A small garden will be incorporated at the base of the sign. The Mitchells may also install a park bench and monument. Committee discussed precedent setting; however, numerous buildings and parks are named after individuals. Cpl. Mitchell is the only citizen killed in the Afghan conflict. It has been over 60 years since a casualty has occurred in military action. Bryan Gibbons indicated that the Royal Canadian Legion Br. 6 is interested in contributing towards the park honouring Cpl. Mitchell. Ms. Coulter will relay the Legion s interest to the Mitchell family. Moved by Paul Caron THAT in consideration of Staff Report CS respecting the Naming an Un-named park on 2 nd Street A West for Cpl. Robert T. James Mitchell, the recommends that City Council pass a by-law to name the unnamed park in honour of Cpl. Robert T. James Mitchell. c) Report CS from Director of Community Services Re: Process and Design Considerations for Harrison Park Roadway Reconstruction Project Minutes June 12, 2014 Page 3 of 10

4 The Director of Community Services advised Committee that the County of Grey is planning for reconstruction in 2016 of Grey County Road 5 from Creamery Hill to 2 nd Avenue East below the Cemetery Hill. The City has set aside $40,000 in its 2014 capital budget towards the reconstruction of the Harrison Park entrance road. There is merit in coordinating the design and possibly the construction of these two projects as geotechnical and other information will be relevant to both projects. Ms. Coulter presented to Committee a profile of the current profile and condition of the Harrison Park entrance road as follows: Harrison Park is designated under the Ontario Heritage Act as a cultural heritage landscape. Key attributes include the main entrance gates as well as the vistas and views which can be viewed from a variety of vantage points. Pavement width varies from the entrance to the area near the Putt n Paddle from 6.3 m to 6.5 m. Shoulder width varies and extends the roadway from 7.0 m to 7.4 m in places. Dry stone wall is located on sections of the west side of the road. The stone wall is also mentioned in the park s designation. New guardrails run along the east side on a section of road. Gabion baskets are located on the east side (not visible from road). Vehicle speed is posted at 20 km/h. Existing lighting with high pressure sodium pole top fixtures are to be upgraded to LED in 2014 through a separate capital project. Drainage continues to be an issue along the west edge of the road where water seepage from the hill crosses the road creating icy and slippery conditions in the winter. The goals of the project were outlined as follows: Maximize opportunities for efficiencies in collaborating with County of Grey in design, possibly implementation; Respect cultural heritage landscape; Respect natural environment; Address underground utility infrastructure upgrades where possible; Address road and drainage infrastructure issues. Ms. Coulter outlined a number of design considerations: 1) Not a municipal road or designated street; therefore not designed or constructed to a roadway standard (OPS); 2) Pavement width needs to remain between 6.3 to 6.5 m; important to tree retention and cultural heritage landscape; two curbing options are proposed i) mountable curbing on both sides of road; ii) mountable curb only on west side of road; Minutes June 12, 2014 Page 4 of 10

5 It was noted Committee preferred curbing on both sides of the road to extend pavement life. 3) Pedestrian access will continue to be supported via trail network; improved trail surface to be costed out with construction work; directional signage and line markings to facilitate access from municipal sidewalk to north trail access to be included in design; 4) Maintain current 20 km/h speed limit; 5) Guardrails to be retained where possible or salvage and re-use; 6) Retain alignment as much as possible to maintain character; 7) If dry stone wall requires replacement, the standard used for wall repair opposite Putt n Paddle should be duplicated; 8) Gabion baskets should be maintained or re-used where possible and maintain obscure character; 9) Lighting will be replaced under a LED streetlight conversion program; existing poles will be reconditioned and re-used where feasible; 10) Trees to be retained and damage minimized during construction. Ms. Coulter indicated that the goal is to come back with a design that achieves the principles subject to cost. Councillor Adair arrived at 5:55 p.m. Committee thanked Ms. Coulter for the presentation and obtaining Committee s input prior to developing a detailed design. Other comments are follows: Existing trail surface provides a good running and bike surface and should not be paved; may require paving in the future to meet accessibility requirements. Characteristics and aesthetics of the main entrance and road should be maintained. Ms. Coulter indicated that the City will work with the County during design and reconstruction of 2 nd Avenue East near the park entrance. Heritage lighting should be incorporated if possible and allow for Festival of Northern Lights light displays on the poles. Check if posted speed limit is correct. Road will be able to accommodate large park vehicles and campers. Ms. Coulter advised that $40,000 is in the 2014 capital budget for design work. The road construction work will be phased in over a number of years. Minutes June 12, 2014 Page 5 of 10

6 Moved by Paul Caron THAT in consideration of Staff Report CS respecting the design considerations for the Harrison Park Roadway Reconstruction Project, recommend: 1. THAT City Council approves the objectives and ten design considerations as presented in Report CS ; 2. THAT City Council endorse efforts to collaborate with the County of Grey with respect to geotechnical investigation and design between this project and the Grey County Road 5 reconstruction project. d) Report OP from the Facilities Manager Re: Banners The Facilities Manager presented some principles and sample policies for the display of banners in municipal facilities. Current practice is to have National and Provincial Championship banners displayed in the Hall of Fame corridor with other banners hung in the upper east concourse at the Harry Lumley Bayshore Community Centre. Some banners were also displayed at the former Coliseum. It is suggested that National and Provincial Championships continue to be displayed at the Bayshore Community Centre. If a team plays in the Julie McArthur Regional Centre and wins a championship (regional or higher), then their banner could be displayed at this facility. Teams could also be given the option of which location they want to hang their banner. Minor Sport banners should be for Rep league championships and not house league or local tournaments. For sports that do not play out of either of these two facilities, the team may make application to the City to display the banner, however, this would depend on space limitations. The City may also wish to designate an area within a facility for this purpose. Staff suggest a maximum size for banners be established, eg. National Championship 2 x 4 ; Provincial banner 2 x 3. Banner material should also be fire retardant. If a banner exceeds the maximum size requirements, the team should be requested to supply a banner that meets the policy requirements. Teams would be required to complete an application form for consideration by the. Councillor Twaddle left the meeting at 6:15 p.m. Minutes June 12, 2014 Page 6 of 10

7 Committee made the following suggestions to the policy: consider having display cases as well as banners displayed at the Julie McArthur Regional Recreation Centre as there is lots of hallway space; for eligible sports teams, use criteria for recognized sports similar to Minor Sports Subsidy Policy; add a few more contact names to the form in case banners need to be returned in the future; instead of a specific time limit for display, have banners taken down as space is required and allow staff some discretion; photo or actual banner should be included with application form; banners to be hung when staff has equipment available; if banner to be hung immediately, then a fee should be charged for equipment. Moved by Councillor Adair THAT in consideration of Staff Report OP respecting Banners, that the request staff bring back a draft banner policy based on the Committee s input. a) Report CS from Director of Community Services Re: Sports Hall of Fame Wayfinding Signage The Director provided background on the Sports Hall of Fame. In 2004, working the Sports Hall of Fame Committee, the City installed graphic panels for inductions to the Hall of Fame for the period 1981 to The City is now installing the next wave to include inductees from 2006 to Staff has been working with Blue Rhino, successful bidder for the project, as well as the Sports Hall of Fame Committee, to complete the project. Blue Rhino has submitted a number of options for wayfinding signage which would include: i) In the main lobby beside the minor sports office; iii) Overhead graphic at the entry to the Hall of Fame; and iii) Replace the current Harry Lumley sign which has faded; Committee reviewed the options presented. Upon a question, Ms. Coulter advised that the RFP was on the City s website and local companies did attend a mandatory on-site meeting prior to the deadline. Several companies were too busy to bid on the project. Minutes June 12, 2014 Page 7 of 10

8 Moved by Paul Caron THAT in consideration of Staff Report CS respecting the design, supply and installation of a graphic panel for the Sports Hall of Fame, recommend City Council approve installation of wayfinding directional signage outlined as follows: i) Lobby - Option 1 ii) Overhead Hallway - Option 2; iii) Replace Harry Lumley sign with enhanced graphics; iv) Transom window signage at north entrance. f) Report OP from Facilities Manager Re: Owen Sound Attack Advertising Opportunities The Facilities Manager reported that Brent Fisher, Director of Marketing and Public Relations for the Owen Sound Attack Hockey Club approached the City to display sponsored panels on the windows in the front of the lobby. The Owen Sound Attack is also interested in sponsorship advertising on the outdoor display pylon sign. The Attack Hockey Club would like to display player photos with a sponsor message in 10 of the lobby windows. Two other windows would be used for promotion of events or concerts. The Club is willing to revenue share on a 50/50 basis with the City. An agreement would be prepared for this partnership. Mr. Ruppenthal advised that the pylon sign located at the southeast corner of the property was purchased by Hal Wrights with a 10 year sponsorship agreement. The agreement has expired and the sign is starting to wear. The Attack Hockey Club is interested in pursuing sponsor opportunities again on a 50/50 revenue sharing basis with the City. The City has not been successful in attracting a new sponsor for the sign. A new electronic sign would be desirable however it is not permitted under the City s sign by-law. Committee commented that electronic signs are expensive and are difficult to read in daylight. Committee suggested placing the funds from the sponsorship into reserves for a new sign in the future. Moved by Councillor Adair THAT in consideration of Staff Report OP respecting Owen Sound Attack Advertising opportunities, that the Recreation and Parks Advisory Committee recommend that: Minutes June 12, 2014 Page 8 of 10

9 1. City Council approve the proposal by the Owen Sound Attack to utilize twelve of the twenty windows located in the main front lobby of the Harry Lumley Bayshore Community Centre; 2. City Council approve the request that the Attack sell the advertising on the Harry Lumley Bayshore Community Centre pylon sign. f) Verbal Report from Director of Community Services Re: Summer Camps The Director of Community Services presented an overview of summer programs being offered by the City this year. Aquatics include two sessions of swimming lessons at Harrison Park being delivered by the YMCA Owen Sound Grey Bruce. Open swims are being offered as well as Wednesday night free community sponsored swims and Tim Horton Free Summer Swims on Thursday nights and Sunday mornings. There were some minor problems with pool start-up however these have now been resolved. Schools are also booking the pool for swim lessons which is generating revenue. Soccer camp is being offered in partnership with the Owen Sound Minor Soccer Association. Camps are being held mid-july and early August. Hockey camps include Powerskating with Denise Reid on Tuesdays, starting June 24 and Skills Development camp with Brad Tiley on Wednesdays, starting June 25. These camps are being promoted through the City s website, print and social media, re-tweets by the Owen Sound Attack and through Bayshore Broadcasting. The Kiwanis Sk8 and Bike Park is progressing and opened to the public on the weekend. 7. OTHER BUSINESS a) Summer Meeting Schedule The Chair advised that the Committee s next meeting will be held on Thursday, August 14. b) Upon a question, the Manager of Parks and Open Space advised that dogs are allowed in Greenwood Cemetery as long as they stay on the pavement. Dogs must be kept on a leash and are not allowed on the grass. Some visitors carry smaller dogs to gravesites. Minutes June 12, 2014 Page 9 of 10
