The Committee questioned Brendan Browne and Brandon Brown. Delegations Moved by Councillor Kerr, That the delegations of Arnaldo Beni, Mary Tobin, Douglas Taylor and Patricia Garland be heard. Carried Arnaldo Beni was not in attendance to address the Community Services Committee concerning a public fireworks display for Victoria Day.

2 601 Community Services Committee Minutes June 1, 2017 Mary Tobin addressed the Community Services Committee to request the removal of traffic calming islands on, stating that the traffic calming islands are a failed solution to speeding on this street. Mary Tobin reviewed the costs related to the maintenance and repair of the islands, noting costs associated with materials such as concrete, bricks, sod and replacement trees as well as labor costs to perform the repair and replanting work. Mary Tobin stated that it is difficult for snowplough operators to clear this street due to the islands, and the ploughs have damaged many of the islands. Mary Tobin also noted that the islands pose a safety risk for residents using their boulevards as vehicles may drive over curbs when navigating corners where these islands exist and it is difficult for some residents to exit their driveways due to the islands in the road. Mary Tobin suggested that the islands should be removed and all way stop controls provided on at Switzer Drive, Sunset Drive and Pontiac Avenue. The Committee questioned Mary Tobin. Douglas Taylor addressed the Community Services Committee to request the removal of the traffic calming islands on, stating that that due to the island adjacent to his property, his boulevard is often in disrepair, and vehicles sometimes have difficulty navigating turns around these islands. Douglas Taylor suggested that is viewed as an attractive alternative to Simcoe Street and that the islands do not slow this traffic. Douglas Taylor also noted concerns with the bicycle lanes, stating that the street is advertised as a cycling route; however the cycle lanes disappear when there is a traffic island and vehicles often accelerate even faster to go around a bicycle. Douglas Taylor requested the islands be removed and all way stop controls installed, as well as increased police enforcement in the area. The Committee questioned Douglas Taylor. Patricia Garland addressed the Community Services Committee to request the removal of the traffic calming islands on, stating she has witnessed many incidents relating to the traffic islands on the street. Patricia Garland advised that due to the location of the island in front of her home, she is must drive over the island or the curb in order to go north on. Patricia Garland also advised that when snowploughs clear the street, they scrape the islands, causing a noise disturbance, and smaller ploughs brought in to further clear the areas also cause disturbances with the vehicles back up alerts. Patricia Garland also advised that the snow pushed on to lawns and boulevards ruins the grass for those homeowners, and that there is no room by the islands for cyclists and cars, despite the existing bike lanes. Patricia Garland requested immediate removal of the islands and installation of all-way stops, stating she fears any delay could affect public safety. Delegation Requests (requires 2/3 vote)

3 Community Services Committee Minutes June 1, 2017 Correspondence Requests 602 CS CS CS CS CS Tara Scott Requesting Removal of Traffic Calming Islands on Douglas Taylor Requesting Removal of Traffic Calming Islands on Catherine St-Cyr Requesting Removal of Traffic Calming Islands on Mary Tobin Requesting Removal of Traffic Calming Islands on Patricia Garland Requesting Removal of Traffic Calming Islands on Moved by Mayor Henry That Correspondence CS-17-53, CS-17-54, CS-17-55, CS and CS as well as any additional correspondence received concerning the removal of traffic calming islands on be referred to staff to review all options related to the traffic islands on and report back to the Community Services Committee on September 14, Carried Referrals from Standing Committee CS Oshawa Second Marsh (FIN-17-41) Whereas Council, as part of the 2017 Capital Budget, approved Capital Project Number in the amount of $129,000 for works associated with removing hazardous Emerald Ash Borer (E.A.B) infested ash trees and trail development, including appropriate safety fencing along the trail at Oshawa Second Marsh, and; Whereas the work associated with the removal of hazardous E.A.B. infested trees has been completed along Colonel Sam Drive and the maintenance berm to provide public safety at a cost of approximately $56,000, and; Whereas the restoration and management of Second Marsh has been guided by the Second Marsh Management Plan, which is over 20 years old, and; Whereas the Second Marsh Management Committee, composed of members from the City of Oshawa, Ducks Unlimited Canada, Friends of Second Marsh, and Central Lake Ontario Conservation Authority, has identified the need for an updated Management Plan to ensure that Second Marsh continues to be managed appropriately and that this should be undertaken prior to proceeding with trail redevelopment, and;

4 603 Community Services Committee Minutes June 1, 2017 Whereas given the devastating impact that E.A.B. has had on the forested area known as Ghost Road Bush within the Second Marsh wildlife area, the Management Committee recommends that an ecological assessment be undertaken and that a plan be developed to manage the impacts of E.A.B., invasive species and the ecological sensitivities of Ghost Road Bush, and that this be done in advance of preparing an updated management plan for the entire Oshawa Second Marsh wildlife area; Therefore be it resolved: 1. That under Capital Project Number , the remaining funds of approximately $73,000 approved for trail development and fencing work along that trail be re-allocated to undertake an Ecological Assessment and Management Plan for Ghost Road Bush, to implement any immediate recommendations that may be proposed in the management plan, and to undertake other studies as necessary to ensure the proper management and maintenance of Oshawa Second Marsh; and, 2. That the trail development be deferred until after the necessary studies have been undertaken in order to continue to ensure a healthy marsh ecosystem into the future. Moved by Councillor Pidwerbecki, That CS being a referral from the Finance Committee concerning work at the Oshawa Second Marsh be referred to staff for a report. Carried Referrals from City Council CS Notice of Motion Purchase of Electric Vehicles for City Use Whereas City Council s Strategic Plan includes environmental responsibility through proactive environmental management and good stewardship; and, Whereas Community Services received its last report in regard to electric vehicles in June 2011 and only one electric vehicle was considered in the report; and, Whereas there are now other considerations, for example the types of vehicle, the provincial incentive program; Therefore be it resolved that staff be directed to prepare an up-to-date report regarding the purchase of electric vehicles for City use; and, This motion be referred to the Community Services Committee.

Carried Correspondence Reports Animal Services Fire Services Operations Services Recreation and Culture Services 604 CS Springridge Park Renaming to Mackie Park, 1449 Conlin Road East Recommendation (Carried See Page 5) That the Community Services Committee recommend to City Council: That as outlined in Report CS dated May 26, 2017 concerning the Springridge Park Renaming: 1. That the existing Springridge Park, located at 1449 Conlin Road East be renamed Mackie Park; and,

That the existing woodlot within the Springridge Park, be named Mackie Woodlot to show consistency with the park name and other woodlot named adjacent to parks; and, 3. That a sign be placed at the park, reflecting the park name change; and, 4. That the park and woodlot name change be announced via the City Website, and to surrounding property owners within a 200m radius of the park and woodlot; and, 5. That City and Durham Region Emergency Services be informed of the name change. CS Oshawa Strategic Plan - Community Services 2017 Progress Report Recommendation (Carried See Page 5) That the Community Services Committee recommend to City Council: That Report CS dated May 26, 2017, Oshawa Strategic Plan Community Services 2017 Progress Report and other initiatives be received for information.
