2 HPAP ADOPTED MINUTES Heritage Perth Advisory Panel Meeting 1 :00 P.M. NINTH MEETING IN 2015: 1.1. Call to Order: The Chair called the meeting to order at 1 p.m. with 4 members in attendance Declaration of Interest and General Nature Thereof: There being none, the chair moved to the next item on the agenda Approval of Last Minutes - November 16, 2015 Moved by the chair that the minutes of November 16, 2015 be accepted as presented. CARRIED UNANIMOUSLY. Since Darrin MacDonald needed to leave early for another engagement, Items 3.1, and 3.4 were dealt with before other items on the agenda. 2. UN FINISHED BUSIN ESS: 2.1. Red House Update - Karen Rennie, Heritage Manager, informed members that discussions are ongoing and Chris Hahn will be meeting with the owners again in the near future Elmwood Cemetery Designation - Only the 20 Acres within Town of Perth boundaries would be eligible for Municipal Heritage Designation. Karen Rennie requested John Fowler and Marjory Nasmith to review the current attached draft and make any corrections/additions necessary. Contributions to Perth and significance of those buried in the cemetery should be included. In answer to a question about whether we can designate an active cemetery, Ms. Rennie responded that she has sent an inquiry regarding that question and will let members know the response she receives. 3 HPAP NEW BUSINESS: 3.1. Heritage Permit - Awning, Father and Son Barber Shop, corner of Foster and Wilson St E. Mr. Eric Cosens, Director of Planning, attended on behalf of the Heritage Permit Panel regarding a request by the tenant at 81 Foster Street (Father and Son Barber Shop) to install an oversize faux awning on the Wilson Street side of the building. Mr. Cosens discussed legal allowances. Under the sign by-law, awnings are only allowed to cover a window, which this one does not. An awning is not intended for advertising purposes and the faux awning is also larger than normal allowances. Members voiced their opinions on whether the awning was appropriate in a Heritage District. Moved by John Fowler: THE HERITAGE PERTH ADVISORY PANEL RECOMMENDS TO COMMITTEE OF THE WHOLE THAT THE CURRENT SIGN BY-LAW PARAMETERS BE UPHELD AND MASONRY REPAIRS MUST BE ADDRESSED WHEN CONSIDERING THE PROPOSED AWNING REQUEST FROM FATHER AND SON BARBERSHOP. Carried Unanimously The issue of masonry on the side of the building was also discussed. Because flag brackets were installed directly into the stone of the building, repairs will need to be completed by professional mason. Moved by John Fowler: THE HERITAGE PERTH ADVISORY PANEL RECOMMENDS TO COMMITTEE OF THE WHOLE THAT STONES BE REPAIRED WITH SUITABLE AND CERTIFIED PATCHING MATERIAL AND FLAG (BRACKETS) BE REMOVED BY A MASONRY PROFESSIONAL AT FATHER AND SON BARBERSHOP. Carried Unanimously 3.2. Additions to Municipal Register - Marjory Nasmith requested a new letter from the Clerk allowing Panel Members to research private residences at the Land Registry office. The letter should be available sometime in the new year. John Fowler and Marjory Nasmith will research several properties for possible heritage registration. The process is such that the information on the property must be recorded first, then those properties may be registered after a report is brought back for discussion with HPAP. Next, the planning department will insert owner's names and legal descriptions of the properties. Subsequently, Town Staff will approach the owners for written confirmation of their desire to designate their property. Karen Rennie indicated that several smaller land offices have been closed and information will be available online through provincial locations, possibly in Toronto. 4 HPAP completed the architectural component of their program could be recruited to help with the research For Information Only - Stone Bridge Location - Shannon Baillon presented members with a drawing of the dry stone bridge being proposed for the old outdoor pool location on Mill Street. John Scott informed members that a structural dry stone arch would first be created by students at Algonquin College and then professional dry stone wallers would create the bridge in one day during the Dry Stone Wall Festival, being held as part of the Homecoming Weekend in July The site was chosen because it expands the underutilized pool area for future use, it is aesthetically pleasing, and, with the help of YAK volunteers will create a sense of ownership and pride in the area for youth. Members were enthusiastic about the location and the project. Moved by John Fowler: TH E HERITAGE PERTH ADVISORY PANEL RECOMMENDS THAT SUPPORT BE GIVEN TO TH E DRY STONE BRIDGE PROJECT AS A LEGACY TO THE PERTH H ANNIVERSARY. Carried Unanimously 3.4. Perth Kilt Run 2016 Request-A photo was distributed to members showing an outline of the requested area in Stewart Park for an after-run concert in Shannon Baillon gave background information that the upcoming Kilt Run is expecting twice as many participants as This year, the Crystal Palace area was overflowing and could not hold everyone so the Kilt Run Committee is hoping to use Stewart Park for an after run concert where runners would be entitled to one free beer. No alcohol would be sold in the park and only runners would be eligible. Discussion included having Market Square as the beer area, removing alcohol from the park entirely. Moved by John Fowler: THE HERITAGE PERTH ADVISORY PANEL RECOMMENDS TO COMMITTEE OF THE WHOLE THAT DISTRIBUTION OF ALCOHOL IS NOT SUPPORTED IN STEWART PARK DURING KILT RUN Defeated 1 Aye, 2 Nay, 1 Abstain 4. 5 HPAP PANEL/STAFF REPORTS: 8.1. Perth Museum Report-Karen Rennie, Heritage Tourism Manager/Curator discussed the current annual school program using Father Christmas and staff members. Donations have increased for the 2016 upcoming anniversary. The family of a former doctor in Perth may contribute to a display regarding historical Perth doctors. A summer student has digitized a number of records for the archives. John Scott congratulated the museum on replacing windows with wooden ones and mentioned that it is a good example of leadership which should be promoted Town Crier Update-Discussions included: Meeting as Father Christmas with several hundred children at the Museum, "All is Calm, All is Bright" event at the Crystal Palace for hot chocolate and wagon rides through Town., Men and Women of the Tay recent concert with overflow crowd attending Perth 200th Advisory Panel Report-Shannon Baillon disclosed that the Perth h Anniversary Event Calendar is now uploaded to the Perth200.ca website. Plans for Fire and Ice and the Blast from the Past weekends are being finalized and nearing completion. On January 8, 2016, Barry Crampton will unveil the Perth Historical Mapping at the Royal Canadian Legion. John Fowler mentioned that the Perth Historical Society will also host the same event at Algonquin College later in the month of January. Karen Rennie informed the Panel that various h Anniversary souvenirs are offered for sale at the Museum and "The History of Perth, Part 2", is also available on DVD or Blue Ray. Mr. Fowler mentioned that several churches have been given noise by-lawexemptions in order to ring bells 200 times on New Year's Eve to usher in the h Anniversary event Community Improvement Panel Report- Shannon Baillon reported that the Program has been extremely successful to date, with the full $25,000 being given out in The types of projects have changed from the beginning of the program 5 years ago, from simple signage funding requests to a more diverse range of projects, including roofs and stonework. Ms. Baillon also informed Panel members that the Golden Arrow has installed heritage style windows and are considering changing the 3rd floor windows in DISCUSSION OF ADDITIONAL ITEMS: 9.1. 7 r~ t > J/r- Ontario Infrastructure Ontario NOTICE OF PUBLIC OPEN HOUSE AND INVITATION TO PARTICIPATE PROPOSED SEVERANCE AND SALE OF THE PERTH JAIL MINISTRY OF INFRASTRUCTURE PUBLIC WORK CLASS ENVIRONMENTAL ASSESSMENT The Study Ontario Infrastructure and Lands Corporation (Infrastructure Ontario) on behalf of the Ontario government has begun a study regarding the proposed sale of the former Perth Jail located at 62 Beckwith Street East in Perth, Ontario. As the Perth Jail currently forms part of the Lanark Justice Facility Complex, the Complex will need to be severed into two legal properties before any sale of the Perth Jail can occur. The Perth Jail was built in , and was used as a jail from its first construction until approximately The jail building is currently vacant and locked. The Perth Jail is considered a Provincial Heritage Property of Provincial Significance under the Ministry of Tourism, Culture and Sport's Standards and Guidelines for the Conservation of Provincial Heritage Properties. The Process This study is being carried out in accordance with the 'Category B' requirements of the Ministry of Infrastructure Public Work Class Environmental Assessment Process (PW Class EA). Upon completion of the PW Class EA process, a Consultation & Metef'I Documentation Report will be available online for public review. A further public notice will be published at that time. A key component of the study will be to incorporate the views of interested citizens in the development of the Class EA for this project and there will be opportunities for public input and comment throughout this PW Class EA process. Infrastructure Ontario is hosting a voluntary public open house, scheduled on Monday, January 11, Members of the public are invited to attend on a drop in basis. The purpose of the public open house is to learn about the study and is an opportunity to provide feedback.
